VILLAGE OF BLIFFA LO GROVE r My Rau pp t O,vd E:3u u�flo Grove, III :r 196 500 F d u r'.d o 1,59-f".k(.1M1'.:� VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting April 1, 2019 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Vice Chair Kulwin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Vice Chair Kulwin, Commissioners, Johnson, Hartman, Rubin and Dibbern. Also, in attendance were Deputy Police Chief Szos, Police Lt. Rodriguez, Fire Chief Baker, Deputy Fire Chief Wagner, HR Director Malinowski, Trustee Liaison Smith and guest Shane Sak. APPROVAL OF MINUTES: A. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of March 4, 2019, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, Kulwin, and Rubin voted in favor of the motion. Commissioner Dibbern abstained. The motion passed. B. Commissioner Dibbern made a motion to approve the Six-month review of closed meeting minutes, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, Rubin, Dibbern and Kulwin voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Vice Chair Kulwin reported that Doug Shipman was promoted to Police Sergeant on March 8, 2019. He thanked Chief Baker and Deputy Fire Chief Wagner for attending. B. Vice Chair Kulwin noted that the Spring Seminar for IFPCA will be held on May 3-5. If anyone is interested in attending or participating please let Vice Chair Kulwin know. He is enrolling in two modules. C. Vice Chair Kulwin was contacted by two individuals regarding the Police Orientation/Written test with questions. One asked if you had to be a citizen and the other asked if he could take the test at a different time. Vice Chair Kulwin responded that yes, you have to be a citizen and no you could not take the test at a different time. D. Vice Chair Kulwin noted that the orientation and written test will take place at the Community Arts Center on Saturday, June 1. It was suggested that the Commission take a tour after our May meeting to become familiar with the new location and layout for testing day. E. Chairman Rubin submitted his resignation as Chairman on March 15 which was accepted by President Sussman. He is moving out of Buffalo Grove. Commissioner Rubin will continue as a Commissioner until a replacement has been found. Vice Chair Kulwin will be acting Chairman. COMMISSIONER'S REPORTS: The Commissioners had no news to report. CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker reported that FF/PM's Schroeder and Wojik are off probation and doing very well. B. Chief Baker noted that they have hired Tyler Grace as the Management Analyst for the Fire Department. C. One FF/PM is off on medical. D. FF/PM's Budnik and Kujawowicz will graduate from the Fire Academy on April 5. E. There currently is one vacancy. There are three potential retirements this year. One is confirmed with Lt Mark Anderson retiring May 21 and his walk out is scheduled for May 22. Page 1 of 2 F. Alfredo Caballero will be promoted to Lieutenant on May 20, 2019. G. Discussions were held to require a candidate have his/her paramedic license at the time of the written test. Further discussion is scheduled for the May 6 meeting. POLICE DEPARTMENT A. Deputy Chief Szos noted that one officer is on light duty B. Deputy Chief Szos reported that all probationary officers are off field training and are doing well. C. Deputy Chief Szos noted that four background checks are in progress. QUESTIONS FROM THE AUDIENCE: None SPECIAL BUSINESS: None OLD BUSINESS: A. Oral interviews will be conducted on June 15 and 16, Father's Day Weekend as scheduled. B. Citizenship requirement will be added to announcement packet. NEW BUSINESS: None EXECUTIVE SESSION: A. A motion was made at 6:26 p.m. by Commissioner Dibbern, seconded by Commissioner Hartman, to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:26 p.m. to 6:41 p.m. RETURN TO OPEN SESSION: The open session resumed at 6:41 p.m. A demonstration and discussion of the Police Department(PEP) Personnel Evaluation Profile will be included in the agenda for the May 6, 2019 meeting. FF/PM Candidate#12: Thomas Brown. A motion was made by Commissioner Johnson, seconded by Commissioner Dibbern, to make a conditional offer of employment to FF/PM Candidate Thomas Brown. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted against the motion. The motion failed. Police Candidate#20: Rudy Mujica. A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to make a conditional offer of employment to Police Candidate Rudy Mujica. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted against the motion. The motion failed. ADJOURNMENT: A motion was made by Commissioner Dibbern, seconded by Commissioner Johnson, to adjourn the meeting at 6:45 p.m. All commissioners present voted in favor of the motion.
