Minutes of Regular Meeting December 3, 2018
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of
Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at
the meeting. Present were Chairman Rubin, Commissioners, Johnson, Hartman, Kulwin and Dibbern.
Also, in attendance were Police Chief Casstevens, Deputy Police Chief Eisenmenger, Fire Chief Baker,
Deputy Fire Chief Wagner, HR Director Malinowski, Management Analyst Katie Golbach and Trustee
Liaisons Ottenheimer and Smith.
APPROVAL OF MINUTES:
A. Commissioner Kulwin made a motion to approve the minutes of the BFPC Regular Meeting of
November 5, 2018, seconded by Commissioner Hartman. Commissioners Johnson, Hartman,
Kulwin, and Rubin voted in favor of the motion. Commissioner Dibbern abstained. The motion
passed.
CHAIRMAN'S REPORT:
A. Chairman Rubin noted that the Police Lieutenant Oral Interviews went very well. The next two
phases will take place in late January and early February.
B. Chairman Rubin announced that Ernie Karge will be remembered at the Village Board meeting
tonight and the new Police Chaplain will also be introduced at the meeting tonight.
COMMISSIONER'S REPORTS:
A. Commissioner Johnson thanked all for the tremendous output of support she received in the
death of her mother.
B. Commissioner Hartman congratulated all on a very successful Trivia night.
CHIEF AND TRUSTEE REPORTS:
POLICE DEPARTMENT:
A. Chief Casstevens also thanked everyone for a very successful Trivia night.
B. Chief Casstevens reported that Officer Hamelberg will be retiring on January 1, 2019
after serving for 30 years.
C. Chief Casstevens noted the one officer will have his probationary period extended.
D. Chief Casstevens noted that the department has three current openings and two
officers on medical leave. One officer will be out 4-6 months.
E. Chief Casstevens is recommending that a new lateral list be commenced.
F. Chief Casstevens noted that the annual retirement party will be held on January 11,
2019.
FIRE DEPARTMENT
A. Chief Baker reported FF/PM Manka has successfully completed his probationary
period.
B. Chief Baker noted two candidates will be reviewed in executive session. There are
currently three vacancies (one on each shift). Chief Baker anticipates three
additional retirements in 2019.

OLD BUSINESS:
A. A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to approve
the 2019 BPFC Activity Calendar. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin
voted in favor of the motion. The motion passed.
NEW BUSINESS: None
EXECUTIVE SESSION:
A. A motion was made at 6:23 p.m. by Commissioner Kulwin, seconded by Commissioner Dibbern,
to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings Act: the
Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific
Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony
on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the
Public Body to Determine its Validity. Commissioners Johnson, Hartman, Kulwin, Dibbern and
Rubin voted in favor of the motion. The motion passed.
The Commission moved to Executive Session from 6:24 p.m. to 6:33 p.m.
RETURN TO OPEN SESSION:
The open session resumed at 6:33 p.m.
FF/PM Candidate#5: David Zabilka. A motion was made by Commissioner Hartman, seconded by
Commissioner Dibbern, to make a conditional offer of employment to FF/PM Candidate David Zabilka.
Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion
passed.
FF/PM Candidate#9: Piotr Kujawowicz. A motion was made by Commissioner Dibbern, seconded by
Commissioner Hartman, to make a conditional offer of employment to FF/PM Candidate Piotr
Kujawowicz. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion.
The motion passed.
Lateral Police Officer Candidate#7: Sooyong Youn. A motion was made by Commissioner Kulwin,
seconded by Commissioner Dibber, to make a conditional offer of employment to Lateral Police Officer
Candidate Sooyong Youn. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted against
the motion. The motion failed.
ADJOURNMENT:
A motion was made by Commissioner Johnson, seconded by Commissioner Kulwin, to adjourn the
meeting at 6:38 p.m. All commissioners present voted in favor of the motion. The motion passed.
