2019-06-03 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO I3¢dffi4od ruivc II II 60089 "196 I as<84 7 4519 7,906 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting June 3, 2019 CALL TO ORDER and ROLL CALL: The meeting was called to order at 5:02 p.m. by Vice Chair(Acting Chairman) Kulwin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Kulwin, Commissioners, Johnson, Hartman, and Dibbern. Also, in attendance were Police Chief Casstevens, Deputy Fire Chief Wagner, HR Director Malinowski, Management Liaison Golbach, Trustee Liaison Stein. APPROVAL OF MINUTES: A. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of May 6, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, Dibbern and Kulwin voted in favor of the motion. The motion passed. B. Commissioner Dibbern made a motion to defer to July the approval of the BFPC Special Meeting of April 15, 2019, seconded by Commissioner Johnson. Commissioners Johnson, Hartman, Dibbern and Kulwin voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman Kulwin reported that the Police Officer Orientation and Written Testing process went very well. It was held this year for the first time at the Community Arts Center. It is a great facility and if available will be used for future testing events. He praised the Police Department, Police volunteers and thanked Katie Golbach for her assistance. Brian Rubin assisted as a volunteer. B. Commissioner Dibbern reviewed the statistics for the Board: a. 98 paid and applied for the position i. 70 applicants took the test, average score was 77 with a range of 45-96 1. 46 applicants passed (66%), average score was 81 a range of 75-96 C. Preference points are due in 10 days. D. In order to reduce process time, discussions were held on requiring proof of preference points at time of oral interviews. The Rules/Regulations will be reviewed to determine if this is feasible. E. A special meeting will be held in mid-June to approve the PO Preliminary Register. F. FF/PM John Jason is retiring on Wednesday. FF/PM candidate Andrew Wright will be sworn in on July 12 at station 26. On June 17, two Police Officers will be sworn in at the Village Board Meeting. COMMISSIONER'S REPORTS: A. Commissioner Hartman noted a magnificent week with the PO orientation, the FD Food Truck event for MDA, the Pride Parade and Park District event after the parade. There was great positive community response to all of the events. She particularly noted the amazing team effort shown at the first Pride Parade. There were smiles everywhere. B. Commissioner Johnson thanked Ms. Golbach and Mr. Malinowski for their assistance with the PO testing process as well as the Police Department for helping with registration. She also noted the Fire Department Food Truck event was well attended and went very well for the first year. She thanked the PD, FD, and Cert Volunteers for their assistance with the Pride Parade and Uniquely Festival Event. CHIEF AND TRUSTEE REPORTS: Page 1 of 2 POLICE DEPARTMENT: A. Chief Casstevens noted that 100 officers including the Bike Response team participated in assuring a successful Pride Parade and Festival. Deputy Chief Eisenmenger and Lt. Rodriguez were instrumental in that success. They worked diligently behind the scenes to make sure it was in fact a huge success. Officer Rygiel was commended for his handling of the event. He is a fairly new officer and his professionalism was outstanding. To quote the Chief: "The customer is not always right but they are allowed to be wrong with dignity". B. Chief Casstevens will be sworn in as the President of the International Chiefs of Police on October 29 at the Hilton Hotel in Chicago. Between 16,000 and 18,000 will be attending this event. He will hold the position for one year. FIRE DEPARTMENT A. Deputy Chief Wagner informed the Commissioners that there are currently 3 open positions for FF/PM and as of this Wednesday there will be 4 openings. As noted, FF/PM John Jason will be retiring with 28 years of service with the department. Deputy Chief Wagner noted that the list may be exhausted earlier than anticipated and we may need to start the process for a new list by the end of the year. QUESTIONS FROM THE AUDIENCE: None SPECIAL BUSINESS: A. Chairman Kulwin reported that he will be involved in the interviewing process for an additional Commissioner on June 17 with the appointment at the July Village Board Meeting. OLD BUSINESS: A. The calendar will be reviewed to determine viable dates if the Fire Department hiring process needs to starts later this year. NEW BUSINESS: There was no new business to discuss. EXECUTIVE SESSION: A. A motion was made at 5:46 p.m. by Commissioner Dibbern, seconded by Commissioner Johnson, to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Hartman, Kulwin, and Dibbern voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 5:46 p.m. to 5:57 p.m. RETURN TO OPEN SESSION: The open session resumed at 5:57 p.m. ADJOURNMENT: A motion was made by Commissioner Dibbern, seconded by Commissioner Johnson, to adjourn the meeting at 5:58 p.m. All commissioners present voted in favor of the motion.
