2017-09-18 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO "''P9eIR'pe Nyy 4�"59 ��d,"v0 59-7906 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting September 18, 2017 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Kulwin and Dibbern. Commissioner Johnson and Hartman were not in attendance. Also in attendance were Fire Chief Baker, Deputy Police Chief Szos, HR Director Malinowski, Management Analyst Cahill and Trustee Liaison Ottenheimer. APPROVAL OF MINUTES: A. Commissioner Dibbern made a motion to approve the minutes of the BFPC Rescheduled Regular Meeting of July 24, 2017, seconded by Commissioner Kulwin. Commissioners Kulwin and Dibbern voted in favor of the motion. Commissioners Rubin abstained. The motion will be deferred until the next meeting. B. Commissioner Kulwin made a motion to approve the minutes of the BFPC Rescheduled Regular Meeting of August 7, 2017, seconded by Commissioner Dibbern. Commissioners Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman Rubin reported the Sergeant oral interviews went very well. He was very impressed and pleased with the moral of the group. We received unsolicited positive comments across the board regarding command staff and the Chief in particular. B. Chairman Rubin noted that the Written Sergeant test will take place on October 14, 2017. COMMISSIONER'S REPORTS: The Commissioners had no news to report. CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker reported one FF/PM is out of hospice and has put in his pension retirement papers. B. Chief Baker noted one FF/PM candidate is in for review. C. Chief Baker reported the FD Open House will be held from 10-2 on September 23. POLICE DEPARTMENT A. Deputy Chief Szos reported on officer had back surgery and will be out 2 months. B. Deputy Chief Szos noted that on September 16t", the department participated in the Plane Pull at O'Hare and raised $1300 for Special Olympics. C. Deputy Chief noted that Trivia Night will be held on November 18 at the Arboretum and will cost $200 table. QUESTIONS FROM THE AUDIENCE: None OLD BUSINESS: A. Update on Police Sergeant Testing Process a. Oral Interview Scores will be reviewed in closed session. b. Commissioner Kulwin reported he attended the Assessment Orientation presentation. Page 1 of 2 NEW BUSINESS: A. Police Officer and FF/PM candidate(s)will be discussed in Executive Session. EXECUTIVE SESSION: A. A motion was made at 6:11 p.m. by Commissioner Dibbern, seconded by Commissioner Kulwin, to move to Executive Session to discuss Section 2(C)(1)of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:12 p.m. to 6:26 p.m. RETURN TO OPEN SESSION: The open session resumed at 6:27 p.m. FF/PM Candidate#23: Zachary Ignoffo. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to make a conditional offer of employment to FF/PM Candidate Ignoffo. Commissioners Kulwin, Dibbern, and Rubin voted against the motion. The motion failed. Lateral Police Officer Candidate#4: Jason Axelrod. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to make a conditional offer of employment to Lateral Police Officer Axelrod. Commissioners Kulwin, Dibbern, and Rubin voted against the motion. The motion failed. Lateral Police Officer Candidate#1: Jonathan Officer. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to request further background information on Candidate Officer. Commissioners Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. HR Director Malinowski asked the Commissioners if the Board can meet at 5:00 p.m. on October 2, 2017 due to an early Village Board COW Meeting. There were no objections. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to approve the Sergeant Oral Interview Scores (dated September 18, 2017). Commissioners Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin, to adjourn the meeting at 6:33 p.m. All Commissioners present voted in favor of the motion. The motion passed.
