2017-08-07 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO pheoe 84 a59 500 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting August 7, 2017 CALL TO ORDER and ROLL CALL: The meeting was called to order at 5:01 p.m. by Chairman Rubin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Hartman, Kulwin and Dibbern. Commissioner Johnson was not in attendance. Also in attendance were Fire Chief Baker, Deputy Police Chief Szos, HR Director Malinowski, and Management Analyst Cahill. APPROVAL OF MINUTES: A. Commissioner Dibbern made a motion to approve the minutes of the BFPC Rescheduled Regular Meeting of July 24, 2017, seconded by Commissioner Kulwin. Commissioners Kulwin and Dibbern voted in favor of the motion. Commissioners Hartman and Rubin abstained. The motion will be deferred until the next meeting. CHAIRMAN'S REPORT: A. Chairman Rubin noted that the Police Sergeant orientation will be held on Friday at 8:00 a.m. to review the process. RMA will present an overview of the assessment testing process. Oral interviews will take place on September 16-17. Commissioner Dibbern will prepare the schedule and forward it to the commissioners and staff. The written test will take place on October 14, 2017. Commissioner Dibbern will send out an updated calendar. COMMISSIONER'S REPORTS: The Commissioners had no news to report. CHIEF AND TRUSTEE REPORTS: FIRE DEPARTMENT: A. Chief Baker updated the status of applicants on the Eligibility List. He reported that Lt. Olsen will be retiring August 27, 2017. The department have 3 candidates in review status. B. DFC Wagner has sent out requests to candidates who did not have their PM license at the time the list was established to determine their current status. C. Chief Baker and DFC Wagner shared with the Elgin FD the FF/PM background check process. D. Chief Baker reported the FD Open House will be held on September 23. POLICE DEPARTMENT A. Chief Casstevens noted that the department will be at Culver's on August 23 from 4:OOPM -8:OOPM to serve and collect tips to benefit Special Olympics. B. Chief Casstevens reported that the department is in the process of working on a background investigation. QUESTIONS FROM THE AUDIENCE: None OLD BUSINESS: A. Update on Police Officer Recruitment and Testing a. A motion was made by Commissioner Dibbern, seconded by Commissioner Hartman, to approve the 2017 Police candidate preference points as presented (dated August 7, Page 1 of 2 2017). Commissioners Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. b. A motion was made by Commissioner Dibbern, seconded by Commissioner Hartman, to approve the 2017 Police Officer Final Eligibility Register as presented (Effective August 7, 2017, Expiration August 6, 2019). Commissioners Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed NEW BUSINESS: A. The Fire Lieutenant Eligibility List expires on June 3, 2018. Commissioner Dibbern will update the Lieutenant Testing Calendar for review at the next meeting. EXECUTIVE SESSION: A. A motion was made at 5:18 p.m. by Commissioner Dibbern, seconded by Commissioner Hartman, to move to Executive Session to discuss Section 2(C)(21) of the Illinois Open Meetings Act: Discussion of Minutes of Meetings Lawfully Closed Under This Act, Whether for Purposes of Approval by the Body of the Minutes or Semi-Annual Review of the Minutes as Mandated by Section 2.06, and Section 2(C)(1)of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 5:19 p.m. to 5:21 p.m. RETURN TO OPEN SESSION: The open session resumed at 5:22p.m. Later Police Candidate#2: John Kerner. A motion was made by Commissioner Dibbern, seconded by Commissioner Hartman, to make a conditional offer of employment to Lateral Police Candidate Kerner. Commissioners Hartman, Kulwin, Dibbern, and Rubin voted against the motion. The motion failed. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Kulwin, to adjourn the meeting at 5:26 p.m. All Commissioners present voted in favor of the motion. The motion passed.
