VII. Questions from the Audience
Questions from the audience are limited to items that are not on the regular agenda. In
accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the
audience will be limited to 10 minutes and should be limited to concerns or comments regarding
issues that are relevant to Village business. All members of the public addressing the Village
Board shall maintain proper decorum and refrain from making disrespectful remarks or comments
relating to individuals. Speakers shall use every attempt to not be repetitive of points that have
been made by others. The Village Board may refer any matter of public comment to the Village
Manager, Village staff or an appropriate agency for review.

The Board of Fire and Police Commissioners will make every effort to accommodate all items on

matters to another meeting should the discussion run past 10:30 p.m.

Minutes of Regular Meeting June 6, 2016
CALL TO ORDER and ROLL CALL:
The meeting was called to order at 6:02 p.m. by Chairman Kahn in the Trustee Conference
Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a
quorum was present at the meeting. Present were Chairman Kahn, Commissioners Rubin, 3
Johnson, and Dibbern. Commissioner Hartman was absent. Also in attendance were Police =
Chief Casstevens, Deputy Fire Chief Wagner, HR Director Malinowski, Trustee Liaison Trilling
and Trustee Ottenheimer III. °

QUESTIONS FROM THE AUDIENCE: None
OLD BUSINESS:
A. Chairman Kahn reviewed the FF/PM testing process. A motion was made by
Commissioner Rubin, seconded by Commissioner Johnson, to approve the Final FF/PM
Eligibility Register, effective June 15, 2016. Commissioners Rubin, Johnson, Dibbern
and Kahn voted in favor of the motion. The motion passed.

A. Chairman Kahn reviewed future testing cycles and asked the Commissioners to review
and offer any changes.
EXECUTIVE SESSION:
A motion was made at 6:19 p.m. by Commissioner Dibbern, seconded by Commissioner
Johnson, for the Board to adjourn to a Closed Executive Session as authorized by Subsection
2(a) of the Illinois Open Meetings Act [5ILCS 120/2(c)(1)] for the purpose of discussing
personnel matters and as authorized by Subsection 2(a) of the Illinois Open Meetings Act
[5ILCS 120/2(c)(21)] for the purpose of a six month review of closed session minutes.
Commissioners Rubin, Johnson, Dibbern and Kahn voted in favor of the motion.
The Commission moved to Executive Meeting from 6:20 p.m. to 6:28 p.m.
A. Executive Session — Discussion of Personnel: Section 2(C) (1) of the Illinois Open
Meeting Act.
B. Executive Session — Review of Closed Session Meeting Minutes: Section 2 (c) (21) _
