Casstevens, Chief of Police DATE: January 25, 2016 SUBJECT: OVERNIGHT PARKING BAN There has been much discussion recently regarding the village ordinance regulating overnight parking. Our current ordinance has been in effect since 1976. The ordinance states: -11-1308 - No parking streets and areas. Except when necessary to avoid conflict with other traffic, or in compliance with the law or the directions of a police officer or official traffic control device it shall be unlawful for any person to permit any vehicle to park or stand in the following locations: 1. On any street in the Village between the hours of two a.m. and six a.m. on any day. The Chief of Police, or designee, is authorized and empowered to make and enforce regulations establishing parking permits to cover emergencies or special conditions in connection with overnight parking on Village streets. There have been a few complaints from citizens regarding the ordinance and questioning the need for it. Ordinances such as this are typically placed in effect for the following reasons: 1. Keeping the streets clear of vehicles for overnight snow plowing. 2. Prohibiting overnight parking often reduces the number of autos that are abandoned or in a state of disrepair, parked on village streets. 3. During the nighttime hours, it is easier for a police officer on patrol to note a vehicle that may be out of place and possibly involved in crime. 4. Prohibiting overnight parking makes it easier for residents to notice suspicious vehicles in their neighborhood. A recent survey was conducted (attached) of 24 communities served by the Northwest Municipal Conference relative to their overnight parking bans. There were 19 of the 24 communities that have an overnight parking ban in place. Packet Pg. 3 2.A.a As stated in the ordinance, the police department routinely allows special permission for residents to park vehicles on the street overnight. Our database shows the following number of individual special parking permissions granted over the past 3 years: 2013 4,015 2014 4,308 2015 3,877 Additionally, the police department has a process to grant annual parking permits to residents who have more vehicles than their driveways can accommodate. These annual permits are very tightly controlled by the Traffic Unit. If a resident requests an annual permit, a Traffic Officer will meet the resident at their home and review how many vehicles are at the residence, who owns them, how much garage space is available and how much driveway space is available. If the homeowner is using their garage for storage, they will not be granted a permit. The department only issues about 25-30 permits a year. The department strictly enforces the overnight parking ban. The following number of ordinance citations were issued over the last 3 years. I am pleased provide a planning update for the event. Site: As you are aware, Rylko Park has been selected as the permanent site for the BG Days event. The committee is working on fine-tuning the event layout in an effort to best position the various activities and attractions. The attached site plan provides a general vision of the proposed layout and includes the designated evacuation shelters. One area still under review is the possible use of the grass parking area at the northwest corner of the site immediately to the west of the south driveway. We are currently working with the Park District to secure the use of that area. A meeting of the BG Days Relocation Committee is expected to be scheduled for early February. Set Up/Tear-Down: Site set up and tear down will occur much in the same way as it has in the past. PW staff and Park District staff will be working collaboratively to make sure that the necessary site preparations are in place for the event. Intergovernmental Agreement (IGA): As part of the effort to move the event, the Park District had requested that the Village put together a document to enumerate the responsibilities of the parties. While the event has been very successful over its 42-year life, there had never been a formal written agreement between the Village and the Park District. A draft IGA was developed and on January 13rh Village Staff met with Park District Staff to review draft agreement and discuss various issues concerning the event. We are currently waiting for the Park District's review comments. Budgeting/Planning: The budget for the FY 2016 Buffalo Grove Days Event is $35,000. This amount is the Village's net expenditure after accounting for revenues received from the carnival and BGLCC Chamber of Commerce for contractual obligations. This amount does not account for employee labor costs. Those expenditures are covered through the respective department's operating budget. Packet Pg. 8 2.B.a The gross event budget is $150,245 broken down as follows; Expenditures — (fireworks expenditures excluded) Entertainment 38,000 Parade Expenses 8,150 Transportation Expenses 10,645 Advertising 4,450 Equipment Rental 60,000 All Other Expenditures 9,000 Total Expenditures 130,245 Due to the site relocation and logistical issues with fireworks, there will be no display. If desired, the cost of the show ($20,000) can be reallocated to enhance the event in other ways. Accordingly, there have been some discussions about reallocating those funds to the entertainment budget to help bring in larger musical headliners. Staff met with BG Days Committee members to discuss options as to how best to use the additional funds to enhance this year's event. About $4,000 of the available $20,000 will be used to procure improved restroom facilities. The additional amount of $16,000, if added to the entertainment budget, may allow the committee some flexibility in acquiring talent. Another option would be to add a laser light show to replace the fireworks show. The light show would be choreographed to music and would last about twenty minutes. The cost would be in the range of $10,000 to $20,000. The BG Days Committee Chair Paulette Greenberg will be at the Committee of the Whole Meeting on Monday. Karen Dannenberg will be putting together a cost sheet that better outlines the cost ranges for the various levels of musical talent. Staff will be looking for direction from the Village Board to use the savings from the fireworks show to reduce the cost of the event, reallocate funds, and/or appropriate additional funds for the event. Vendors: The following Vendors are currently under contract for Buffalo Grove Days 2016. North American Midway Entertainment will conduct the carnival and related events. Indestructo will be providing tents, tables, and chairs. Illini Power Products will be providing generators and lights towers as they have in past years. As discussed above, Melrose Pyrotechnics has been informed that there will not be a fireworks display for Buffalo Grove days this year. Dropzone portable toilets is under contract to provide portable restrooms for the event but we are looking into the possibility of adding a large trailer from another provider (details are attached). Packet Pg. 9 2.B.a American Mobile staging has provided us with a contract for the event this year quoting us with a stage the same size as in previous years (40'x24'). Staff did request a quote for a larger stage (40'x40') but the cost is nearly double at $16,600 and it would also drive up the costs for the sound and lighting vendor (Diversified Audio). Diversified Audio has been contacted and we are awaiting a quote. Transportation/Public Safety: On October 13, 2015, Park District Staff and representatives from the Fire Department met on site to review evacuation plans and the availability of buildings for use during an evacuation. Based upon that meeting and the cooperation of the Park District, it has been determined that there is enough available indoor space to provide adequate protection in the event of an emergency. The Fire Department is currently working on an evacuation plan as part of their normal event planning process. The Police Department is working on a revised parking and traffic plan. Currently there are two versions of the plan; one with on -site parking in the grass area at the northwest corner of the site adjacent to the south driveway and one without. Once a decision has been made with respect to this area, Police can finalize their plan accordingly. Bus routes, which will include different park and ride areas than prior years are currently under review. Once a revised parking plan and bus routes have been solidified, staff will request First Student to provide a revised quote for shuttle services. Next Steps: At this point in the process, the major decision for the Board to consider the re -allocation of the funds dedicated to the fireworks display to the entertainment budget. The BG Days Committee is tentatively scheduled to have its first meeting March 8"'. The BG Days Relocation Committee will begin meeting in early February to finalize the relocation logistics and site issues associated with the event. The application was launched mid-2013 with none of our partner entities attending the formal launch. Application Functionality Since the launch of the application, there has been little interest or use of the application. The application itself is static rather than interactive. It simply has a listing of elected officials and staff contacts information, an aggregated calendar (that may or may not be accurate depending on how governments place items on their website's calendar), a combined newsfeed, and combined Twitter feed. It also has a link to the Village's Facebook page. Finally, there is a contact feature where someone can submit a question or comment and send a photo along with it. Use of Application The application has not "caught -on" or been used heavily. Constituent Outreach Services indicates that there are currently 1,117 active installations of the app. This simply means that someone has downloaded the app on a device such as a phone or tablet. To give some context to the actual use of the application, since its launch in 2013 the Village has received three comments/questions from the application (the Village is the clearinghouse for all comments/questions including those for our partner agencies). The Village has not received a comment/question in at least a year and a half. Some of the information on the application is outdated because it is hard to update and we have to rely on the application provider to do so. Staff and elected official information is not currently correct. Recommendation Staff recommends elimination of the mobile application. Our partner entities have not been engaged in the application and the application itself is static and not very useful or user friendly. Since the launch of social media, the Village has been able to communicate much more efficiently and timely with a large number of residents and community members. As an example, the post regarding the Police Department's effort to collect bottled water for Flint, Michigan was posted on 1/25/16 at 12:42 p.m. and as of 1/27/16 at 3:00 p.m. the post has -1- Packet Pg. 14 2.C.a reached 3,702 people and has 129 likes, comments, and shares. Staff feels that the Village is reaching more people through social media and our other communication mediums such as the e- news and newsletter and more attention should be focused there. The application has a cost of $3,000 per year that is only shouldered by the Village. The Plan is meant to be a long-term guide in developing and implementing policies that will position the community for economic development opportunities now and in the future. The Economic Development Steering Committee approved the Plan at its January 215t meeting and recommends the Plan for adoption by the Village Board. The Plan and the 2016 Implementation Work Plan is attached for your review. SUMMARY ECONOMIC DEVELOPMENT STRATEGIC PLAN The Plan begins with the Introduction, which is followed by three (3) sections that correspond with the plan's major themes of Economic Growth, Land Use & Development and Quality of Life. The Plan concludes with the Implementation Matrix, which summarizes the policy and program recommendations. The following is a brief summary of the Plan. Introduction The Introduction presents the Plan's process and content. It outlines the definition of economic development and the need to align three (3) key players: a willing property owner, a viable business and a proactive municipality. This section also discusses the how the Plan incorporates and builds upon Village, county, and regional initiatives. Finally, the Introduction discusses public participation strategies and findings, and discusses the plan's development process. Section One: Economic Growth Goal: Buffalo Grove will maintain, strengthen, and grow its businesses and employment, and continue to be a key employment center fbr the region. Key findings: • The Village has a sizeable employment base of 20,000 workers and manufacturing industry is the economic engine. • The high concentration of advanced manufacturing is beneficial to the Village's economy and offers an area for economic growth. Buffalo Grove and the region are facing mounting employment challenges including a growing jobs -housing spatial mismatch in Buffalo Grove along and a widening workforce gap. Recommendations and Actions: Improve communications and relations with businesses, property owners, and the development community. Enhance support to local businesses. Example action steps include improving administrative forms and processes, recognizing both new and existing businesses, and connecting businesses with appropriate resources. 3. Broaden and enrich the labor pool for local businesses. Action steps associated with this recommendation include facilitating workforce development partnerships, increasing awareness of the advanced manufacturing industry, and enhancing workforce accessibility. Section Two: Land Use & Development Goal: Buffalo Grove will sustain and grow its economic base with new, redeveloped, improved, and maintained commercial development and infi^astructure that are functional, appealing, and contribute to the Village's competitive position. Key. findings: • The Village has 10 million square feet of commercial (industrial, office, and retail) space and an overall vacancy rate of 7%. This space tends to be clustered in various subareas across the Village. • Industrial and flex space make up the bulk (63%) of the commercial space and has a low vacancy rate of 3.4%. • Office vacancy is at 16.6% and retail is at 13.2%. • Areas for retail growth include food and dining establishments, general merchandise stores, vehicle sales and building material sales. Recommendations and Actions: 1. Create a vision for the community. Example action steps include updating the Comprehensive Plan, developing a vision for subareas such as Lake Cook Road corridor and Prairie View, and evaluate opportunities to expand municipal boundaries. 2. Update the Buffalo Grove Municipal Code. Action steps include developing a unified development ordinance, updating the Zoning and Sign Codes, and modernizing other sections of the Municipal Code as needed. 3. Facilitate commercial development and redevelopment opportunities. Action steps associated with this recommendation include creating an inventory of commercial properties, refining the development and permit processes, and continuing to offer economic development incentives as appropriate. 4. Encourage environmentally sustainable retrofits and development. Action steps include promoting energy efficiency programs and establishing sustainable standards. Section Three: Quality of Life Goal: Buffalo Grove will maintain and enhance services, amenities, resources, and partnerships so to foster a vibrant, livable, and desirable community in which to live, work, and play. The majority of the units are single-family and owner occupied. • Buffalo Grove residents are generally highly educated, white-collar residents with high household incomes. • The Village's schools, parks, police and fire departments are some of the community's most treasured assets. Recommendations and Actions: 1. Maintain and enhance the Village's housing stock. Action steps include exploring housing options for a wider population including millennials, empty -nesters, and young families and continuing to participate in the Northwest Suburban Housing Collaborative. 2.
