Minutes of Regular Meeting April 2, 2018
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of
Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at
the meeting. Present were Chairman Rubin, Commissioners, Hartman, Kulwin and Dibbern.
Commissioner Johnson was absent. Also in attendance were Police Chief Casstevens, Deputy Police
Chief Szos, Deputy Fire Chief Wagner, HR Director Malinowski, Management Analyst Cahill and Brett
Robinson, Purchasing Director.
SPECIAL BUSINESS:
A. Commission/Committee Training
Mr. Malinowski reviewed for the commissioners the following policies:
a. Open Meetings Act (OMA)
b. Freedom of Information Act(FOIA)
c. Ethics
d. Code of Conduct
e. Roles and Responsibilities
f. Procurement Policy - reviewed by Mr. Robinson
- Volunteers are not authorized to purchase anything on behalf of the village
g. Budgeting
h. Communications Policy
i. Solicitation of Sponsorships
j. Anti-Harassment/Discrimination Policy
APPROVAL OF MINUTES:
A. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of
March 5, 2018, seconded by Commissioner Kulwin. Commissioners Hartman, Kulwin and Rubin
voted in favor of the motion. Commissioners Dibbern abstained. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Rubin reviewed the busy April Schedule and asked Secretary Dibbern to email the
calendar to the commissioners.
B. Chairman Rubin asked if there was a way to"weed" out those lateral police officer candidates
who do not meet the minimum requirements before the candidates are reviewed by the
commissioners.
COMMISSIONER'S REPORTS:
The Commissioners had no news to report.
CHIEF AND TRUSTEE REPORTS:
POLICE DEPARTMENT:
A. Chief Casstevens reported that Officer Andrew Rygiel has successfully completed his
probationary period as a police officer.
FIRE DEPARTMENT
A. Deputy Chief Wagner indicated the department will have a FF/PM candidate for the
Commissioners to review at the May meeting.

QUESTIONS FROM THE AUDIENCE: None
OLD BUSINESS:
A. Chairman Rubin reviewed the FF/PM Orientation presentation and process for the written test
which will be held on Saturday April 14.
NEW BUSINESS:
A. Fire Lieutenant Tactical Exam Review
a. Chairman Rubin noted that the tactical testing went very well with positive feedback from
the assessors and participants. Once the entire process is complete, the candidates will
be offered the ability to review their tactical testing participation.
EXECUTIVE SESSION:
A. A motion was made at 6:44 p.m. by Commissioner Hartman, seconded by Commissioner Kulwin,
to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the
Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific
Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony
on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the
Public Body to Determine its Validity. Commissioners Hartman, Kulwin, Dibbern and Rubin voted
in favor of the motion. The motion passed.
The Commission moved to Executive Session from 6:44 p.m. to 7:22 p.m.
RETURN TO OPEN SESSION:
The open session resumed at 7:22 p.m.
ADJOURNMENT:
A motion was made by Commissioner Hartman, seconded by Commissioner Dibbern, to adjourn the
meeting at 7:22 p.m. All Commissioners present voted in favor of the motion. The motion passed.
