Minutes of Rescheduled Regular Meeting October 13, 2016
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:01 p.m.by Chairman Kahn in the Trustee Conference
Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a
quorum was present at the meeting. Present were Chairman Kahn, Commissioners Rubin,
Johnson, Hartman and Dibbern. Also in attendance were Deputy Fire Chief Wagner, Deputy
Police Chief Szos, HR Director Malinowski, and Trustee Liaison Trilling and Trustee Liaison
Ottenheimer.
APPROVAL OF MINUTES:
A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular
Meeting of September 13, 2016, seconded by Commissioner Hartman. Commissioners
Rubin, Hartman, Dibbern and Kahn voted in favor of the motion. Commissioner Johnson
abstained. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Kahn reviewed the testing cycles for 2017. They include Police Officer
testing, Police Officer Lateral Entry and Police Sergeant testing.
COMMISSIONER'S REPORTS:
Commissioners had no news to report.
CHIEF AND TRUSTEE REPORTS:
POLICE DEPARTMENT:
A. Deputy Chief Szos reported that two new officers have started the academy.
He updated the Commissioners on the passing of relatives of several officers.
FIRE DEPARTMENT
A. Deputy Fire Chief Wagner had no news to report.
QUESTIONS FROM THE AUDIENCE: None
OLD BUSINESS:
A. No action needed on closed meeting status minutes.
NEW BUSINESS:
A. Discussion and possible action on Police Officer and/or FF/PM to be discussed in
Executive Session.

EXECUTIVE SESSION:
A motion was made at 6:08 p.m. by Commissioner Dibbern, seconded by Commissioner
Hartman, for the Board to adjourn to a Closed Executive Session as authorized by Subsection
2(a) of the Illinois Open Meetings Act [5ILCS 120/2(c)(1)] for the purpose of discussing
personnel matters. Commissioners Rubin, Johnson, Hartman, Dibbern and Kahn voted in favor
of the motion. The motion passed.
The Commission moved to Executive Meeting from 6:10 p.m. to 6:16 p.m.
A. Executive Session—Discussion of Personnel: Section 2(C) (1) of the Illinois Open
Meeting Act.
RETURN TO OPEN SESSION:
The open session resumed at 6:16 p.m.
Fire Fighter/Paramedic Candidate#1: Richard Spellman. A motion was made by Commissioner
Hartman, seconded by Commissioner Rubin, to make a FINAL offer of employment to Fire
Fighter/Paramedic Candidate Spellman. Commissioners Rubin, Johnson, Hartman, Dibbern, and
Kahn voted in favor of the motion. The motion passed.
Fire Fighter/Paramedic Candidate #2: Joshua Rynders. A motion was made by Commissioner
Dibbern, seconded by Commissioner Rubin, to make a FINAL offer of employment to Fire
Fighter/Paramedic Candidate Rynders. Commissioners Rubin, Johnson, Hartman, Dibbern, and
Kahn voted in favor of the motion. The motion passed.
ADJOURNMENT:
A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to adjourn
the meeting at 6:19 p.m. All Commissioners present voted in favor of the motion. The motion
passed.
