Questions from the Audience Questions from the audience are limited to items that are not on the regular agenda. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. Vill. Old Business 1. Update on 2015 Police Officer testing process and review of upcoming dates. IX. New Business 1. Review and acceptance of Fire Lieutenant military preference points requests. 2. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Kahn, Commissioners Karge, Rubin, Johnson, and Dibbern. Also in attendance were Police Chief Casstevens, Acting Deputy Chief Wagner, HR Director Malinowski, and Village Trustee Liaison a, Trilling. in m APPROVAL OF MINUTES: A. Commissioner Rubin made a motion to approve the minutes of the BFPC Regular Meeting of April 7, 2015, seconded by Commissioner Karge. Commissioners Karge, Rubin, Johnson, Dibbern and Kahn voted in favor of the motion. The motion passed. LO CHAIRMAN'S REPORT: o A. Chairman Kahn reported that the high school has offered an alternate location for the o Lo Police Officer testing due to noise concerns. Chairman Kahn and Sgt. Spolar will check out the alternate location and determine if a move is necessary. The team should report at N 7:45 am for check in duties. The Police recruitment team and Police volunteers will 2 as assist in the process. c B. Chairman Kahn noted that Firefighter candidates 8,9,10, and I I have withdrawn from consideration. Background checks will begin on candidates 12 and 13. c C. Members of the Police and Fire Departments will be honored at the May 18 Board n meeting for their efforts in saving a full cardiac arrest patient. E E 0 c� COMMISSIONER'S REPORTS: A. The Commissioners present had no reports. o a 06 CHIEF AND TRUSTEE REPORTS i ii POLICE DEPARTMENT m A. Chief Casstevens reported that Officers Lamb and McMillon have been released from field training. B. Chief Casstevens noted that the Special Olympics Cop on Top event will be s held on May 29 from 6am to 1pm at the Dunkin Donuts on McHenry and Weiland Roads. Q C. Chief Casstevens reported that Officer Mielke is doing an excellent job in her training at SALEA and is representing us very well. Page 1 of 3 Packet Pg. 4 2.1.a FIRE DEPARTMENT A. Acting DC Wagner noted that the new fire trucks are heavier than the old trucks and as a result there is a change in the type of drivers license needed for driving the new fire trucks. QUESTIONS FROM THE AUDIENCE: There were no questions from the audience. N L OLD BUSINESS: A. The Entry Level Police Officer Written Test will take place on May 16. Please arrive at 7:45am and wear black shirts. c B. Chairman Kahn noted that the oral interviews for entry level Police Officers will be held on June 6-7. C. Chairman Kahn noted that the Fire Lt. Test scores were posted as required. Request for preference points must be turned in by May 20 and the final eligibility list will be a� approved at the June 2' meeting. The list will be good for 3 years. D. Ordinance number 2015-23 (amending chapter 2.28 to include a Police Officer Lateral Entry program) was approved by the Village Board and is effective on May 15, 2015. E. Chairman Kahn requested a Special Meeting to review oral questions and answers for the upcoming Police oral interviews. The meeting will be held on May 26 at 5:30pm at the Police Department. LO NEW BUSINESS: c LO A. A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, to c approve the 2015 Fire Lieutenant Written scores as presented. Commissioners Karge, c Rubin, Johnson, Dibbern and Kahn voted in favor of the motion. The motion passed. 4 B. A motion was made by Commissioner Rubin, seconded by Commissioner Dibbern, to 2 approve the 2015 Fire Lieutenant Preliminary Eligibility Register as discussed. Commissioners Karge, Rubin, Johnson, Dibbern and Kahn voted in favor of the motion. c The motion passed. c .y N ADJOURNMENT OF OPEN SESSION: A motion was made by Commissioner Dibbern, seconded by Commissioner Karge, for the Board v to adjourn to a Closed Executive Session as authorized by Subsection 2(a) of the Illinois Open Meetings Act [51LCS 120/2(a)] for the purpose of personnel matters. Commissioners Karge, Rubin, Johnson, Dibbern and Kahn voted in favor of the motion. Open session was adjourned at a 6:32 p.m. i U- EXECUTIVE SESSION: m The executive session was called to order at 6:35 p.m. Present were Chairman Kahn, Commissioners Karge, Rubin, Johnson, Dibbern, Police Chief Casstevens and HR Director Malinowski. Discussions regarding Police Officer conduct were held. At 6:48 p.m., a motion s was made by Commissioner Dibbern, seconded by Commissioner Rubin, to adjourn the executive session. Commissioners Karge, Rubin, Johnson, Dibbern and Kahn voted in favor of Q the motion. Chairman Kahn reported that the Police Department will be holding monthly meetings for the co public beginning June 10 from 7 p.m. to 9 p.m. B. Chairman Kahn reported that Officer Mielke is scheduled to graduate from SLEA on June 19th at 1:00 p.m. The ceremony will be held at the McAnnich Arts Center in Glen Ellyn. _ COMMISSIONER'S REPORTS: ti A.
