In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 4. The fountain serves the Department's administrative staff, as well as users of the Department's large training �° en room. At 27 years old, the water fountain has reached the end of its expected lifespan and is due for replacement. In addition, the existing water fountain does not meet the requirementscn v of the Americans with Disabilities Act (ADA), and as such, is not considered to be accessible o for citizens or staff with physical disabilities. 'y Proposed Solution The Department is requesting the replacement of the existing water fountain with an ADA compliant water fountain with a bottle filling capability at the cost of $2,000. In addition to resolving concerns regarding accessibility, the ability to fill water bottles would provide benefits both to the environment and to the health of the Department's staff. Environmental Impacts Each plastic water bottle has an estimated lifespan of 450 years. Even if placed in a recycling bin, studies suggest that each water bottle is estimated to only stand a 50% chance of avoiding a landfill due to contamination and other issues. The bottle filling capability of the new fountain would encourage the use of reusable water bottles and eliminate the need for single use plastic bottles. Health Benefits Studies indicate that the promotion and use of water bottles corresponds with higher levels of water consumption. While suitable water consumption has been recognized by the Institute of Medicine of the National Academies as having a beneficial impact on health for the general population, this is particularly important for Fire Department staff who may be called upon to do strenuous activity at the scene of a fire or a medical emergency. Summary Staff requests $2,000 for the purchase and installation of a water fountain with a bottle filling station to promote healthy water consumption habits, limit negative environmental impacts, and replace aging equipment. Staff has identified a piece of equipment that meets this purpose. Staff Recommendation Staff recommends purchasing the Rediboss78 Gas Powered Post Driver to help protect their employees from injury and reduce time on sign installation. Summary of the Program With the purchase of this piece of equipment, Village staff will no longer risk injury by using the heavy non -powered post installer and will incorporate the new equipment into our standard operating procedures for sign installation. The Village of Buffalo Grove owns and maintains approximately 3,000 road signs that are installed on metal posts. We replace approximately 150 of them per year to keep up with regulations plus ones that are knocked down by traffic accidents. This purchase could save us approximately 10 minutes per sign installation which translates to 25 hours of staff time per year when compared to a manual post pounder. The average on the job injury cost can be as high as $50,000. While luckily there have not been any injuries with the current manual post pounder, the repetitive nature of the manual use of the heavy post pounder can lead to significant shoulder injuries down the line for our employees. Also, it is worth noting that Village staff prefers to borrow the gas -powered post pounder from the Park District instead of using the manual post pounder. The manual post pounder is rarely used. Packet Pg. 4 2.A.a Next Steps Staff is seeking $2,000 to purchase this important piece of equipment. The Rediboss78 Post Driver is gas powered, it weighs 35 pounds and has 1820 hammer blows per minute. It can be used on all metal posts for various signs throughout the Village of Buffalo Grove. Packet Pg. 5 2.A.a MEMORANDUM DATE: September 20, 2021 TO: Dane Bragg, Village Manager FROM: Tom Wisniewski, Buyer Rati Akash, Village Planner SUBJECT: Request for an industrial snow melting walkway mat in -front of the Village Hall entrance :. +. * . 1 o The Village is responsible for all snow removal operations within Buffalo Grove which is expensive, labor intensive and time consuming. Chicagoland receives an average of 36 inches of snow annually, the Village spends approximately $318,000 each year on snow removal. Village Hall's main entrance on the east is a high foot traffic zone throughout the year. In keeping with the Sustainability Plan being drafted for the Village, Staff is looking for efficient and sustainable options to better serve the community. Finance and Community Development have partnered together and request for an 'industrial snow melting mat' in -front of Village Hall which is safe, sustainable, and cost-effective option that will keep the Village Hall entrance walkway snow -free through the freezing winter months. Industrial snow melting Mat These heated mats are the future as many facilities and homes are using this sustainable option to save money, time and energy clearing the walkways. HeatTrak is a company that specializes in alternative ways to remove snow and ice with industrial snow melting walkway mats instead of utilizing snow shovels and harsh chemicals. These snow and ice melting mats help facilities reduce slip and fall rates, lessening their liability exposure by preventing snow and ice accumulation on walkways. Functions and specifications of Industrial snow melting Mat • The industrial mat will measure 15ft long by 36 inches wide. • This industrial mat uses a standard 120v plug. • This industrial mat has the capacity to melt up to 2" of snow per hour. The industrial mat is secured to the ground using its built-in grommet holes and is designed to be left outside for the entire winter season. ;_ 0 U_ en U N c 0 y N N 0 N 0 U_ N v c P s U M a Page 1 of 2 Packet Pg. 6 2.A.a Benefits of the industrial snow melting mat: • Environmentally friendly as the mat eliminates the use of chemicals such as salt. Salt can cause chemical burn to the grass and surrounding vegetation as well as damage to the concrete. • Cost effective solution as this industrial mat is electrically powered and the Village has an electric agreement with ComEd which costs zero dollars for electricity. • Saves labor and time as Staff does not have to come out to shovel this area throughout the day. • Safe and sustainable option which prevents slips and falls due to extreme weather conditions which causes the snow to freeze. According to the CDC, approximately 1 million Americans are injured annually as the result of slipping and falling on snow and ice. Tragically, 1.7% of these slips and falls are fatal. Staff Recommendation Staff recommends industrial snow melting mat on the front walkway leading up to Village Hall as this entrance receives the most foot traffic. Next Steps Staff is seeking $2000 to purchase a 15'x 36" industrial snow melting walkway mat that would be used at the front entrance of Village Hall. This industrial heated walkway mat is environmentally friendly that provides a safe path into Village Hall and reduces staff time clearing snow and ice from this area. E L 0 U- cn U cn C 0 N O N E L O U- N U c as E s U a Page 2 of 2 Packet Pg. 7 2.A.a VILLAGE OF BUFFALO GROVE PROPOSAL SUBJECT: At -Risk Resident Identification Tags I recommend that the Buffalo Grove Police Department begin offering Health iD identification tags to individuals entered into the At -Risk Resident database in the Frontline Public Safety Solutions record -keeping system. These tags provide a simple way for responding officers to identify residents in the database, act appropriately based on the Frontline entry and return the individual home quickly. BACKGROUND: The Buffalo Grove Police Department currently has 49 residents registered in the At -Risk Resident database in Frontline. Individuals, caretakers, parents, guardians, or officers can enter information such as their address, best method of communication, emergency contacts, medical L conditions, and other pertinent details. If an officer encounters a non-verbal resident or if the �° resident is unable to provide an accurate name or address, accessing information in the cn database could take much longer than necessary and prolong the encounter. These tags provide a simple way for responding officers to identify the resident and resolve the situation �? quickly and safely. Many agencies throughout the country already offer bracelets or cards to c their at -risk residents. g DISCUSSION: y The tools used to identify at -risk individuals are only helpful if the resident wears the identification tag. Many at -risk individuals may have sensory issues or personal preferences that make them much less likely to have the identification tag on them in an emergency. The Health N iD tags are highly customizable and come in bracelets, shoe tags, or watch band tags for smart N watches and fitness trackers. The bracelets and tags are available in a variety of sizes and L colors. Additionally, there are accessory tags available to identify individuals with autism or U° Alzheimer's. See Attachment A for examples. More information may be found at the company cn website roadid.com. An additional benefit to this program will be increased public awareness of the At -Risk database which may lead to more at -risk residents being entered into our system. As the police department implements the Health iD program, information will be shared via a press release and through social media channels. This will increase awareness of the at -risk database as well as additional services provided by the police department to vulnerable residents. a FINANCIAL IMPACT: The Health iD tags vary in cost from $25 to $30 for most products. Not all 49 individuals in the At -Risk database have autism or Alzheimer's, but if 30 of them requested the $30 identification tags the initial expense would be $900-1,000. The police department anticipates an additional 25-30 at -risk residents may wish to sign up for the program once it is profiled in the media. The company has offered to provide a discount for the police department. Approximately $2,000 should be allocated to this program initially. RECOMMENDATION: The Health iD tags will provide a valuable resource for our officers and residents. Furthermore, the positive public recognition that may be generated will reinforce the high levels of support the Buffalo Grove Police Department enjoys from the community. The At -Risk database is fully functional so the added effort to provide identification tags will not be burdensome. The police department should begin reaching out to the families in our database to offer them this benefit.
