2017-11-06 - Board of Fire and Police Commissioners - Minutes VILLAGE OF p mm P BUFFALO GROVE Pha N a.8 F :pqQ—'500 VILLAGE OF BUFFALO GROVE Board ire and Police Commissioners Minutes of Regular Meeting November 6, 2017 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Chairman Brian Rubin in the Trustee Conference Room of Village Hall. Commissioner Kulwin as acting secretary called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Hartman and Kulwin. Commissioners Johnson and Dibbern were not in attendance. Also in attendance were Fire Chief Baker, Police Chief Casstevens, Deputy Police Chief Eisenmenger, Deputy Police Chief Szos, HR Director Malinowski and Management Analyst Cahill APPROVAL OF MINUTES: Commissioner Kulwin made a motion to approve the minutes of the BFPC Regular Meeting of October 2, 2017, seconded by Commissioner Hartman. Commissioners Rubin, and Kulwin voted in favor of the motion. Commissioner Hartman abstained. The motion will be deferred until the next meeting. CHAIRMAN'S REPORT: A. Chairman Rubin reported that the recent police sergeants' written exam went smoothly without any issues. B. Chairman Rubin noted that the Board of Fire and Police Commissioners would like to review the audio and visual materials from the Police Sergeants' Assessment Center. A discussion was held about calling a special meeting within the coming weeks for that purpose. Chairman Rubin will send out an e-mail with possible dates. COMMISSIONERS' REPORTS: The Commissioners had no news to report CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker noted that non-qualifying fire personnel for promotion to the rank of Lieutenant would benefit from attending the upcoming Fire Lieutenant orientation in January and asked if the board had any objections. There were none. B. Chief Baker noted that there are 5 eligible candidates remaining for promotion to the rank of Lieutenant C. Chief Baker would like to swear in the next newly hired FF/PM on Monday November 271h at the Village Hall and asked Chairman Rubin to administer the oath of office. Page 1 of 3 D. Chief Baker noted that the written test for promotion to Fire Lieutenant will be held on Saturday, April 28, 2018 and is administered by Resource Management Associates. Required reading lists for the exam will be released 90 days prior to the examination. POLICE DEPARTMENT: A. Chief Casstevens reported that Lieutenant Tom Nugent has started a six month fellowship with the FBI B. Chief Casstevens also noted that there would be a rotation of the Administrative Lieutenant to Patrol and the Patrol Lieutenant to Administration. C. Chief Casstevens noted that the current slots at the Illinois State Police Basic Training Academy were full until June of 2018. Further, the slots at the newest training facility in Decatur, Illinois were full through January of 2018 and we are currently on a wait list for open slots. QUESTIONS FROM THE AUDIENCE: None OLD BUSINESS: A. A discussion was held to review how preference points were to be used and how they could be used for police candidates eligible for promotion to sergeant. Four of the current candidates in process are eligible for preference points and may use them if they choose no later than November 17, 2017. B. The final list of eligible candidates for promotion to the rank of sergeant will be posted on or before December 5, 2017. NEW BUSINESS: A. A discussion was held regarding the posting of individual scores and preliminary scores for the current candidates for promotion to police sergeant. A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin to post the scores on November 7, 2017. Commissioners Rubin, Hartman and Kulwin voted in favor of the motion. The motion passed. EXECUTIVE SESSION: A. A motion was made at 6:27 p.m. by Commissioner Hartman, seconded by Commissioner Kulwin, to move to Executive Session to discuss Section 2(C)(21) of the Illinois Open Meetings Act: Discussion of Minutes of Meetings Lawfully Closed Under This Act, Whether for Purposes of Approval by the Body of the Minutes or Semi-Annual Review of the Minutes as Mandated by Section 2.06, and Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Page 2 of 3 Counsel for the Public Body to Determine its Validity. Commissioners Rubin, Hartman and Kulwin, voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:27 p.m. to 6:35 p.m. RETURN TO OPEN SESSION: The open session resumed at 6:35 p.m. Lateral Police Officer Candidate #1: Jonathan Officer. A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin, to make a FINAL offer of employment to Lateral Police Officer. Commissioners Rubin, Hartman and Kulwin voted in favor of the motion. The motion passed. FF/PM Candidate #22: Brian Duggan. A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin, to make a FINAL offer of employment to FF/PM Candidate Duggan. Commissioners Rubin, Hartman and Kulwin voted in favor of the motion. The motion passed. FF/PM Candidate #24: Michael Manka. A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin, to make a FINAL offer of employment to FF/PM Candidate Manka. Commissioners Rubin, Hartman and Kulwin, voted in favor of the motion. The motion passed. Lateral Police Officer Candidate #3: Matthew Lyons. A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin to make a conditional offer of employment to Lateral Police Officer. Commissioners Rubin, Hartman and Kulwin voted against the motion. The motion failed. HR Director Malinowski will notify all candidates of their status. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin, to adjourn the meeting at 6:42 p.m. All Commissioners present voted in favor of the motion. The motion passed.
