D. 0-2018-27 An Ordinance Concerning Prevailing Wages (Trustee Berman) (Staff
Contact: Brett Robinson)
SUMMARY: The ordinance establishes the effective prevailing wages for both Cook and
Lake Counties for the year beginning June 1, 2018 and ending May 31, 2019. It should
be noted that the attached prevailing wage rates(September 1, 2017 corrected and
revised on 9/25/2017 and 4/11/2018) are the most recent version published by the State
of Illinois and are still in effect until the Illinois Department of Labor (IDOL) determines
new rates. Staff will update this information once it has been provided by IDOL.
E. 0-2018-28 Ordinance Amending Section 1.16.010 Concerning Variation Fees for
Outside RV Storage (Trustee Ottenheimer) (Staff Contact: Chris Stilling)
SUMMARY: On February 26, 2018, the Village Board approved new regulations
pertaining to the outside storage of recreational vehicles (RVs). As part of the discussion,
the Board directed staff to prepare an Ordinance establishing a $50.00 variation filing fee.
Attached is an Ordinance amending Section 1.16.010 establishing a $50 filing fee for
property owners who seek a variation to the RV regulations.
F. 0-2018-29 Ordinance Amending Chapter 5.20 - Liquor Controls (President Sussman)

SUMMARY: The Class A liquor license issued for Auro Caf6, LLC d/b/a Mango Leaf
Indian Restaurant and Banquet at 228 McHenry Road, is hereby rescinded at the
request of the license holder.
A Class C liquor license is hereby issued for Malhotra Enterprises, Inc. as franchisee for
7-Eleven, Inc. at 1165 Weiland Road. The Class C license will allow the retail sale of
alcoholic liquors for off -site consumption pursuant to the floor plan that has been
approved depicting the display areas for the alcoholic liquors.
The Class D liquor license issued for Malhotra Enterprises, Inc. as franchisee for 7-
Eleven, Inc. at 1165 Weiland Road, is hereby rescinded.
G. 0-2018-30 Ordinance Granting a Special Use for a Dance School at 1388 Busch
Parkway (Trustee Ottenheimer) (Staff Contact: Chris Stilling)
SUMMARY: The petitioner is proposing a dance school at 1388 Busch Parkway.
Pursuant to the Zoning Ordinance, dance schools are considered to be a special use in
the Industrial District. Additional information can be found in the attached staff report. The
Planning and Zoning unanimously recommended approval.

President Sussman recognized Samantha Hartman-Stackbouse for her I st place finish in the NASP State
Archery Tournament as she was congratulated by the audience and the Board.
President Sussman recognized the Village Clerk for her 40 years of service to the Village of Buffalo

The Committee of the Whole Meeting consisted of staff reports and Board discussion on the following issues.

FCCLA STATE CHAMPIONS
President Sussman recognized Lauren Stein, Elizabeth Dungan, Shria Garlapati and Preeti Kamma who are
FCCLA State Champions. Each of the students summarized their prQject, after which they all were
congratulated by the audience and the Board for their achievements.

Casey Keller, a resident of the Lexington in the Park, expressed concern with the removal of trees along the
Buffalo Creek Nature Preserve, noting that this area has provided privacy and beauty for their residents for many
years. Mr. Bragg responded that more trees than expected have been removed because they are dead, dying or
considered a safety issue. Mr. Monico will meet with the residents for further explanation.

WHEREAS, Pat has been employed by Kildeer Countryside Community Consolidated
School District 96 for a total 41 years. For 2-years prior to her employment, Pat was a

WHEREAS, Her colleague, Ruth Fineman, stated about her time at District 96: "Pat has 0

office. Her knowledge of kids and the local population always made a special impact on
what and how to do things. She always seemed to know the District in and out. As
Administrative Assistant at Kildeer, I still use some of the "best" practices she taught me.
The kindness she showed to kids, staff, and parents will always be remembered. I consider

her a model to learn from and also a best friend"; and
WHEREAS, Pat has lived on Dunham Lane in Buffalo Grove for 46 years. As a member of
the community, Pat had six of her own children attend D96 schools; and

DECLARING JUNE I" TO BE NATIONAL GUN VIOLENCE AWARENESS DAY
This Proclamation declares June I" to be National Gun Violence Awareness Day in the Village of
Buffalo Grove to honor and remember all victims and survivors of gun violence and to declare that we
as a country must do more to reduce gun violence.
WHEREAS, every day, 96 Americans are killed by gun violence and on average there are nearly
13,000 gun homicides every year; and
WHEREAS, Americans are 25 times more likely to be killed with guns than people in other developed
countries; and
WHEREAS, protecting public safety in the communities they serve is a Mayor's highest responsibility;
and
WHEREAS, Mayors and law enforcement officers know their communities best, are the most familiar
with local criminal activity and how to address it, and are best positioned to understand how to keep
their citizens safe; and
WHEREAS, to help honor the 96 Americans whose lives are cut short and the countless survivors who
are injured by shootings every day — a national coalition of organizations has designated June Is', 2018,
as the third annual National Gun Violence Awareness Day; and
WHEREAS, the national coalition encourages people to WEAR ORANGE, the color used by hunters
for safety, which also symbolizes the value of human life; and
WHEREAS, anyone can join this campaign by pledging to wear orange on June I't to help raise
awareness about gun violence; and
WHEREAS, by wearing orange on June Ist, Americans will raise awareness about gun violence and
honor the lives and lost human potential of Americans taken by gun violence.
NOW THEREFORE,) BE IT RESOLVED that 1, Beverly Sussman, President of the Village of

WHEREAS, Emergency Medical Service is a vital public service; and
WHEREAS, the members of the Buffalo Grove Fire Department provide lifesaving care to those
in need 24 hours a day, seven days a week; and

WHEREAS, public works services provided in our community are an integral part of our citizens'
everyday lives; and
WHEREAS, the support of an informed and understanding citizenry is vital to the efficient
operation of public works systems, and programs such as water, sewer, streets, public buildings,
trees, stormwater and fleet; and
WHEREAS, the health, safety and comfort of this community greatly depends on these facilities and
services, and
WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design, and
construction are vitally dependent upon the efforts and skills of public works personnel; and
WHEREAS, the efficiency of the qualified and dedicated personnel who staff public works

Pay the agreed amounts for the interest in the land and/or the mortgage to be insured.
2. Pay us the premiums, fees and charges for the policy.
3. Documents satisfactory to us creating the interest in the land and/or the mortgage to be insured must be

4. You must tell us in writing the name of anyone not referred to in this Commitment who will get an interest

(a) "Mortgage" means mortgage, deed of trust or other security instrument. (b) "Public Records"
means title records that give constructive notice of matters affecting your title according to the
state statutes where your land is located.
2. LATER DEFECTS
The Exceptions in Schedule B - Section 11 may be amended to show any defects, liens or encumbrances
that appear for the first time in the public records or are created or attach between the Commitment Date
and the date on which all of the Requirements (a) and (c) of Schedule B - Section I are met. We shall
have no liability to you because of this amendment.
3. EXISTING DEFECTS
If any defects, liens or encumbrances existing at Commitment Date are not shown in Schedule B, we may
amend Schedule B to show them. If we do amend Schedule B to show these defects, liens or
encumbrances, we shall be liable to you according to Paragraph 4 below unless you knew of this
information and did not tell us about it in writing.
4. LIMITATION OF OUR LIABILITY
Our only obligation is to issue to you the Policy referred to in this Commitment, when you have met its
Requirements. If we have any liability to you for any loss you incur because of an error in this
Commitment, our liability will be limited to your actual loss caused by your relying on this Commitment
when you acted in good faith to:

Title V of the Gram m-Leach-Bliley Act (GLBA) generally prohibits any financial institution, directly or through its

• For everyday business purposes — to process your transactions, maintain your account(s), to respond to law
enforcement or other governmental authority in connection with an investigation, or civil or criminal subpoenas or court
orders, or report to credit bureaus;
• For our own marketing purposes
• For joint marketing with financial companies; and
• For our affiliates' everyday business purposes — information about your transactions and experiences.
You may choose to prevent FNF from disclosing or using your Personal Information and/or Browsing Information under the

The California Online Privacy Protection Act
For some FNF websites, such as the Customer CareNet ("CCN"), FNF is acting as a third party service provider to
mortgage loan servicer. In those instances, we may collect certain information on behalf of that mortgage loan servicer via
the website. The information which we may collect on behalf of the mortgage loan servicer is as follows:
• First and last name;
• Property address;
• User name and password;
• Loan number;
• Social security number — masked upon entry;
• Email address
• Three security questions and answers; and
• IP address.
The information you submit through the website is then transferred to your mortgage loan servicer by way of CCN. The
mortgage loan servicer is responsible for taking action and making changes to any consumer information
submitted through this website. For example, if you believe that your payment or user information is incorrect,

for the year beginning June 1, 2018 and ending May 31, 2019. It should be noted that the attached

most recent version published by the State of Illinois and are still in effect until the Illinois Department of

AN ORDINANCE CONCERNING PREVAILING WAGES
WHEREAS, the General Assembly of the State of Illinois has enacted the Prevailing
Wage Act, 820 ILCS 130/1 et seq. ("Act") and
WHEREAS, the Act requires that all Illinois governmental entities, including home rule
units of local government, either accept the prevailing wages determined by the Illinois
Department of Labor or investigate and ascertain the prevailing rate of wages as defined in the
Act for workers employed to perform work on public works construction projects in the locality
in which the work is performed,
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE:
SECTION ONE: To the extent required by the Prevailing Wage Act, the general
prevailing rate of wages in this locality for laborers, mechanics and other workers engaged in
construction of public works coming under the jurisdiction of the Village is hereby ascertained to
be, except as provided in Section Two herein, the same as the prevailing rate of wages for
construction work in the Cook County and Lake County areas as determined by the Department
of Labor of the State of Illinois as of September 1, 2017(corrected and revised 9/25/2017 and
4/11/2018), a copy of that determination being attached hereto and incorporated herein by
reference. As required by the Act, any and all revisions of the prevailing rate of wages by the
Department of Labor of the State of Illinois shall supersede the Department's June determination
and apply to any and all public works construction undertaken by the Village of Buffalo Grove
("Village"). The definition of any terms appearing in this Ordinance which are also used in the
Act shall be the same as in the Act.
SECTION TWO: The definition of landscape laborer, landscape foremen, landscape
driver, and landscape operator for purposes of this Ordinance shall be one who performs work in
connection with the general maintenance of lawns and landscape such as lawn mowing and grass
cutting, tree and shrub pruning, the planting of annuals, the replacement of pre-existing shrubs
and trees, grass seeding and fertilizing and herbicide application, laying sod, and the planting of
trees and shrubs. The aforementioned work shall be considered landscape maintenance work.
The landscape maintenance work covered by this Ordinance shall not include landscape
construction work.
SECTION THREE: Landscape construction work is any and all work performed by a
landscape laborer, landscape foreman, landscape driver, and landscape operator in connection
with contracts for: (1) the original installation of any landscaping materials on any new
construction projects; (2) landscaping done in connection with any road, boulevard, street,
highway, bridge, park, sewer or underground utility construction project; (3) lawn and landscape
restoration where there has been new utility construction or installation involving trenches and
manholes, pipes, cables, and conduits; (4) the preparation and landscaping of approaches
associated with construction involving shafts, tunnels, subways, and sewers; (5) the landscaping
of the old and new site where underpinning, lagging, bracing, propping, and shoring has

occurred; and (6) landscaping associated with construction involving general excavation and
grading and the general landscaping of wrecked structures. Landscape construction work is
covered by the prevailing wage schedule promulgated by the Illinois Department of Labor,
attached to this Ordinance. Landscaping work of all types performed by Village employees is
excluded from coverage.
SECTION FOUR: Nothing contained in this Ordinance shall be construed to apply the
general prevailing rate of wages to any work or employment except public works construction of
the Village to the extent required by the Act.
SECTION FIVE: The Village Clerk shall publicly post or keep available for inspection,
by any interested party in the main office of the Village, this determination or any revisions of
such prevailing rate of wage. A copy of this determination or of the current revised
determination of prevailing rate of wages then in effect shall be attached to or referenced in all
contract specifications .
SECTION SIX: The Village Clerk shall mail a copy of this determination to any
employer, and to any association of employers and to any person or association of employees
who have filed their names and addresses, requesting copies of any determination stating the
particular rates and the particular class of workers whose wages will be affected by such rates.
SECTION SEVEN: The Village Clerk shall promptly file a certified copy of this
Ordinance with the Department of Labor of the State of Illinois.
SECTION EIGHT: The Village Clerk shall, by posting on the Village's website a notice
of its determination (a copy of this Ordinance) with a hyperlink to the prevailing wage schedule
that is published on the official website of the Illinois Department of Labor, and such posting
shall constitute notice that the determination is effective and that this is the determination of the
Village.

AN ORDINANCE AMENDING SECTION 1.16.010, FEE SCHEDULE,
OF THE BUFFALO GROVE MUNICIPAL CODE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970, and
WHEREAS, The Village Board felt that it is appropriate to reduce the fee for the filing
of petition for variation to Zoning Ordinance, Section 17.36.030, subsections H.3 and HA,
pertaining to Recreational Vehicles, in order to better accommodate residents.
NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows:
Section 1. The foregoing recitals are hereby adopted and incorporated into and made a
part of this Ordinance as if fully set forth herein.
Section 2. The fees as set forth in Subsection 3.06.020 of Section 1.16.010, Fee
Schedule, of the Buffalo Grove Municipal Code are hereby amended to read as follows:

The Petitioner, Movement and Sound Dance, LLC (Corey Lozier and Allie Buchweitz) is proposing to
move their dance school to 1388 Busch Parkway, in the Corporate Grove development. They are
currently subletting space from Buffalo Grove Gymnastics Center at 1362 Barclay Boulevard in
Buffalo Grove. As they have outgrown their space, they are looking to occupy the vacant space at
1388 Busch Parkway which is approximately 4,300 square feet. Pursuant to the Zoning Ordinance,
dance schools are considered to be a special use in the Industrial District.
PLANNING & ZONING COMMISSION (IPZQ RECOMMENDATION
The Planning & Zoning Commission recommended approval (7-0) of the special use subject to the
following conditions:
1. The project shall conform to the plans attached as part of the petition.
2. The petitioner shall have a maximum of 33 students/guests and 3 employees for a total of 36
people in their facility at any one time.
3. Prior to the issuance of a certificate of occupancy, the petitioner shall provide a drop-
off/pick-up plan in a manner acceptable to the Village.
4. The special use is granted to Movement and Sound Dance, LLC d/b/a/ Movement and Sound
Dance and said special use does not run with the land.
5. The special use granted to Movement and Sound Dance, LLC d/b/a/ Movement and Sound
Dance may be assignable to subsequent petitioners seeking assignment of this special use as
follows:
i. Upon application of a petition seeking assignment of this special use, the Village
of Buffalo Grove, in their sole discretion, may approve the assignment
administratively, or may refer it to the Planning & Zoning Commission
and/or the Village Board for a public hearing.
ii. Such assignment shall be valid only upon the written approval of the Village of
Buffalo Grove granting said assignment, which may be granted or denied for any
reason.

PLANNING & ZONING ANALYSIS
Proposed Use
Movement and Sound Dance, LLC has been in operation since 2015 at its current location, 1362
Barclay Boulevard. The proposed location would have a lobby area, two dance rooms, offices space,
and storage as well as a flex room that could be used for birthday parties or as a student lounge. The
petitioner maintains that the primary use of the space will be a dance studio however ancillary uses
might include birthday parties and/or fitness classes such as yoga.
Currently, Movement and Sound dance has over 200 students. They offer classes for dancers that
range from 18 months old (attended with a parent) to 18 years old. In addition, they offer adult
dance fitness classes. Hours of operation Monday through Friday are from 10 am to 9 pm and
include three general time periods where dance classes can be offered. These time periods include
morning (10-11:30 am), afternoon (1:30-3:00) and evening (4:30-9pm). On Saturdays classes are
offered between 9 am and 1 pm.
The petitioner maintains that the maximum amount of staff present at the studio will be two
teachers and one front desk staff person. Classes are limited to 12-14 dances.
Existing Use and Surrounding Uses
The building and tenant space is located within the Corporate Grove development. This property is
zoned Industrial and the petitioners requested use is compatible with the adjacent surrounding uses,
which includes office, warehouse, education, light manufacturing and retail.
The site does contain two loading docks and two ramps each of which is located on either end of the
site. The docks and ramps lead to an alley that runs east to west through the interior of the
development. Other tenants in the development moderately use the existing docks for truck delivery.
Given the site's general configuration, and truck/freight circulation, truck traffic does not appear to
present a major safety concern. Staff has discussed with the petitioner the creation of a formal drop-
off/pick-up policy to further enhance safety.
Capacity and Parking
The municipal code requires a dance school offer one space per employee and one space per every
three students based on rated design capacity. To proxy for capacity in this space, which was
intended for light office/light industrial uses in a multi -tenant building, the office space parking ratio
was utilized. The code requires one parking space for every 300 feet of office space, which when
applied to this space results in approximately 14 spaces.
If 14 spaces are considered allocated for this particular space, three spaces of those spaces would be
for dance studio employees and approximately 11 spaces would be for students (per the dance
school parking requirements). As the ratio is one space per every three students, the maximum
capacity for this space would be 33 students and three employees. The petitioner is aware and
agrees with these capacity and parking allotments.
ACTION REQUESTED
Staff recommends that the Village Board approve an Ordinance granting a Special Use for a dance
school at 1388 Busch Parkway.

WHEREAS, the property located at the 1388 Busch Parkway ("Property") is zoned in the I
Industrial; and,
WHEREAS, Movement & Sound Dance, LLC ("Petitioner"), has petitioned the Village for
approval of a special use for a dance school at the Property; and,
WHEREAS, the Village Planning & Zoning Commission conducted a public hearing on May 2,
2018 concerning the petition for the special use; and,
WHEREAS, the Planning & Zoning Commission made a finding and determined that the petition
meets the criteria of a special use as set forth in the Buffalo Grove Zoning Ordinance, as described in the
minutes attached as Exhibit C; and,
WHEREAS, the Planning & Zoning Commission voted 7 to 0 to recommend approval of the
special use; and,
WHEREAS, the President and Village Board of Trustees after due and careful consideration have
concluded that the proposed dance school is a reasonable use of the Property and will serve the best
interests of the Village.
WHEREAS, the proposed special use shall be operated in accordance with and pursuant to the

Purpose of Application: to obtain a special use permit for the use of the space
Movement & Sound Dance LLC is a dance studio that was established in June of 2015, meeting the
needs of dance students (children and adults) in Buffalo Grove, and other surrounding cities, such as
Arlington Heights, Lincolnshire, Deerfield, Vernon Hills and more. Movement & Sound Dance LLC
currently sublets space from Buffalo Grove Gymnastics Center, at 1362 Barclay Blvd in Buffalo Grove.
Our current location is less than one minute away from the new site address, at 1388 Busch Parkway.
Movement & Sound Dance LLC needs to expand to a larger space in order to be able grow its clientele
and to flourish as a business, as well as help its dancers to continue to excel in their training. With the
new location, Movement & Sound Dance LLC would have its own lobby area, two larger dance room
spaces, as well as office space and storage. Their current location has a shared lobby and bathrooms
with the gymnastics facility and only one medium-sized dance room space, with no storage space.
Movement & Sound Dance began in 2015 with approximately 80 students, and has now grown to 200+
students, with hopes to grow more each year. We offer classes for dancers ages 18 months old (with a
parent) through 18 years old. We also currently offer a small number of adult dance fitness classes. Our
hours of operation vary each day but are generally as follows: morning classes from 10-11:30am;
afternoon classes from 1:30-3pm; after school classes from 4:30-9pm. Monday through Friday, we
always have classes during the after school and evening hours; our morning and afternoon classes are
about three to four times a week. We have classes on Saturdays from 9-1pm.
Our classes are limited to 12-14 dancers per class. Our daytime classes are often 8 students or less. For
our preschool age classes (30-60 minutes), which are usually in the mornings and early afternoons, the
parents stay in the lobby while their child is in class. For our after -school classes, many families carpool
or drop off their dancers. For our evening classes, our older elementary through high school students
are either dropped off or are able to drive themselves and carpool with friends. Only about 10 parking
spots at a time would be needed, as far as we can estimate.
The employees are currently my business partner and myself (Corey Lozier and Allie Buchweitz). When
we expand, we will take on an additional teacher as well as an administrative employee. Only two
teachers and one front desk staff person would be at the studio at the same time.
The project at 1388 Busch Parkway will improve and change the space by creating a more open floor
plan, combining 3 offices into one larger dance room space. The project will also include updating the
floors, painting the walls, etc.
The business park that includes 1388 Busch Parkway is the site for many child -friendly businesses, just as
Movement & Sound Dance LLC is a child -friendly and child -oriented business. Rockin'Jump, Jump Zone,
My Gym, Buffalo Grove Gymnastics Center, and Stella Tutoring are all businesses within minutes of 1388

area. The proposed location will fit their space needs and will include both large and
small dance rooms and also provide some storage. The location of the new space also
has many facilities with activities for children in the area.
Com. Goldspiel clarified the address of the proposed location to be 1388 Busch Parkway,
not Barclay Boulevard. Com. Goldspiel asked if there is sufficient lighting in the parking
lot. Mr. Panarese advised that there is sufficient lighting with both the parking lot poles as
we// as bollards along the sidewalk. He has never had any complaints from other tenants
as far as any lack of lighting.
Com. Weinstein asked the Petitioner to review the proposed allotted parking. Ms. Lozier
explained that they will have I I assigned parking spaces. Most of their classes are held
after normal business hours, although they do have some day classes. Some students
will be dropped off No student will be allowed to cross the parking lot without a parent or
adult. Com. Weinstein asked if there are any other heavy recreational or special uses in
the building. Ms. Lozier responded no.
Ch. Cesario asked staff to display the site plan and asked about Prairie Kraft Brewing
and Stella Academy. Mr. Panarese advised that both of those tenants are located on the
other side of the building and will not affect this use. Ch. Cesario asked Mr. Panarese
how many parking spaces will be allotted to this tenant. Mr. Panarese advised that I I
spaces would be assigned to this tenant There are 119 parking spaces total for this
building. Most tenants are not there after normal business hours, with a few exceptions.
Ms. Lozier explained her hours of operation and explained that they are the busiest after
school. Their high school student classes are even later. They do have some Saturday
morning classes as well.

Com. Moodhe asked about additional available parking spaces on the south end of the
parking lot. Mr. Panarese explained that any open spaces are on a first come, first serve
basis. Most tenants currently under utilize their allotted parking. Com. Moodhe asked if
there would be any dance recitals. Ms. Lozier advised that there will be recitals but not at
this location. Com. Moodhe asked about music sound being generated from the space.
Ms. Lozier advised that they do play music and they will be installing sound -absorbing
panels.
There were no additional questions or comments from the Commissioners. There were
no questions from the audience.
Ch. Cesario entered the Staff Report dated May 2, 2018 as Exhibit 1.
Com. Weinstein asked if any calls were received regarding this petition and if any of the
tenants in the building were notified. Mr. Stilling advised that the required public hearing
sign was posted at the property and the Village does not notify tenants, just the property
owners as required.
Ch. Cesario asked how complaints would be handled. Mr. Stilling responded that any
complaints would be addressed on a case by case basis.
The public hearing was closed at 7:50 PM.
Moved by Com. Weinstein, seconded by Com. Khan, to make a positive recommendation
to the Village Board to approve the Special Use at 1388 Busch Parkway, subject to the
following conditions:
1. The project shall conform to the plans attached as part of the petition.
2. The petitioner shall have a maximum of 33 studentsIguests and 3 employees for a total of
36 people in their facility at any one time.
3. Prior to the issuance of a certificate of occupancy, the petitioner shall provide a drop-
offlpick-up plan in a manner acceptable to the Village.
4. The special use is granted to Movement and Sound Dance, LLC d1b/a/ Movement and
Sound Dance and said special use does not run with the land.
5. The special use granted to Movement and Sound Dance, LLC d1blal Movement and
Sound Dance may be assignable to subsequent petitioners seeking assignment of this
special use as follows:
i. Upon application of a petition seeking assignment of this special use, the Village of
Buffalo Grove, in their sole discretion, may approve the assignment administratively, or
may refer it to the Planning & Zoning Commission andlor the Village Board for a public
hearing.
ii. Such assignment shall be valid only upon the written approval of the Village of Buffalo
Grove granting said assignment, which may be granted or denied for any reason.
Ch. Cesario advised that this area has had success with a variety of uses and this would
be a continuation of that.

Com. Moodhe asked Mr. Panarese if these types of uses are becoming a trend. Mr.
Panarese explained that he has seen a movement toward kid -friendly activities. He feels
as a landlord that these uses work. Com. Moodhe asked staff if this type of use is
something that staff wants to address on a general level. Mrs. Woods advised that staff
has considered creating a new "light industriallofficelflex district" which seems to attract
these types of uses and then reviewing these types of uses on an administrative /eve/.
However, she explained that it would be best to wait until the Comprehensive Plan
process, which is slated to kick-off later this year to explore that more fully. . Mr. Stilling
added that until that analysis occurs, staff wants maintain the special use process.
Com. Cohn added that the Planning & Zoning Commission has always reviewed these
types of petitions on a case -by -case basis. However, staff should explore ways to simplify
the process.

SUBJECT: Road Salt 2018-2019
Background
During the 2017-2018 winter season staff purchased 2,400 tons of salt to meet the requirements
of each contract. Staff was able to fill the new salt shed and it currently contains an estimated
4,300 tons of salt. In an effort to mitigate cost increases caused by uncertain demand
throughout the region and provide supply chain security, staff has continued to attempt to multi -
source suppliers in a bid environment.
Staff has once again requisitioned through the State of Illinois on a joint bid contract for
minimum of 800 and maximum of 1,200 tons for the 2018-2019 snow season. The salt contract
was awarded to Morton and is priced at $54.46 per ton. This contract does not have an
extension and will need to be re -bid in 2019.
Lake County led a joint bid for road salt for minimum of 800 and maximum of 1,200 tons for the
2017-2018 snow season. The salt contract was awarded to Morton and is priced at $61.79 per
ton. This contract does not have an extension and will need to be re -bid in 2018. This contract
has an optional one year extension into the 2019-2020 snow season.
Both contracts allow for a minimum order of 80% and a maximum of 120% of the estimated
tonnage (1,000 tons), as such, the Village can achieve savings by blending the orders to take
advantage of the lower prices from the older contract. Combining the purchases, the blended
rate per ton for rock salt for the 2017-2018 winter season is $58.13, an increase of 7.6 percent
over the previous year.
Recommendation

SUBJECT: Department of Public Works Water Utilities Fleet Replacement
On behalf of the Water Utilities Section I am requesting the replacement of unit FEL4 a 1999
710D combination backhoe front end loader with 4,432 hours showing on the hour meter, and
has been deferred for scheduled replacement for four years.
The unit is still in working order and is used for various projects within the Village, recent
extensive repairs to the hydraulic system has pushed the maintenance cost for this unit past
where it would be wise to extend the life span any further. Operational requirements of the
Water Section also dictate a more compact and maneuverable replacement is warranted.
After extensive research and testing by Water Section management and staff the recommended
a 2018 JCB 4Cx14 Super, a combination backhoe loader, equipped with side shift, extension
boom, all wheel steering and other options to suite the needs of the Section. The most notable
changes will be the ability to side shift the backhoe and all wheel steering, giving operator's
better options when setting up work sites to limit restoration of surrounding landscape features.
It is my recommendation to join National Joint Powers Alliance, contract #042815-JCB and
purchase a 2018 JCB 4CX14 to replace FEL4 with compactor attachment at a contractual cost
of $136,613.00.
Unit FEL4 will be sold for asset recovery.
