2017-05-01 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO ro<fl �7 159-7906 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting May 1, 2017 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Johnson, Hartman, Kulwin and Dibbern. Also in attendance were Fire Chief Baker, Police Chief Casstevens, HR Director Malinowski, Management Analyst Cahill and Trustee Liaisons Trilling and Ottenheimer. APPROVAL OF MINUTES: A. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of April 3, 2017, seconded by Commissioner Johnson. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. CHAIRMAN'S REPORT: A. Chairman Rubin noted the walk out of Deputy Police Chief was held today. COMMISSIONER'S REPORTS: A. Commissioner Dibbern congratulated the Police Department for receiving its eighth CALEA reaccreditation. B. Commissioner Kulwin will be attending the Illinois Fire and Police Commissioners Association Spring Seminar. CHIEF AND TRUSTEE REPORTS: POLICE DEPARTMENT: A. Chief Casstevens confirmed there will be three promotions at the May 15tn Village Board Meeting. B. A half hour before the Village Board Meeting there will be a flag raising (Police Memorial Flag) ceremony for National Police Week. Blue lights will be made available for residents use during the Month of May honoring fallen officers. C. Chief Casstevens reported that Chief Jim Krueger of Oak Brook will be the next President of the Illinois Association of Police Chiefs. Chief Casstevens term is ending. FIRE DEPARTMENT A. Chief Baker had no news to report. Page 1 of 2 QUESTIONS FROM THE AUDIENCE: None OLD BUSINESS: A. Update on Police Officer Recruitment and Testing a. The Police Resource Officer will confirm the availability of the grading machine. The testing process was discussed. NEW BUSINESS: A. The Fire Lieutenant Eligibility List expires on June 3, 2018. Preliminary discussions occurred regarding the process and dates—orientation early Jan 2018 and oral exam in mid-February 2018. Commissioners should review the dates and return comment to Chairman Rubin and Chief Baker. The Illinois Fire Chief s Association will again be used in the tactical assessment. EXECUTIVE SESSION: B. A motion was made at 6:26 p.m. by Commissioner Dibbern, seconded by Commissioner Hartman, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(c)(1)] for the purpose of discussing personnel matters. All commissioners present voted in favor of the motion. The motion passed. The Commission moved to Executive Meeting from 6:28 p.m. to 6:29p.m. A. Executive Session—Discussion of Personnel: Section 2(C) (1) of the Illinois Open Meeting Act. RETURN TO OPEN SESSION: The open session resumed at 6:29 p.m. FF/PM Candidate #14: Cody Kruse. A motion was made by Commissioner Hartman, seconded by Commissioner Dibbern, to make a conditional offer of employment to FF/PM Candidate Kruse. Commissioners Johnson, Hartman, Kulwin, Dibbern, and Rubin voted in favor of the motion. The motion passed. Chairman Rubin will contact he candidate. ADJOURNMENT: A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to adjourn the meeting at 6:31 p.m. All Commissioners present voted in favor of the motion. The motion passed.
