2015-09-01 - Board of Fire and Police Commissioners - Minutes 09/1/2015 MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS ON TUESDAY, SEPTEMBER 1, 2015 Call to Order The meeting was called to order at 6:00 PM by Board Member Bruce Kahn Approval of Minutes 1. Board of Fire and Police Commissioners - Regular Meeting -Aug 3, 2015 6:00 PM Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of August 3, 2015, seconded by Commissioner Karge. Commissioners Karge, Rubin, Johnson, Dibbern and Kahn voted in favor of the motion. The motion passed. RESULT: ACCEPTED [UNANIMOUS] MOVER: Brian Rubin, Board Member SECONDER: Ernest Karge, Board Member AYES: Dibbern, Johnson, Kahn, Karge, Rubin Chairman's Report A. Chairman Kahn reported that Officer Broussard will be promoted to Sergeant on September 1, 2015, and at Village Hall on September 9, 2015 at 7:00 p.m., FF/PM Spiro will be promoted to Lieutenant. B. Chairman Kahn noted that Commissioner's Kahn and Johnson attended the Commissioner training session. C. Chairman Kahn reported that the Fire and Police Association training will be held at Pheasant Run in November. Any commissioner wanting to attend should advise Chairman Kahn. New Section Commissioner's Reports A. Commissioner Johnson thanked the Police and Fire Departments for attending their block party. Chiefs' Reports POLICE DEPARTMENT A. Chief Casstevens noted that one officer has been cleared to return to full duty and two officers are currently on light duty. 09/1/2015 FIRE DEPARTMENT A. Chief Balser noted that the department has a license for 5 power users to use the software package Ignite. B. Chief Baker reported that a new Battalion Chief will be announced on Friday and with a FF/PM being promoted to Lieutenant, the department is in the process of interviewing two candidates. C. Chief Baker noted that one FF/PM is on light duty and two others officers are off on medical leave. Questions from the Audience Old Business 1. Discussion and possible action regarding the 2015 Police Officer candidate lateral entry process. A. Chairman Kahn reported that 30 candidates applied under the Lateral Police Officer process. He noted that 19 of those candidates did not meet the required criteria. Command Staff and the Chairman of the BFPC will review and select the top 15 candidates and submit them to the Commission for final review. 2. Discussion and possible action regarding the 2015/2016 Police Lieutenant Promotional process. A. The Police Department has two openings and will begin background investigation on the next two candidates on the list. New Business 1. Discussion of 2016 Board of Fire and Police Commissioners calendar. A. Chairman Kahn noted the following calendar activities for 2016: FF/PM Hiring Process, Police Lateral Entry Process and Police Lieutenant Process. Executive Session A motion was made by Commissioner Rubin, seconded by Commissioner Karge, for the Board to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [51LCS 120/2(c)(1)] for the purpose of discussing personnel matters. Commissioners Karge, Rubin, Johnson, Dibbern and Kahn voted in favor of the motion. The Commission moved to Executive Meeting from 6:32 p.m. to 6:40 p.m. 09/1/2015 A. Executive Session - Discussion of Personnel: Section 2(C) (1) of the Illinois Open Meeting Act. RETURN TO OPEN SESSION: The open session resumed at 6:41 p.m. Police Officer Candidate # 1: Mary Manusar. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to make a conditional offer of employment to Police Officer Candidate Manusar. Commissioners Karge, Rubin, Johnson, Dibbern, and Kahn voted against the motion. The motion failed to pass. The candidate will not be made an offer of employment. Police Officer Candidate # 3: William Chapman. A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to approve the continuation of the hiring process of employment to Police Officer Candidate Chapman. Commissioners Karge, Rubin, Johnson, Dibbern, and Kahn voted against the motion. The motion failed to pass. The candidate will no longer be considered for employment. FF/PM Candidate # 12: Zachery Schlott. A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to make a conditional offer of employment to FF/PM Candidate Schlott. Commissioners Karge, Rubin, Johnson, Dibbern, and Kahn voted against the motion. The motion failed to pass. The candidate will not be made an offer of employment. FF/PM Candidate # 13: Ryan Keefe. A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to approve the continuation of the hiring process of employment to FF/PM Candidate Keefe. Commissioners Karge, Rubin, Johnson, Dibbern, and Kahn voted against the motion. The motion failed to pass.
