Minutes of Regular Meeting April 4, 2016
CALL TO ORDER and ROLL CALL: The meeting was called to order at 6:00 p.m. by
Chairman Kahn in the Trustee Conference Room of Village Hall. Commissioner Rubin, in the
absence of Commission Secretary Dibbern, was appointed as Acting Secretary for the
meeting, called the roll, and noted for the record that a quorum was present at the meeting.
Present were Chairman Kahn, Commissioners Rubin, Johnson, Hartman. Commissioner
Dibbem was absent. Also in attendance were Police Chief Casstevens, Fire Chief Baker, HR
Director Malinowski, Trustee Liaisons Trilling and Ottenheimer.
APPROVAL OF MINUTES: A) Commissioner Johnson made a motion to approve the
minutes of the BFPC Regular Meeting of March 1, 2016, seconded by Commissioner
Hartman. Commissioners Rubin, Johnson, Kahn and Hartman voted in favor of the motion.
The motion passed. B) Commissioner Johnson made a motion to approve the minutes of the
BFPC Special Meeting of March 10, 2016, seconded by Commissioner Hartman.
Commissioner Hartman noted one error in who seconded a motion under Special Business
item `B", the motion was seconded by Commissioner Hartman, not by Commissioner
Johnson. The motion was amended with the correction, and the second accepted the
amendment. Commissioners Rubin, Johnson, Kahn and Hartman voted in favor of the motion
as amended. The motion passed.
CHAIRMAN'S REPORT: A) Chairman Kahn congratulated Chief Casstevens on being
elected as President of the Illinois Association of Chiefs of Police, and noted that the Chief
was also 4th Vice President of the International. Association of Chiefs of Police. B) Chairman
Kahn made the Commissioners aware as to when they would be receiving polygraph and /or
packets for applicants "in process".
COMMISSIONER'S REPORTS: The Commissioners present had no reports.
CHIEF AND TRUSTEE REPORTS: A) FIRE DEPARTMENT: Chief Baker noted that they
are working the background on Candidate #25 and Candidate #26. The Chief comments that
anticipated at least two hires from the new list. Chief Baker noted the walkout for FF/PM
Mussario took place. B) POLICE DEPARTMENT: Chief Casstevens reported that two
officers have recently ended probation.

OLD BUSINESS: A) FF/PM Written Test will take place 4/23/16 at Buffalo Grove High
School. Requested shirt color is Black. Commissioners to arrive at 7:45 a.m. Expected is
approximately 50% of the 308 who attended orientations. B) Due to the Jewish Holiday of
Rosh Hashanah, the 10/3/16 meeting will need to be changed. C) FF/PM interviews are
scheduled for May 14th and May 15th.
NEW BUSINESS: None
EXECUTIVE SESSION: A motion was made at 6:24 p.m. by Commissioner Hartman,
seconded by Commissioner Johnson, for the Board to adjourn to a Closed Executive Session
as authorized by Subsection 2(a) of the Illinois Open Meetings Act [51LCS 120/2(c)(1)] for the
purpose of discussing personnel matters. Commissioners Rubin, Johnson, Hartman, and Kahn
voted in favor of the motion. The Commission moved to Executive Meeting from 6:24 p.m. to
6:29 p.m. Executive Session — Discussion of Personnel: Section 2(C) (1) of the Illinois Open
Meeting Act.
RETURN TO OPEN SESSION: The open session resumed at 6:30 p.m. A) Lateral Police
Officer Candidate #5: Brian Tijerina. A motion was made by Commissioner Rubin, seconded
by Commissioner Johnson, to make a final offer of employment to Lateral Police Officer
Candidate Brian Tijerina . Commissioners Rubin, Johnson, Hartman, and Kahn voted in favor
of the motion. The motion passed. B) FF/PM Candidate #25: Jacob Gorsuch. A motion was
made by Commissioner Johnson, seconded by Commissioner Hartman, to make a probationary
offer of employment to FF/PM Candidate #25, Jacob Gorsuch . Commissioners Rubin,
Johnson, Hartman, and Kahn voted no on the motion. The motion failed.
ADJOURNMENT: A motion was made by Commissioner Rubin, seconded by Commissioner
Johnson, to adjourn the meeting at 6:32 p.m. All Commissioners present voted in favor of the
motion. The motion passed.
