2018-09-17 - Board of Fire and Police Commissioners - Minutes VILLAGE OF R, a BUFFALO GROVE E:ouf flo(pn!>v w III 60()8^ ) "q 96 Fax 847 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting September 17, 2018 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners, Hartman, Kulwin and Dibbern. Commissioner Johnson was absent. Also in attendance were Fire Chief Baker, Deputy Police Chief Szos, HR Director Malinowski, Management Analyst Katie Golbach and Trustee Liaisons Smith and Ottenheimer. APPROVAL OF MINUTES: A. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of August 6, 2018, seconded by Commissioner Kulwin. Commissioners Hartman, Dibbern and Rubin voted in favor of the motion. Commissioner Kulwin abstained. The motion passed. CHAIRMAN'S REPORT: A. Chairman Rubin noted that the IFPC Conference will be held November 2-4 in Schaumburg. Commissioner Kulwin is planning on attending the seminar. B. Chairman Rubin reported that FF/PM Vena will be promoted to Lieutenant tonight at Village Board Meeting. COMMISSIONER'S REPORTS: A. Commissioner Kulwin noted that National Night Out had a great turn out and thanked the Fire and Police Departments for their participation. CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker noted that one FF/PM has returned from light duty B. Chief Baker reported that Lt Anderson will have his walk out on Tuesday September 18 at 8am. He is retiring after serving the Village for 30 years of fulltime duty and 5 years as an on-call FF/PM. C. Chief Baker noted that the Fire Department Open House will be Saturday, September 22 at Station 25. POLICE DEPARTMENT A. Deputy Chief Szos reported that Officer Kaiser and Sergeant Dattilo have both successfully completed their respective probationary periods. B. Deputy Chief Szos noted that the Plane Pull will be held on Saturday, September 22 at O'Hare Airport. C. Deputy Chief Szos noted that Trivia night for Special Olympics will be held on November 10 at the Arboretum. A motion was made at 6:08 p.m. by Commissioner Hartman, seconded by Commissioner Dibbern, to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:09 p.m. to 6:15p.m. RETURN TO OPEN SESSION: The open session resumed at 6:15 p.m. Lateral Police Officer Candidate #3: Christopher Valle. A motion was made by Commissioner Kulwin, seconded by Commissioner Hartman, to make a conditional offer of employment to Lateral Police Officer Candidate Christopher Valle. Commissioners Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Kulwin, seconded by Commissioner Dibbern, to adjourn the meeting at 6:18 p.m. Commissioners Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion.
