Minutes of Regular Meeting June 5, 2017
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of
Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at
the meeting. Present were Chairman Rubin, Commissioners Johnson, Hartman, Kulwin and Dibbern.
Also in attendance were Fire Chief Baker, Deputy Fire Chief Wagner, Police Chief Casstevens, Deputy
Police Chief Szos, HR Director Malinowski, Management Analyst Cahill and Trustee Liaison Trilling.
APPROVAL OF MINUTES:
A. Commissioner Kulwin made a motion to approve the minutes of the BFPC Regular Meeting of
May 1, 2017, seconded by Commissioner Hartman. Commissioners Johnson, Hartman, Kulwin,
Dibbern and Rubin voted in favor of the motion. The motion passed.
B. Commissioner Hartman made a motion to approve the minutes of the BFPC Special Meeting of
May 25, 2017, seconded by Commissioner Johnson. Commissioners Johnson, Hartman, Kulwin,
Dibbern and Rubin voted in favor of the motion. The motion passed.
CHAIRMAN'S REPORT:
A. Chairman Rubin noted that the next Regular Meeting of the BFPC will be held on Monday, July
24, 2017.
COMMISSIONER'S REPORTS:
A. Commissioner Johnson congratulated the Police Department for the Cops on Top Campaign.
Chief Casstevens reported they raised over$5,000.
B. Commissioner Hartman thanked the Police Department and volunteers for their help at the police
written examination.
C. Commissioner Kulwin attended the Illinois Fire and Police Commissioners Association Spring
Conference. A discussion was held on the power test. Chief Casstevens noted that the Joliet
location will be reviewed for the next testing cycle.
CHIEF AND TRUSTEE REPORTS:
FIRE DEPARTMENT:
A. Chief Baker updated the status of applicants on the Eligibility List. He reported that
Lt. Olsen will be retiring August 27, 2017. There are currently two openings for
FF/PM positions. A special meeting will be held on June 25 to review materials on
potential candidates.
POLICE DEPARTMENT
A. A lower than anticipated number of candidates took the police written examination.
Discussions were held as to the reasons why. Chief Casstevens noted the biggest
issue facing departments today is the recruitment and retention of police officers.
Candidates are looking for a job and not a career in law enforcement.
B. Commissioner Dibbern reviewed the results of the police written test.
a. 208 attended orientation
b. 74 took the test with an average score of 72
c. 33 passed the test with an average score of 81
C. Chief Casstevens reviewed the Annual Report for the Police Department that was
compiled by Lt. Nugent and Melessa Horbus

D. Deputy Chief Eisenmenger will be attending the 3 week Executive Program at
Northwestern at the end of July.
QUESTIONS FROM THE AUDIENCE: None
OLD BUSINESS:
A. Update on Police Officer Recruitment and Testing
a. The written exam is completed. One candidate was tested on Friday due to religious
beliefs and one candidate asked for extra time. Both were accommodated.
b. Commissioner Dibbern reviewed the oral interview schedule.
c. Commissioner Johnson will review the questions that will be used for the oral
examination.
NEW BUSINESS:
A. The Fire Lieutenant Eligibility List expires on June 3, 2018. Discussions occurred regarding the
process and dates—orientation will be in February 2018.
B. 2017 Police Officer Lateral Entry process
a. All the commissioners independently reviewed the applications and gave
recommendations.
b. Chief Casstevens noted they are looking for candidates who have passed the academy
and probationary period with an agency and has 3-5 years of experience. Red flags
include those with 11+ years of experience, been at a department but no longer there,
multiple changes in service. BGPD is not looking for mediocre officers. We want the
best available who are dedicated to community policing and can relate to the community.
DPC Szos noted that good candidate would be one who wants to move up to a bigger
department that has more to offer the officer in the form of training and opportunities.
C. Trustee Trilling announced that this is his last meeting with the BFPC as he has resigned from the
Village Board. He will be moving to Northbrook. The Commissioners thanked him for his service.
EXECUTIVE SESSION:
A. A motion was made at 6:53 p.m. by Commissioner Johnson, seconded by Commissioner Kulwin,
to move to Executive Session to discuss Section 2(C)(21)of the Illinois Open Meetings Act:
Discussion of Minutes of Meetings Lawfully Closed Under This Act, Whether for Purposes of
Approval by the Body of the Minutes or Semi-Annual Review of the Minutes as Mandated by
Section 2.06, and Section 2(C)(1)of the Illinois Open Meetings Act: the Appointment,
Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the
Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint
Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to
Determine its Validity. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in
favor of the motion. The motion passed.
The Commission moved to Executive Session from 6:56 p.m. to 7:19 p.m.
RETURN TO OPEN SESSION:
The open session resumed at 7:19 p.m.
FF/PM Candidate#14: Cody Kruse. A motion was made by Commissioner Dibbern, seconded by
Commissioner Hartman, to make a FINAL offer of employment to FF/PM Candidate Kruse.
Commissioners Johnson, Hartman, Kulwin, Dibbern, and Rubin voted in favor of the motion.
FF/PM Candidate#16: Gary Steadman. A motion was made by Commissioner Hartman, seconded by
Commissioner Dibbern, to make a conditional offer of employment to FF/PM Candidate Steadman.
Commissioners Johnson, Hartman, Kulwin, Dibbern, and Rubin voted in favor of the motion. The motion
passed. Chairman Rubin will contact he candidate.
A motion was made by Commissioner Dibbern, seconded by commissioner Kulwin, to approve the
Executive Session Meeting notes dated January 4, 2016, February 1, 2016, March 30, 2016, April 4,
2016 and June 6, 2016. Commissioners Johnson, Hartman, Kulwin, Dibbern, and Rubin voted in favor of
the motion. The motion passed.

Commissioner Dibbern will prepare an oral interview testing schedule for July 1. The first interview will
take place at 8:00 a.m.
ADJOURNMENT:
A motion was made by Commissioner Johnson, seconded by Commissioner Dibbern, to adjourn the
meeting at 7:27 p.m. All Commissioners present voted in favor of the motion. The motion passed.
