Minutes of Rescheduled Regular Meeting October 2, 2017
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 5:00 p.m. by Chairman Rubin in the Trustee Conference Room of
Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at
the meeting. Present were Chairman Rubin, Commissioners Johnson, Kulwin and Dibbern.
Commissioner Hartman was not in attendance. Also in attendance were Fire Chief Baker, Deputy Police
Chief Eisenmenger, HR Director Malinowski, Management Analyst Cahill and Trustee Liaison
Ottenheimer.
APPROVAL OF MINUTES:
A. Commissioner Kulwin made a motion to approve the minutes of the BFPC Rescheduled Regular
Meeting of July 24, 2017, seconded by Commissioner Johnson. Commissioners Johnson, Kulwin
and Dibbern voted in favor of the motion. Commissioners Rubin abstained. The motion passed.
B. Commissioner Kulwin made a motion to approve the minutes of the BFPC Rescheduled Regular
Meeting of September 18, 2017, seconded by Commissioner Dibbern. Commissioners Kulwin,
Dibbern and Rubin voted in favor of the motion. Commissioner Johnson abstained. The motion
passed.
CHAIRMAN'S REPORT:
The Chairman had no news to report.
COMMISSIONER'S REPORTS:
The Commissioners had no news to report.
CHIEF AND TRUSTEE REPORTS:
FIRE DEPARTMENT:
A. Chief Baker reviewed the FF/PM list.
B. Chief Baker noted a change in the date due for Ascertained Merit and Resumes due
for January 26, 2018. The tactical assessment examination will take place at The
Arboretum on March 17, 2018. Commissioner Dibbern will update the calendar.
C. Chief Baker reported that FF/PM J. Rynders (Candidate#2 on current list) has
resigned. He moved out of state for a new position.
POLICE DEPARTMENT
A. Deputy Chief Eisenmenger had no news to report.
QUESTIONS FROM THE AUDIENCE: None
OLD BUSINESS:
A. None
NEW BUSINESS:
A. Police Officer and FF/PM candidate(s)will be discussed in Executive Session.
B. Commissioner Kulwin noted that the names of the commissioners on the Village website was not
updated. Mr. Cahill will update the site.

EXECUTIVE SESSION:
A. A motion was made at 5:10 p.m. by Commissioner Dibbern, seconded by Commissioner
Johnson, to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings
Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of
Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing
Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal
Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Kulwin, Dibbern
and Rubin voted in favor of the motion. The motion passed.
The Commission moved to Executive Session from 5:11 p.m. to 5:22 p.m.
RETURN TO OPEN SESSION:
The open session resumed at 5:23 p.m.
FF/PM Candidate#22: Brian Duggan. A motion was made by Commissioner Dibbern, seconded by
Commissioner Johnson, to make a conditional offer of employment to FF/PM Candidate Duggan.
Commissioners Johnson, Kulwin, Dibbern, and Rubin voted in favor of the motion. The motion passed.
FF/PM Candidate#24: Michael Manka. A motion was made by Commissioner Dibbern, seconded by
Commissioner Kulwin, to make a conditional offer of employment to FF/PM Candidate Manka.
Commissioners Johnson, Kulwin, Dibbern, and Rubin voted for the motion. The motion passed.
Lateral Police Officer Candidate#1: Jonathan Officer. A motion was made by Commissioner Dibbern,
seconded by Commissioner Johnson, to make a conditional offer of employment to Lateral Police Officer
Candidate Officer. Commissioners Johnson, Kulwin, Dibbern and Rubin voted in favor of the motion. The
motion passed.
Chairman Rubin will contact the candidates.
Chief Baker noted there are two openings for FF/PM. Lt. Olsen has announced his retirement.
ADJOURNMENT:
A motion was made by Commissioner Johnson, seconded by Commissioner Dibbern, to adjourn the
meeting at 5:31 p.m. All Commissioners present voted in favor of the motion. The motion passed.
