2017-01-11 - Board of Fire and Police Commissioners - Minutes VILLAGE a BUFFALO' V dfe R <w pp Ba d, d^Nuf$2w1++(�rov,� fl 600 ",h'-l96 , 84 VILLAGE OF BUFFALO GROVE Board of Fire and Police Commissioners Minutes of Rescheduled Regular Meeting January 11,2017 CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:02 p.m. by Chairman Rubin in the Trustee Conference Room at Village Hall. Commissioner Johnson called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Hartman and Johnson. Also in attendance were Police Chief Casstevens, Fire Chief Baker, Deputy Police Chief Bethge, Deputy Police Chief Szos, HR Director Malinowski and Management Analyst Cahill. APPROVAL OF MINUTES: A. Commissioner Johnson made a motion, seconded by Commissioner Hartman to approve the minutes of the Rescheduled Regular Board of Fire and Police Commissioners (BFPO) Regular Meeting of December 5, 2016. Commissioners Johnson, Hartman and Chairman Rubin voted in favor of the motion.The motion passed. CHAIRMAN'S REPORT: A. Chairman Rubin advised that he will meet with President Sussman to review volunteer applications and select a candidate to fill the vacancy on our board. B. Chairman Rubin asked HR Director Malinowski and the Commissioners if we can schedule orientations and testing in advance so that we can utilize the Buffalo Grove Park District facilities in the future. C. Chairman Rubin reported that Village Manager Dane Bragg has given the approval for the Police Department to hire two police officers. COMMISSIONERS' REPORTS: A. Commissioner Johnson congratulated Deputy Police Chief Roy Bethge on being designated as a Certified Eligible Police Chief through the Illinois Association of Chiefs of Police. CHIEFS' REPORTS POLICE DEPARTMENT A. Police Chief Casstevens reported that Jim Nelson retired and had his walk-out. He will assume a role as police officer in the Village of Gurnee. B. Police Chief Casstevens advised that Jim Harris submitted his Letter of Retirement and will retire on March 1,2017. FIRE DEPARTMENT A. Fire Chief Baker noted that with Board approval, Daniel Downey will be sworn in on Friday, January 13, 2017 at 8:00 a.m. at the Fire Station and a formal swearing in at the Village Board Page I of 3 Meeting on Monday, January 23, 2017. Daniel will attend the Fire Academy — NIPSTA — in Glenview. OLD BUSINESS: A. Chairman Rubin led discussion on setting dates for the 2017 Police Sergeant promotional process and testing dates. a. August 11t'—Orientation Session(Will be optional for candidates). b. Oral Interviews— September 16th and 17th c. October 14th—Written Examination. d. November 1"—Command Potential Rating(CPRs). e. December 5a'—Posting of Preliminary List. f. December 15a'—Deadline for Military Points. g. December 2 1"—Final List Posted. h. Command Staff will lock in the date for the Assessment Center and advise Commissioners accordingly. B. Chairman Rubin led discussion on setting dates for police officer candidates and the following dates were set: a. The orientations will take place on March 15"'and March 18th and the written test will be administered on June 3ra b. June 24 b and June 25th—Oral Interviews. c. July 24t'—Preliminary list will be approved at the regular meeting. (Posted July 25t'') d. August 4t'—Preference points due. e. August 7a'—Final list will be approved at the regular meeting and preference points will be reviewed. Chairman Rubin asked if preference points could be uploaded to the online application system. Peter Cahill will look into how to add a feature for candidates to upload their preference points. f. August 8a'—Posting of the final list. Commissioner Hartman made a motion to approve the police officer schedule for 2017, seconded by Commissioner Johnson. Commissioners Hartman, Johnson, and Chairman Rubin voted in favor of the motion. The motion passed. NEW BUSINESS: A. HR Director Art Malinowski advised that the Village has directed the Board of Fire and Police Commissioners to use an electronic application and payment system for police officer and fire fighter candidates going forward to align with corporate objectives. In rolling out this process, the Village received feedback from the Fire and Police Command Staff. The online application process will not be used for promotions at this time. B. Management Analyst Peter Cahill led a demonstration on the new online application and payment system. The system will allow candidates to complete the requisite application, pay the application fee, and receive an electronic confirmation via email. Eventbrite is the payment vendor for the system. Upon making the application payment, candidates will be directed to select date to attend orientation, and the candidates will have the option of adding the date to their telephone calendar. It was decided that we need to set a deadline for completing the application by one week before orientation. No onsite application processing will be allowed. Page 2 of 3 Candidates will also have the option of downloading an APP for check-in. Candidates are required to print out the e-ticket and present at the mandatory orientation with a photo I.D. The "Self-Identification" section of the online application will be updated to include a note that advises that the information is required for accreditation with NIPSTA. C. A discussion ensued about the feature on the online application system that allows candidates to upload their resume and cover letter. Chairman Rubin advised that candidates typically bring a copy of their resume and cover letter to the oral interview. Since candidates will have the option to upload their resume and cover letter to the online application system, Chairman Rubin recommended we change the procedure relating to candidates bringing these documents to the oral interviews. Going forward, candidates will be asked to not bring resumes and/or cover letters to the oral interviews. This procedural change will be included in the general instructions and information packet. D. Chairman Rubin asked the attendees to review the 2017 BFPC regular monthly meeting schedule and advise of any conflicts. The July 17th meeting was changed to July 24th EXECUTIVE SESSION: A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [51LCS 120/2(c)(1)] for the purpose of discussing personnel matters. Commissioners Hartman, Johnson, and Chairman Rubin voted in favor of the motion. The Commission moved to Executive Meeting from 7:02 p.m. to 7:09 p.m. A. Executive Session—Discussion of Personnel: Section 2(C) (1) of the Illinois Open Meeting Act. RETURN TO OPEN SESSION: The open session resumed at 7:09 p.m. A. Fire Fighter Candidate #4: Daniel Downey. A motion was made by Commissioner Hartman, seconded by Commissioner Johnson to make a final offer of employment to Fire Fighter Candidate Daniel Downey. Commissioners Hartman, Johnson, and Chairman Rubin voted in favor of the motion. The motion passed. B. Lateral Police Officer Candidate #2: Chadd Kaiser. A motion was made by Commissioner Johnson, seconded by Commissioner Hartman to make a conditional offer of employment to Lateral Police Officer Candidate Chadd Kaiser. Commissioners Hartman, Johnson, and Chairman Rubin voted in favor of the motion. The motion passed. ADJOURNMENT: A motion was made by Commissioner Hartman, seconded by Commissioner Johnson, to adjourn the meeting at 7:12 p.m. All Commissioners present voted in favor of the motion.
