2019-01-07 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO GROVE Fw^x47-459-7mm VILLAGE OP BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting January 7, 2019 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Chairman Brian Rubin iuthe Trustee Conference Room o[Village Hall. Commissioner Ko|vvinoaacting secretary called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Hartman, Johnson undKu|viu. Commissioner[)ibberuwas not in attendance. Also in attendance were Pb.e Chief Baker, Deputy Fire Chief Wagner, Deputy Police Chief Biacnmcngcr, FIR Director Mu|inun/aki, Trustee Liaison(}ttoubobnor and Trustee Liaison Smith. APPROVAL OF MINUTES: Commissioner 11udmun made a motion to approve the nduu(cu of the BF9C Regular Meeting of Z>cccoJ`cr 3, 2010 the motion was seconded by Commissioner ]ubnuoo. Cnnnoiouioucs Rubin, Jobouou`Hartman and Kukpin voted bn favor ofthe uzndun. The motion passed. CHAIRMAN'S REPORT: A. Chairman Rubin reported that pF/yM candidate David ZubiUmhas accepted the tlnu| offer of employment. B. Chairman Rubin noted that the written examination for the Police Lieutenant position will be adnduiatcccd Saturday, January 12'h at 9:00 am. by the 8FPC. The czuodnu1imn will be proctored by Commissioner Ku|x/in and Commissioner Hudnoon in the training room at the Buffalo Grove Police Department. C. Chairman Rubin will review the process with commissioner KJvvbn priorto the exam. COMMISSIONERS' REPORTS: The Commissioners had nn news (ureport. CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker noted that the Fire Department currently has 4 vuounoica to fill. With candidate ZubUku accepting the offer of employment this will \cuvc 9 vuouuoico. Other candidates are currently inprocess. B. Chief Baker also noted that there are 3 additional vacancies upcoming that are kuovvn at this time. They are in May, July and September. POLICE DEPARTMENT: A. Deputy ChiefBiuoomongor reported that Officer Rollin Tlane|herg has officially retired and had his v/oJkoui on Friday, November 30,h. Many people were in attendance to thank him for his service and wish him well. D. Deputy Chief Eisenmenger also noted that the applications for lateral police candidates are due hy Friday,January 11, 2019. There are currently more than 30 applications received Lodate. QUESTIONS FROM THE AUDIENCE: None Page Iof2 OLD BUSINESS: A. Police lateral interviews will be added to the BFPC calendar for February. Dates are pending and the board is looking at February 23rd and 24`h potentially. The BFPC will have access to all the lateral police applications on Monday, January 14th and begin review for interviews. B. The BFPC is still waiting to hear back from Buffalo Grove High School on the availability of the facilities to hold the police officer candidate orientation and written examination in June. C. The same electronic scanning process will be used for scoring the police officer exams as we did with the fire department. The village has mobile devices specifically for this process. It worked very well overall. NEW BUSINESS: A. There was no new business introduced. EXECUTIVE SESSION: A. A motion was made at 6:21 p.m. by Commissioner Johnson, seconded by Commissioner Hartman, to move to Executive Session to discuss Section 2(C)(21) of the Illinois Open Meetings Act: Discussion of Minutes of Meetings Lawfully Closed Under This Act, Whether for Purposes of Approval by the Body of the Minutes or Semi-Annual Review of the Minutes as Mandated by Section 2.06, and Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Rubin, Johnson, Hartman and Kulwin, voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:27 p.m. to 6:36 p.m. RETURN TO OPEN SESSION: The open session resumed at 6:36 p.m. FF/PM Candidate #6: Alec Budnik. A motion was made by Commissioner Johnson, seconded by Commissioner Hartman, to make a conditional offer of employment to FF/PM Candidate Budnik. Commissioners Rubin, Johnson,Hartman and Kulwin voted in favor of the motion. The motion passed. HR Director Malinowski and Chairman Rubin will notify all candidates of their status. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to adjourn the meeting at 6:40 p.m. All Commissioners present voted in favor of the motion.
