4. Questions From the Audience
Questions from the audience are limited to items that are not on the regular agenda. In
accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the
audience will be limited to 10 minutes and should be limited to concerns or comments regarding
issues that are relevant to Village business. All members of the public addressing the Village
Board shall maintain proper decorum and refrain from making disrespectful remarks or comments
relating to individuals. Speakers shall use every attempt to not be repetitive of points that have
been made by others. The Village Board may refer any matter of public comment to the Village
Manager, Village staff or an appropriate agency for review.

Negotiating Matters Between the Public Body and Its Employees or Their

The Village Board will make every effort to accommodate all items on the agenda by 10:30 p.m.
The Board, does, however, reserve the right to defer consideration of matters to another meeting

Background
The Buffalo Grove 2021 Budget is designed to provide residents and other interested parties with an easy to navigate
format that clearly explains how the Village allocates its resources. Each village program strives to make BG more
responsible, resilient, or safe. Every program consists of major services the village provides for its residents and the
business community. The budget document is therefore organized by these areas, programs, and major services.

The total Village Budget as proposed represents growth in revenues and expenses from the prior year. The increase
over the prior year is due in large part to utilization proceeds from the Series 2020 Bonds bond issue (par $24 million)
and reserves to fund projects to a substantial increase in capital projects $18.4 million). Expenses and revenues
increase due to inter fund transfers to fund capital expenditures also. The deficit results because proceeds from the
Series 2020 Bonds were recognized this year and will be spent in 2021 for capital projects.
The proposed budget maintains the ad valorem (property) tax levy at the same level as 2020 for a net increase of
0.0 percent.
Wages
A 1.5 percent general wage increase was budgeted for all non -represented employees. The pay for performance
pool is budgeted within the Human Resources Department Budget.
Staffing
Total staffing Village -wide is budgeted at 202 full-time personnel and 28 part-time personnel, a decrease of 5.5
percent from FY 2020 to FY 2021.
Capital Requests
A total of $42.3 million in capital requests, inclusive of $14 million for Public Works Facility Replacement and $7.6
million for street maintenance, were submitted for FY 2021. For the proposed FY 2021 budget, a total of 17.3 million
will be spent on capital projects and equipment acquisition.
