Board of Fire and Police Commissioners
The responsibilities of the Board of Fire and Police Commissioners is to comply with statutes pertaining to the appointment
of firefighters and police officers. No person holding an office in the Village shall be a member of the Board.The acceptance
of any such office by a member of the Board shall be treated as a resignation of his/her office as a member of the Board.
No person shall be appointed a member of the Board who has been convicted of a felony under Illinois law or a comparable
law of any other state of the United States. No person shall be appointed a member of the Board who is related, either by
blood or marriage up to the degree of first cousin, to any elected official of the Village. The Board of Fire and Police
Commissioners shall consist of five members.

Current and Potential Vacancies
Stuart Berman was appointed commissioner in January 2020. Adriane Johnson resigned from the
commission effective October 12, 2020. Kevin Dryman was appointed commissioner in January 2021. The
commission is fully staffed.
Major Accomplishments
• Completion of a Lateral entry testing cycle for Police Officer;
• Completion of a promotional testing cycle for Police Sergeant;
• 4- new FF/PMs hired in 2020;4- new POs hired in 2020 (one went back to PD); 1- FF/PM promoted to Fire
Lieutenant in 2020; 3-Police Officer promoted to Police Sergeant in 2020; 2-Sergeants promoted to Police
Lieutenant.
• Engagement in Police and Fire Department functions for improved awareness of department activity, including
training, graduations, and personnel celebrations.
Planning and Zoning Commission
The Planning&Zoning Commission shall be the commission before which hearings shall be held for the purpose of hearing
proposed amendments affecting the regulations imposed and the districts created under the zoning ordinance of the
Village. The Planning & Zoning Commission shall also be the commission before which hearings shall be held for the
purpose of hearing proposed variance requests to the Village Fence Code,Village Sign Code,and Village Zoning Ordinance.
The Planning & Zoning Commission shall also have those powers provided by law to a plan commission and a board of
appeals. The Planning & Zoning Commission shall consist of up to nine members. All appointments shall be subject to
approval of the Corporate Authorities.

Com. Matt Cohn left the Planning and Zoning Commission in June 2020 and was replaced by Commissioner Marc Spunt
in lune 2020.

Electrical Commission
The Electrical Commission shall consist of six members. The Chief Electrical Inspector shall be a member and ex officio
chairman. Of the other five members, one shall be a registered professional engineer; one an electrical contractor; one a
journeyman electrician; one a representative of an inspection bureau maintained by the fire underwriters, if such a
representative resides in the Village, and if no such representative resides in the Village, then the Chief of the Fire
Department; and one representative of an electricity supply company. If there is no person residing in the Village who is
qualified under any one of these descriptions, the Village President may appoint by and with the advice and consent of
the Board of Trustees, some other person to fill that position.

Health Commission
The Health Commission shall have general supervision of the interests of the health of the people of the Village.The Health
Commission shall cooperate with and assist the Department of Health of the state and its duly constituted officers and
representatives in enforcing the rules and regulations for control of communicable diseases promulgated by the
Department,and such other rules and regulations of the state and counties and Village as may be related to the sanitation
and health of the Village. The Health Commission of the Village shall have authority to make recommendations to the
Corporate Authorities for the passage of ordinances.The Health Commission shall work with an approved Blood Donation
facility to coordinate and promote community blood donation events.The Health Commission shall consist of up to seven
members.

Major Accomplishments
The Buffalo Grove Health Commission held 3 successful blood drives for 2020, which is incredible with the pandemic and
all the extra safety requirements. Generally,4 drives are held throughout the year, but one had to be canceled, due to
Covid 19 restrictions,that could not be met. They collected a total of 162 units, in those 3 drives. In addition, another
31 units were donated at donor centers using the Buffalo Grove code. The drives are staffed by commissioners and a
few other community volunteers.
Buffa lo G rove Days Com m ittee
The Buffalo Grove Days Committee shall consist of any number of inembers as deemed necessary by the Village President,
by and with the advice and consent of the Board of Trustees. Appointments shall be for one year term to run from January
1st to the following December 31st. As an alternative to the residency requirement in Section 2.03.060, a member of the
Committee may be appointed based upon the recommendation of the Committee Chair.
In 2019,there were 11 Committee meetings. In addition to the scheduled Committee meetings,the Committee Co-
Chairs and certain key Committee members attend several planning meetings with Village staff at various times
throughout the year. These meetings are not incfuded in the attendance numbers below. The list of inembers and their

Major Accomplishments for 2019
For 2019,the Committee took over the management of the food tent and did an excellent job! There were 15 vendors in
attendance and generated $7,425 in revenue. Additionally, a consultant was retained to manage sponsorships.
Sponsorships had a banner year in 2019; receiving $52,320 in total sponsorships with $37,820 in cash and $14,500 of in-
kind sponsorships. This was an alternative to the previous arrangement where a consultant performed the food tent and
sponsorship functions. Other changes for 2019 included the replacement of the Craft Fair with a Juried Art Fair.This was
a one-year trial effort and will be evaluated in early 2020.
Farmers Market Committee
The purpose of the Farmers Market Committee shall include the following:
A. To coordinate a farmers market in Buffalo Grove for the approximate period of June through September each
year.
B. To enrich the community and encourage citizens to increase the consumption of healthy, locally grown fruits,
vegetables, and other locally produced foods.
C. To promote farm-grown items including but not limited to fruits,vegetables, and flowers.
The Farmers Market Committee shall consist of a minimum of five individuals.A majority of the Farmers Market
Committee members shalf be Village residents. Preference for membership shall be given to individuals as follows:
A. Buffalo Grove residents as outlined in Section 2.03.060, except as otherwise provided in this Code.
B. An individual employed within the Village.
C. Individuals that have an identified expertise or special consideration as recommended by the Farmers Market
Committee Chair notwithstanding they are not residents of the Village.

Major Accomplishments
The Farmers Market celebrated its 11t"successful year in 2020,which is remarkable during these unprecedented times.
The market is made possible by a very dedicated group of volunteers that are out there every Sunday all summer long
(17 weeks). We are very fortunate to have several repeat vendors and some have been with us since day 1. Highlights
for 2020 include:
• Able has our market for a complete season even with the pandemic and extra safety requirements.
• The volunteers did an outstanding job, adapting to all the new requirements and last-minute changes.
• The volunteers devised an entirely new layout and strictly enforced the face covering and social distancing.
• Attendance at the market was up significantly from previous years.
• Our free raffle held during Farmers Market week contained items all donated by our vendors. Shoppers were
delighted to win a basket full of fresh produce.
• Due to the pandemic, many of our favorite events did not happen in conjunction with the market
For example- Frist responders event, Green fair, weekly entertainment, and business of the week. Our Goal for
2021 is to bring these events back if the metrics of the pandemic allow it.
• In addition to our committee members that are out there every week, 2 volunteers should also be mentioned,
Jane Primack and Beth Nudelman.
Commission for Residents with Disabilities
The purpose of the Commission for Residents with Disabilities shall be to assess the needs and concerns of citizens with
disabilities and to cooperate with the Village government and all other governmental agencies in the promotion of the
cause of persons with disabilities. The Commission for Residents with Disabilities shall consist of a minimum of nine
members. Preference shall be given to persons with disabilities;that is, persons who have a physical or mental impairment
that substantially limits one or more major life activities, and family members, care providers, or
educational/rehabilitation professionals involved with such individuals.
