Within this population range, Buffalo Grove ranks as the 10t" lowest charging agency, nearly falling into the lowest 25% of respondents. A complete listing of the 27 agencies with higher service fee can be found in the attachment. Within Buffalo Grove's population subgroup, the average fee is approximately 22% higher than the Buffalo Grove fee for any given category. For this analysis, median is utilized as the primary measurement of center due to the existence of significant outliers within the sample. Generally, basing rate schedules upon service level is preferred to better associate the cost of service delivery with the service recipient. Higher levels of service, particularly ALS-2, require a higher level of expertise, additional staff, and more advanced equipment. However, it is important to note that the administrative effort required for transmitting service related information to billing companies is higher when utilizing a tiered fee structure. These encroachments into the public right of way can pose a safety hazard for walkers, joggers and bicyclists who use these public ways on a daily basis. The Village currently maintains 225 miles of sidewalk and 24 miles of bike paths and these conditions increase liability risk to both the Village as well as the homeowner. In late summer 2017, the village issued violation notices to dozens of residents for sidewalk encroachment code violations that were reported by a resident. These notices were perceived by the recipients as well as several Board members as being overly strict and issued without any pre-emptive warning. In an effort to minimize the impact of this this type of effort moving forward, staff from Public Works and Building & Zoning has been working together on a better approach to manage these types of violations. In May of 2018, after several discussions and meetings, the two departments agreed upon a method by which to provide a friendly pre-emptive notice as well as a longer time for which to comply. It was further agreed that staff would spend the next year socializing the code requirements and proper vegetation management practices to reduce or eliminate obstructions. To date, the public awareness efforts included the creation of an information pamphlet (attached). This pamphlet was developed by our Forestry Manager, Tom Milas, to help educate the public regarding these types of violations. The Village also included an article in the July/August 2018 Village newsletter (attached). Public Works has provided information at the Farmer's Market and at the Public Works Open House. Most recently, various Village staffers along with Vicarious Productions collaborated on a video. The video covered a variety of code enforcement topics including those discussed in this memo which will be available for distribution in the coming weeks. Currently, there are two methods by which violations can be discovered. One method is by individual complaint submittals by residents or other concerned stakeholders. These are generally handled through Building & Zoning using the standard code enforcement protocol. The second method is by internal observation by our Forestry staff as staff moves through the Village trimming trees in various neighborhoods. The later violations will be handled through the process as outlined below. While the Forestry Section completes tree trimming in various areas of the Village, the division has and will continue to document code violations through the Cartegraph Asset tracking system. Attached to this memo is a map showing the number of violations that have been identified by area that are currently outstanding. Once documented, a list will be generated. The list along with a map showing Packet Pg. 11 2.G.a the location of the violations will be provided to OVM and the Village Board at regular intervals, via the weekly Board Update. This will ensure that everyone is aware of the extent and location of the violations. The following week after OVM and Board notification, Forestry staff will hand deliver Advisory Letters explaining the violation and the expected time frame for which to remedy the situation. If compliance has not been achieved, the violation will be turned over the Building & Zoning for formal enforcement processing. This process should alleviate any surprises by providing OVM and the Village Board advance notice of the violations as well as calm fears on the part of the violator with regard to the initial compliance time frame. After this first year, violation volume should decrease significantly. If the Village Board is amenable to this process, staff will begin the compliance effort. The Village Code requires that all property owners' whose shrubs, trees and/or other vegetation abut a Public sidewalk or bike path, trim their vegetation such that is does not obstruct the sidewalk or bike path. This will assure that walkers, runners and bicycle riders will have safe and unobstructed travel throughout the Village. There approximately 249 miles of sidewalk and bike paths available for public use within the Village of Buffalo Grove and your assistance in keeping them safe will be greatly appreciated! To help spread the work, the Public Works Forestry Section will be implementing a public service campaign over the summer to inform residents of the risks associated with improperly maintained vegetation.
