2019-03-04 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE shom"8,17����� Fw^x47-459-7mm VILLAGE OF BUFFALO GROVE Board Of Fire and Police Commissioners Minutes @f Regular Meeting March 4. 2019 CALL TO ORDER and ROLL CALL: The meeting was called to order at0:00 p.m. by Chairman Orion Rubin in the Trustee Conference Room of Village Hall. Chairman Rubin then turned the meeting over to Vice Chair Ku|win to direct the meeting. CommiaaionerKukwin also as acting secretary called the roll and noted for the record that o quorum was present at the meeting. Present were Chairman Rubin, Commissioners, Johnson and Kulwin. Commissioner Dibbern was not in attendance. Commissioner Hartman was delayed and arrived at 6:08p.m. Also in attendance were Fire Chief Baker, Police ChiefCoeotevena. HR Director W1o|inVvvoki. Management Analyst {3o|bach. Trustee Liaison Smith and Trustee Liaison Ottenhaimner. APPROVAL OF MINUTES: Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of February4. 2019 the motion was seconded by Commissioner Ku|vvin. Commissioners Rubin. Ku|vvin. and Johnson voted in favor of the motion. The motion passed. Commissioner Rubin mod o motion to defer approval of the past six months of closed session minutes until the regular April board meeting. Commissioner Johnson seconded the motion. Commissioners Rubin. Ku|vvin and Johnson voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Vice Chairman Ku|vvin discussed the recent lateral police interview process and noted that it was once again o very good group of candidates this time around. /\|ao. having Lieutenant Michael Rodriguez as the police observer for the first time was a great experience for both the board and Lieutenant Rodriguez. His presence was very vve|onme and he was m valuable port of the process. B. A suggestion to also oa|| the candidates prior to the day of interview was also made by police command staff along with Commissioner Hartman to confirm that all scheduled candidates will attend their interview. COMMISSIONERS' REPORTS: The Commissioners had no navva to report. CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker noted that probationary FF/PM Andrew VV jiok and probationary FF/PK4 Phil Schroeder have completed their probation period on the job. They have both done excellent in their first year and are ready to become permanent members of the Fire Department. Page 1 of B. Chief Baker also noted that we are currently working on candidate #16 on our eligibility list. The background process is underway. We are on track to hire a total of 7 FF/PM this year. C. Chief Baker also noted that we have one vacancy and three more known vacancies in calendar year 2019. The current eligibility list is expected to be depleted by November or December of the current year at this rate. D. Deputy Chief Wagner will e-mail an updated candidate list to the board with status of each candidate at this time. POLICE DEPARTMENT: A. Chief Casstevens reported that Sergeant Tom Dattillo's last day was Friday, March 1st 2019. He had his walkout and will be going to another agency. B. Chief Casstevens also noted that officer Douglas Shipman will be promoted to Sergeant upon his return from time off for a family matter. C. Chief Casstevens also noted that Officer David Halverson has retired from the department effective immediately. D. Chief also mentioned a recent development out of Seattle, Washington where they have offer a $15K sign on bonus to new police officers. This highlights the recruitment challenges facing law enforcement in metropolitan areas. QUESTIONS FROM THE AUDIENCE: None OLD BUSINESS: A. With regards to the approval of a final Police Lateral Candidate list, Commissioner Hartman made a motion to approve the final list. Commissioner Johnson seconded the motion. Commissioners Rubin, Kulwin, Johnson and Hartman voted in favor of the motion. The motion passed. B. The final list will be signed by the Chairman and sent to Police Chief Casstevens for posting. NEW BUSINESS: A. It was noted that the School District 214 finally approved the application for use of the Buffalo Grove High School auditorium and cafeteria by the BFPC on June 1st 2019 for police orientation and testing. The board had already made alternative arrangements for another facility. H.R. Director Malinowski will notify the School District that use of the facility at Buffalo Grove High School will no longer be needed. B. A discussion was held regarding the new facility (Buffalo Grove Park District Cultural Arts Center) and possibly making a visit prior to the June 1st to pre- plan the program and also prepare scripting that will be ready by the proctors. EXECUTIVE SESSION: No executive session was called. Page 2of3 ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to adjourn the meeting at 6:35 p.m. All Commissioners present voted in favor of the motion.
