CALL TO ORDER and ROLL CALL The meeting was called to order at 6:00 p.m. by Vice Chairman Dibbern in the Trustee Conference Room of Village Hall. Commissioner Kulwin as acting secretary called the roll and noted for the record that a quorum was present. Present were Vice Chairman Dibbern, Commissioner Johnson and Commissioner Kulwin. Also in attendance were Fire Chief Baker, Deputy Fire Chief Wagner, Police Chief Casstevens, HR Director Malinowski and Trustee Liaison Ottenheimer. II. APPROVAL OF MINUTES: A. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of June 5, 2017, seconded by Commissioner Kulwin. Commissioners Dibbern, Johnson and Kulwin voted in favor of the motion. The motion passed. B. Commissioner Johnson made a motion to approve the minutes of the BFPC Special Meeting of June 25, 2017, seconded by Commissioner Kulwin. Commissioners Dibbern, Johnson and Kulwin voted in favor of the motion. The motion passed. C. Commissioner Johnson made a motion to approve the minutes of the BFPC Special Meeting of July 5, 2017, seconded by Commissioner Kulwin. Commissioners Dibbern, Johnson and Kulwin voted in favor of the motion. The motion passed. D. Commissioner Johnson made a motion to approve the minutes of the BFPC Special Meeting of July 17, 2017, seconded by Commissioner Kulwin. Commissioners Dibbern, Johnson and Kulwin voted in favor of the motion. The motion passed. III. CHAIRMAN'S REPORT: None IV. COMMISSIONERS' REPORTS: A. Commissioner Kulwin thanked the fire and police departments for their tireless work with regards to the recent flooding and weather related emergencies in the village Page 1 of 3 V. CHIEF AND TRUSTEE REPORTS: POLICE DEPARTMENT: A. Chief Casstevens shared that Deputy Police Chief Eisenmenger recently attended a municipal policing seminar. One of the takeaways from the recruitment portion of the seminar had to do with methods of improving new recruit police officer orientation and testing. It was suggested that in the future we review and consider implementing some of these methods to improve overall results and efficiency. An average between 35-48% of recruits were lost between the orientation and the written exam over the past several years. B. Chief Baker reported the following: a. While the numbers for Fire Department recruitment are fairly strong, working with the Police Department and Board of Fire and Police Commissioners to improve the orientation and testing results would be welcomed. b. The Fire Department is currently fully staffed. c. There will be one vacancy at the end of August with the retirement of Lt. Olsen and the potential for two more vacancies in the near future for firefighter/paramedics. d. A discussion was held regarding the department probationary period for newly promoted lieutenants. It is currently 12 months and all of the rules, regulations and policies for the Fire Department should reflect that. VI. QUESTIONS FROM THE AUDIENCE: None VII. OLD BUSINESS : None VIII. NEW BUSINESS : None IX. EXECUTIVE SESSION: A motion was made at 6:29 p.m. by Commissioner Kulwin, seconded by Commissioner Johnson, to move to Executive Session to discuss Section 2(C)(21) of the Illinois Open Meetings Act: Discussion of Minutes of Meetings Lawfully Closed Under This Act, Whether for Purposes of Approval by the Body of the Minutes or Semi-Annual Review of the Minutes as Mandated by Section 2.06, and Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Kulwin, and Dibbern voted in favor of the motion. The motion passed. The Commission moved to Executive Session from 6:29 p.m. to 6:33 p.m. RETURN TO OPEN SESSION Page 2 of 3 The open session resumed at 6:33 p.m. FF/PM Candidate #20: Edward Schaefer. A motion was made by Commissioner Johnson, seconded by Commissioner Kulwin, to make a conditional offer of employment to FF/PM Candidate Schaefer. Commissioners Johnson, Kulwin and Dibbern, voted against the motion. The motion failed. ADJOURNMENT: A motion was made by Commissioner Kulwin, seconded by Commissioner Johnson, to adjourn the meeting at 6:39 p.m. All Commissioners present voted in favor of the motion. The motion passed.
