Public Comment Public Comment is limited to items that are not on the regular agenda. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 5 minutes and should be limited to concerns or comments regarding issues that are relevant to Village Board business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 4. The Village recently purchased a new permit software (BS&A) that allows for many permits to be submitted on-line through a web portal. Staff have been working to make more of our processes paperless in conjunction with the move to this software. This is a more sustainable practice that reduces waste, allows documents to be kept in a common place (designated shared folders and/or software) where everyone has access to them and eliminates the need for physical long-term storage and scanning of documents for archiving. The Community Development and Finance Departments assist a large volume of customers on a daily basis that require various services including transfer stamps, utility billing, and permits, to name a few. REQUEST: Staff are requesting a total of 4 iPads for the shared front counter area that would allow customers to fill out forms and submit them electronically. The benefits of this small change would include reducing the amount of paper and ink needed; reducing staff time for printing, stocking, filing, and scanning the forms; and providing a professional, easy to use tool for customers to submit documentation. iPAD DETAILS AND COST: Staff are requesting $2,000 for 4 iPads to be shared by the Community Development and Finance Departments. The $2,000 will cover the cost of the iPads and any IT staff time to set up and integrate the new iPads with other Village systems. The Public Works Department staff regularly meet with our residents who have questions regarding a wide variety of issues or concerns and are looking for help to solve problems related to their property. Likewise, the Public Works Department regularly meets with contractors or other agencies to discuss projects within Buffalo Grove, assist in the design of those projects or help evaluate the progress of a specific project. At the new Public Works Facility, a public meeting room has been incorporated into the design to allow for these meetings and conversations to take place right off the main entrance to the facility. Incorporating an interactive touch screen monitor in this room will allow for real time ideas, troubleshooting and problem solving to take place using digital design plans, plats of survey, building plans, overland drainage routes, and GIS mapping while also having the ability to write or draw using a stylus or your finger on top of the displayed images to provide clarity for questions or to build out ideas or incorporate suggestions. This suggestion represents a tool in our toolbox that is currently lacking, and a tool that will help provide clarity to the needs and concerns of our residents in the most efficient and effective way. MEMORANDUM DATE: September 28, 2023 TO: Chris Stilling, Deputy Village Manager FROM: Mike Baker, Fire Chief Larry Kane, Deputy Fire Chief Tyler Grace, Fire Analyst SUBJECT: Technical Rescue Team Equipment Upgrades Background The Buffalo Grove Fire Department maintains several different specialized rescue teams, including a Technical Rescue Team. The Technical Rescue Team is made up of technicians from a variety of specialties including rope rescue, trench collapse, structure collapse, and confined space rescues. While these types of incidents can happen anywhere, they are most common in industrial or construction settings. The Team has access to a wide variety of external resources including specialized equipment and outside trained technicians, however the Department does not currently have the equipment necessary to begin rescue procedures for certain types of incidents and must instead wait for outside teams to arrive. With the purchase of the Harken Wingman, a pulley system which is used in rope rescues, and a demolition hammer, frequently used in building collapses, Buffalo Grove Team members will be able to begin immediately begin rescue procedures upon arrival on the scene. With the planned and anticipated development, infrastructure upgrades and ongoing adaptive reuse of commercial buildings in the Village, the ability to provide critical rescue operations is dependent on the type of equipment readily available to the Buffalo Grove Fire Department Technical Rescue Team members. Summary Staff requests $1,700 to upgrade the Technical Rescue Team's equipment through the purchase of a pulley system and a concrete demolition hammer. BACKGROUND: Lidar has a narrow beam, and clearly targets an individual vehicle, eliminating the need for visual estimation. Some models can record an image of the license plate and record the speed violation. Speed estimation takes less than half a second, which, together with the narrow, targeted beam, results in offending vehicles having little warning even when using an evasion device. Lidar can also measure the distance between vehicles to detect 'too close' (tailgating) infringements. DISCUSSION: We would like to add an additional Lidar to the equipment currently available to patrol and traffic division. Technology has drastically improved and having photographic images of offending vehicles helps officers in the enforcement and prosecution. Purchasing a new photographic Lidar unit will allow the police department to better address a common concern with community members, speeding. The Lidar would be used by patrol officers along with the Traffic Unit. They are portable and can help enforce speeding violations in high crash zones, school zones, construction zones, and areas of traffic complaints. This allows the officers to have photographic evidence to stabilize traffic stops, where offenders argue they were not doing the speed, they are being accused of. Having a Lidar where the image of the vehicle can be sent via message to the officer is the preferred method. An allocation of $2000 is suggested for this transformation, with specifics on the execution and benefits detailed below. Located at 50 1/2 Raupp Blvd, behind the Village Hall, the Buffalo Grove Youth Center serves as a versatile meeting space, available free of charge to Buffalo Grove community groups and organizations. With a maximum capacity of 49 people, it has seen a significant uptick in its usage since pandemic -related closures. Hosting a diverse range of gatherings, the center is a beacon of community interaction and unity.
