3. Public Comment
Public Comment is limited to items that are not on the regular agenda. In accordance with
Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited
to 5 minutes and should be limited to concerns or comments regarding issues that are relevant to
Village Board business. All members of the public addressing the Village Board shall maintain
proper decorum and refrain from making disrespectful remarks or comments relating to
individuals. Speakers shall use every attempt to not be repetitive of points that have been made
by others. The Village Board may refer any matter of public comment to the Village Manager,
Village staff or an appropriate agency for review.

5. Adjournment
The Village Board will make every effort to accommodate all items on the agenda by 10:30 p.m.
The Board, does, however, reserve the right to defer consideration of matters to another meeting
should the discussion run past 10:30 p.m.

Staff recommends that the Village enter into a 10-year lease with the Zoll-1 program for cardiac
monitors. The proposed 10-year lease program provides stability in costs and maintenance,
offers the latest technology and saves the Village approximately $120,144 over the 10-year
term of the contract versus purchasing.

The Buffalo Grove Fire Department (BGFD) has historically purchased cardiac monitors
manufactured by Zoll as part of its required Advanced Life Support equipment. BGFD
maintains a total inventory of eight cardiac monitors. The cardiac monitors are used on most
every ambulance request to perform procedures such as measuring blood pressure, checking
heart rates, monitoring the heart's function, and gauging the efficiency of the patient's
breathing.
On average, the cardiac monitors have a useful life of 5-years and the Village is scheduled to
replace four monitors in FY24 (2023 purchase) and the remaining four monitors in FY25 (2024
purchase). In addition, the Village is required to have an annual maintenance/repair contract
for the monitors which averages about $7,000/year with a 3% annual escalator.
In an effort to combat rising costs, costly repairs, supply chain issues, as well as technology
out pacing production, Zoll has created a combined lease/maintenance program. This program
provides an opportunity to lease eight monitors for a flat annual fee over the next 10-years.
The costs of the lease also includes all maintenance and repair over the 10-year term.

Purchase Option
Currently, the Village has the opportunity to purchase four monitors scheduled for replacement
in FY24 for $39,000, prior to the price increasing on April 1, 2023. Based on staffs analysis of

past purchases of the monitors, we project, on average, the monitors will increase
approximately 5.5% each year after 2024. The following is a summary of the estimated total
10-year costs should the Village proceed with a purchase:

As shown in Table I above, the Village could purchase four monitors in 2023 and the remaining
four monitors in 2024. Give the 5-year life span, monitors would again have to be purchased
in 2028 and 2029. When factoring in the annual maintenance and repair contract, the total
10-year cost is approximately $845,346.
Lease Option
As an alternative to purchasing the cardiac monitors, Zoll has developed a lease/maintenance
program whereby the Village could enter into a 10-year lease with Zoll for a flat annual fee of
$72,493 or a total of $724,932 over the next 10-years. The lease would provide the Village
eight new monitors and also cover all costs associated with service/maintenance, batteries,
one -site repair and loaners should a monitor go out of service. Furthermore, as a member of
the lease program, the Village would receive an additional 7% discount on our consumable
equipment such as Zoll paper and Pulse Ox Cables.
The proposed lease program would save the Village approximately $120,144. This savings is
mostly due to the fact that we would no longer have to pay a separate annual maintenance
contract nor be subject to price hikes due to inflation.

Staff will be presenting this matter at the March 6, 2023 Village Board Committee of the Whole
meeting. Should the Village Board support the concept, this matter will be brought forward to
the Village Board for final lease approval at the March 20, 2023 Village Board meeting. Overall,
staff believes the Zoll-1 lease/maintenance program is the best option as it saves the Village
significant dollars over the 10-year period as well as provide a stability in price without the
impacts of future inflation and supply chain issues.
