Minutes of Regular Meeting September 12, 2016
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Kahn in the Trustee Conference
Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a
quorum was present at the meeting. Present were Chairman Kahn, Commissioners Rubin,
Hartman and Dibbern. Commissioner Johnson was absent. Also in attendance were Fire Chief
Baker, Deputy Fire Chief Wagner, Police Chief Casstevens, Deputy Police Chief Szos, HR
Director Malinowski, and Trustee Liaison Trilling.
APPROVAL OF MINUTES:
A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular
Meeting of August 1, 2016, seconded by Commissioner Hartman. Commissioners
Rubin, Hartman, Dibbern and Kahn voted in favor of the motion. The motion passed.
B. Commissioner Hartman made a motion to approve the minutes of the BFPC Special
Meeting of August 10, 2016, seconded by Commissioner Rubin. Commissioners Rubin,
Hartman, Dibbern and Kahn voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Kahn noted that the fall session of the Illinois Fire and Police Commissioners
Association will be held in early November. Anyone wanting to attend a session should
notify Chairman Kahn.
COMMISSIONER'S REPORTS:
Commissioners had no news to report.
CHIEF AND TRUSTEE REPORTS:
FIRE DEPARTMENT:
A. Chief Baker reported they are considering two background investigations. He
presented an update on the status of the current list. Chief Baker noted that
there may be one potential retirement before year end.
POLICE DEPARTMENT
A. Chief Casstevens reported that Sergeants Jamil and Positano are attending the
10 week Police Staff and Command program at Northwestern.
B. Chief Casstevens noted that Sergeant Broussard and Officer Cholewa are both
off probation.

OLD BUSINESS:
A. Chairman Kahn reviewed the preference points awarded to the Police Officer Lateral
candidates.
B. Commissioner Dibbern distributed the analysis of the oral interview scores.
C. A motion was made by Commissioner Dibbern, seconded by Commissioner Rubin, to
approve the 2016 Lateral Police Officer Final Eligibility Register. Commissioners
Rubin, Hartman, Dibbern and Kahn approved the motion. The motion passed.
NEW BUSINESS:
A. Discussion and possible action on Police Officer and/or FF/PM to be discussed in
Executive Session.
EXECUTIVE SESSION:
A motion was made at 6:18 p.m. by Commissioner Rubin, seconded by Commissioner Hartman,
for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the
Illinois Open Meetings Act [51LCS 120/2(c)(1)] for the purpose of discussing personnel matters.
Commissioners Rubin, Hartman, Dibbern and Kahn voted in favor of the motion. The motion
passed.
The Commission moved to Executive Meeting from 6:20 p.m. to 6:34 p.m.
A. Executive Session—Discussion of Personnel: Section 2(C) (1) of the Illinois Open
Meeting Act.
RETURN TO OPEN SESSION:
The open session resumed at 6:35 p.m.
Fire Fighter/Paramedic Candidate #1: Richard Spellman. A motion was made by Commissioner
Dibbern, seconded by Commissioner Rubin, to make a CONDITIONAL offer of employment to
Fire Fighter/Paramedic Candidate Spellman. Commissioners Rubin, Hartman, Dibbern, and
Kahn voted in favor of the motion. The motion passed.
Fire Fighter/Paramedic Candidate#2: Joshua Rynders. A motion was made by Commissioner
Dibbern, seconded by Commissioner Hartman, to make a CONDITIONAL offer of employment
to Fire Fighter/Paramedic Candidate Rynders. Commissioners Rubin, Hartman, Dibbern, and
Kahn voted in favor of the motion. The motion passed.
Police Officer Candidate #23: Nicole Gaborek. A motion was made by Commissioner Dibbern,
seconded by Commissioner Hartman, to make a FINAL offer of employment to Police Officer
Candidate Gaborek. Commissioners Rubin, Hartman, Dibbern, and Kahn voted in favor of the
motion. The motion passed.
A motion was made by Commissioner Dibbern, seconded by Commissioner Rubin, to release
Officer Cholewa from probationary status. Commissioners Rubin, Hartman, Dibbern and Kahn
voted in favor of the motion. The motion passed.
A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to release
Sgt. Broussard from probationary status. Commissioners Rubin, Hartman, Dibbern and Kahn
voted in favor of the motion. The motion passed.

The October BPFC Meeting will be rescheduled to Thursday October 13, 2016.
ADJOURNMENT:
A motion was made by Commissioner Hartman, seconded by Commissioner Rubin, to adjourn
the meeting at 6:44 p.m. All Commissioners present voted in favor of the motion. The motion
passed.
