2017-04-03 - Board of Fire and Police Commissioners - Minutes VILLAGE OF BUFFALO u rt',, )upp Bhmt VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Regular Meeting April 3, 2017 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:01 p.m.by Chairman Rubin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Johnson, Hartman, Kulwin and Dibbern. Also in attendance were Fire Chief Baker, Deputy Fire Chief Wagner, Deputy Police Chief Szos, Police Lt. Nugent, HR Director Malmowski, and Management Analyst Cahill. INTRODUCTION OF FIRE DEPARTMENT PERSONNEL INVESTIGATORS: Lt. Two Bulls, FF/PM's: L. Lezon, Vena, Pasquarella, Hermann. Also in attendance were FF/PM's Jason and Pound. APPROVAL OF MINUTES: A. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of March 6, 2017, seconded by Commissioner Johnson. Commissioners Johnson, Hartman, and Rubin voted in favor of the motion. Commissioner's Dibbern and Kulwin abstained. The motion passed. CHAIRMAN'S REPORT: A. Chairman Rubin introduced and welcomed Forrest Kulwin to the Commission. Commissioner Kulwin noted that he is very excited to be part of the board, has been a resident for 18 years and this is his first public service role. When first moving to the Village Commissioner Kulwin attended the Citizens Police Academy. B. Chairman Rubin turned the meeting over to Chief Baker for the introduction of the FD Personnel Investigators. The roles of the Board and FD were discussed with regards to the hiring process. The examination includes an integrity review, employer visits, unannounced visits, school visits, social media searches, interviews with neighbors, financial checks, and criminal checks. Other research maybe needed depending on the outcome of the investigation. Lt. Nugent noted the increased use of social media searches. Lt. Nugent also noted that both departments are now using the same approach to investigations. C. Chairman Rubin thanked Sgt. Spolar and the Orientation team for doing a super job at the two police officer orientations. COMMISSIONER'S REPORTS: Commissioners had no news to report. Page 1 of 3 CHIEF AND TRUSTEE REPORTS: POLICE DEPARTMENT: A. DPC Szos noted that there were 250 paid police applications received. 208 applicants attended the mandatory orientations. DPC Szos reported that the electronic application system worked very well. Four applicants did not complete the application process and were refunded their fee. B. DPC Bethge will be retiring on May 1 and his walk out will be held at 2pm. C. DPC Szos noted that on May 15 the following promotions will take place: Lt. Eisenmenger to Deputy Police Chief, Sgt. Anderson to Lieutenant, and Police Officer Datillo to Sergeant. There will be one police officer opening. FIRE DEPARTMENT A. Chief Baker thanked the Board for their support of the FD investigators. The investigators are doing a great job of getting quality people in the department. B. Chief Baker reviewed the status of the eligibility register. C. Chief Baker reported that FF/PM Dan Downey was class valedictorian of his fire academy class and also had the highest GPA. D. Chief Baker has two open FF/PM positions. Chief Baker noted that there is a potential for one more retirement by year-end. He also noted that there are a total of 19 with time and age eligible for retirement. All the command staff and 7 of the 9 Lieutenants are eligible. QUESTIONS FROM THE AUDIENCE: None OLD BUSINESS: A. Update on Police Officer Recruitment and Testing a. Written Test: Saturday June 3, 7:30 am—Police Recruitment Team and CERT Team to assist, Mr. Cahill will send list of applicants to Commissioner Dibbern. b. Oral Testing: Saturday June 24 and Sunday June 25, 7:00 am. Top 40 and ties will be interviewed. NEW BUSINESS: A. Amendments to BPFC Rules and Regulations: a. A motion was made by Commissioner Johnson, seconded by Dibbern, to approve the amendment to the rules and regulations to include a minimum aggregate score of 70 to be eligible for the Police Sergeant Eligibility List. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. b. A motion was made by Commissioner Hartman, seconded by Dibbern, to approve the amendment to the rules and regulations to include a minimum aggregate score of 70 to be eligible for the Police Lieutenant Eligibility List. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. B. The Fire Lieutenant Eligibility List expires on June 3, 2018. Preliminary discussions occurred regarding the process and dates—orientation early Jan 2018 and oral exam in mid-February 2018. The Illinois Fire Chief's Association will again be used in the tactical assessment. Page 2 of 3 C. Police Officer Lateral process: a. Current list has expired. The application system will be opened with an end date of May 15. b. A motion was made by Commissioner Johnson, seconded by Commissioner Hartman, to proceed with modifications as noted to open the Police Officer Lateral process. Commissioner Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. c. The review of applications will be conducted by both the Board and Command staff. A special meeting will be held after May 15. EXECUTIVE SESSION: D. A motion was made at 7:23 p.m. by Commissioner Dibbern, seconded by Commissioner Hartman, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [5ILCS 120/2(c)(1)] for the purpose of discussing personnel matters. All commissioners present voted in favor of the motion. The motion passed. The Commission moved to Executive Meeting from 7:25 p.m. to 7:34 p.m. A. Executive Session—Discussion of Personnel: Section 2(C) (1) of the Illinois Open Meeting Act. RETURN TO OPEN SESSION: The open session resumed at 7:36 p.m. Police Officer Candidate #28: Samuel Savage. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to make a FINAL offer of employment to Police Officer Savage. Commissioners Johnson, Hartman, Kulwin, Dibbern, and Rubin voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to adjourn the meeting at 7:38 p.m. All Commissioners present voted in favor of the motion.
