Minutes of Regular Meeting June 4, 2018
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of
Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at
the meeting. Present were Chairman Rubin, Commissioners, Johnson, Hartman, Kulwin and Dibbern.
Also in attendance were Police Chief Casstevens, Fire Chief Baker, Deputy Fire Chief Wagner, HR
Director Malinowski, and Trustee Liaisons E. Smith and L. Ottenheimer.
APPROVAL OF MINUTES:
A. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of
May 7, 2018, seconded by Commissioner Kulwin. Commissioners Johnson, Hartman, Kulwin,
Dibbern and Rubin voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Rubin had no news to report.
COMMISSIONER'S REPORTS:
The Commissioners had no news to report.
CHIEF AND TRUSTEE REPORTS:
FIRE DEPARTMENT:
A. Chief Baker reported one FF/PM is off on medical for another six weeks.
B. Chief Baker noted that there are two vacancies for FF/PM and in September there
will be a Lieutenant opening.
POLICE DEPARTMENT
A. Chief Casstevens reported that Officer Mills mother recently passed.
B. Chief Casstevens noted that Lieutenant Anderson has successfully completed her
probationary period as a lieutenant.
C. Chief Casstevens reported that Officer Paul is retiring and moving to San Antonio.
QUESTIONS FROM THE AUDIENCE: None
SPECIAL BUSINESS:
There is no special business to discuss.
OLD BUSINESS:
There is no old business to discuss.
NEW BUSINESS:
A. A motion was made by Commissioner Dibbern, seconded by Commissioner Johnson, to approve
the 2018 FF/PM Final Eligibility Register(Effective June 4, 2018). Commissioners Johnson,
Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed.
B. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to approve
the 2018 Fire Lieutenant Final Eligibility Register(Effective June 4, 2018). Commissioners
Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed.

C. A discussion was held on the document BFPC Rules and Responsibilities. The Commissioners
generally had no issues with the document with exception of the wording "must attend all
meetings" in the document. The commissioners said they would do their best to attend but that
none of them could commit to 100% attendance. During the discussion, it was noted that the
Commission has never had to cancel or change a meeting because there was no quorum.
Commissioner Kulwin added that giving he oath to new Firefighter/Police Officers and Sergeant/
Lieutenants be added to the role of Chair. Mr. Malinowski will modify the wording and the
document will be reviewed at the next meeting.
D. A motion was made by Commissioner Kulwin, seconded by Commissioner Hartman, to amend
the date for Announcing Police Lieutenant Testing on the Calendar to June 5, 2018. .
Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The
motion passed
EXECUTIVE SESSION:
A. A motion was made at 6:35 p.m. by Commissioner Kulwin, seconded by Commissioner Dibbern,
to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the
Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific
Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony
on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the
Public Body to Determine its Validity. Commissioners Johnson, Hartman, Kulwin, Dibbern and
Rubin voted in favor of the motion. The motion passed.
The Commission moved to Executive Session from 6:36 p.m. to 6:40 p.m.
RETURN TO OPEN SESSION:
The open session resumed at 6:41 p.m.
Firefighter/Paramedic Candidate#32: Kyle Ditthardt. A motion was made by Commissioner Dibbern,
seconded by Commissioner Johnson, to make a FINAL offer of employment to FF/PM Candidate Kyle
Ditthardt. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The
motion passed.
ADJOURNMENT:
A motion was made by Commissioner Kulwin, seconded by Commissioner Johnson, to adjourn the
meeting at 6:44 p.m. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the
motion. The motion passed.

Minutes of Special Meeting June 15, 2018
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 4:00 p.m. by Chairman Rubin in the Trustee Conference Room of
Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at
the meeting. Present were Chairman Rubin, Commissioners Kulwin and Dibbern.
APPROVAL OF MINUTES:
There were no minutes to approve.

CHIEF AND TRUSTEE REPORTS: None

SPECIAL BUSINESS: None
OLD BUSINESS: None
NEW BUSINESS:
A. Discussion on the number of preference points was held. There was an error in the
announcement that was distributed to candidates as it relates to the maximum number of
preference points that a candidate could be awarded. In error, the announcement stated that a
maximum of 5 points could be awarded. However, the maximum number of preference points that
could be awarded is in fact 10 points. It was decided to give candidates who appear on the
Preliminary Eligibility Register for Firefighter/Paramedic Candidates 2018 the opportunity to
submit for additional preference points to a maximum of 10 points. Also the preference points
must have been earned prior to the original deadline to submit requests for preference points of
4:00 pm on May 22, 2018.
B. A motion was made by Commissioner Kulwin, seconded by Commissioner Dibbern, to send
notice to those candidates on the FF/PM Final Eligibility Register that they will have the
opportunity to apply for additional points up to the maximum of 10 points by sending in the
necessary document by June 29, 2018. Commissioners Kulwin, Dibbern and Rubin voted in
favor of the motion. The motion passed.

ADJOURNMENT:
A motion was made by Commissioner Kulwin, seconded by Commissioner Dibbern, to adjourn the
meeting at 4:06 p.m. Commissioners Kulwin, Dibbern and Rubin voted in favor of the motion. The
motion passed.
