issues that are relevant to Village business. All members of the public addressing the Village
Board shall maintain proper decorum and refrain from making disrespectful remarks or comments
relating to individuals. Speakers shall use every attempt to not be repetitive of points that have
been made by others. The Village Board may refer any matter of public comment to the Village
Manager, Village staff or an appropriate agency for review.

President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to
the Flag.

Trustee Ottenheimer read a Proclamation recognizing Aniket Nuthalapati's accomplishments in the 2015
Scripps National Spelling Bee and noting the pride that he has brought to Buffalo Grove. Aniket
Nuthalapati was then congratulated by the audience and the Board.
Veterans in the audience came forward as President Sussman read a Proclamation commending Lake
County Honor Flight for their service to the veterans of Buffalo Grove. The Veterans who participated in
the Honor Flight were heartily congratulated and thanked by the audience and the Board.
VILLAGE MANAGER'S REPORT
Chief Casstevens was scheduled to provide an update on the Special Olympics fundraising this evening,
but since the Chief is unavailable, the report will be postponed until a later date.
TRUSTEE VACANCY
President Sussman appointed Joanne Johnson to the position of Trustee for the unexpired vacant term
ending April 30, 2017.
Moved by Berman, seconded by Trilling, to concur with President Sussman's appointment. Upon roll call,

Judge Charles Johnson of the Nineteenth Judicial Circuit Court of Lake County noted that he is honored to

BOARD AND COMMISSION APPOINTMENTS
Moved by Ottenheimer, seconded by Stein, to approve the appointment of Board, Commission and
Committee members for a one-year term ending April 30, 2016, details of which are contained in Board

TRUSTEE REPORTS
Trustee Berman thanked everyone for their support of another successful American Cancer Society Relay
for Life which has raised over $82,000 to date. The Village team raised over $3,500, and there is still time
to donate to help fight this disease. The Buffalo Grove Relay is coordinated by our students at Buffalo
Grove and Stevenson High Schools, who work tirelessly together on this event, and Trustee Berman noted
how proud we are of their efforts.
Trustee Trilling announced details regarding the Bar-B-Que Challenge to be held during the 2015 Buffalo
Grove Days event.
Trustee Stein reported on the 2015 Buffalo Grove Farmer's Market which opened the season this past
weekend.

RESOLUTION #2015-212 — INTERGOVERNMENTAL AGREEMENT
Moved by Weidenfeld, seconded by Berman, to pass Resolution #2015-22, considering an
Intergovernmental Agreement with the Village of Long Grove.
Mr. Stilling reviewed the proposed resolution, details of which are contained in his memo to the Board of
June 10, 2015.
In answer to a question from Trustee Johnson, Mr. Stilling confirmed that the proposed agreement will not
have a negative effect on Village staff.
Mr. Bragg thanked Mr. Stilling and his team for putting this together, as it is intergovernmental cooperation
which is a benefit to everyone.

Trustee Johnson stated that she has a relative employed by Manhard Consulting, and although she does not
have a statutory conflict, she will recuse herself from discussion in order to avoid any appearance of
impropriety.
In answer to a question from Trustee Weidenfeld, Mr. Bragg confirmed that the proposed agreement is
subject to final review by the Village Attorney.

ARBORETUM CLUB
WHEREAS, Golf is a sport enjoyed by millions of Americans as a healthy and
wholesome sport, exercise and outdoor activity; and
WHEREAS, Golf is very popular in Northeastern Illinois with many courses providing a
broad variety of choices for our citizens and visitors; and
WHEREAS, The Arboretum Club is one of Lake County's premier golf clubs, providing
an eighteen hole championship course laid out over 100 acres of rolling bent grass
fairways bordered by a large variety of trees and wildflowers; and
WHEREAS, The Arboretum Club with ample landing zones and wonderful conditioning
is a course that can be enjoyed by all levels of players; and
WHEREAS, The Village of Buffalo Grove has a proud tradition of recognizing those
whom perform at the upmost level of competition; and
WHEREAS, Geoff Tollefson set a new Arboretum Club course record with a score of 65;

The overall objectives of the department is to maintain the physical quality of two .8-Hole golf courses, a driving range and practice
areas in a manner that is acceptable to the patron and to enhance the enjoyment of the game. Pro Shop activities provide support
services to the patron in the form of a retail activity.

Grove's membership revenues were up 30%) respectively. On the expense side, the golf department is currently showing a
16% increase, which is comprised of normal off-season expenses, as welt as the first contract payrnent to Reliable Property
Services. IDue to the timing of the first contract payment (March 2015), this escalated the total overall expenses but will show
reductions in the coming quarter reports. The dramatic increase in cart fee revenue is attributed to the Courses being able to
open on an earlier date in 2015�

Funding Policy for Police and Firefighters' Pension Funds

Staff recommends approval.
The financial objective of a defined benefit pension plan is to fund the long-term cost of benefits provided
to plan participants. In order to assure that the plan is financially sustainable, the plan should accumulate
adequate resources in a systematic and disciplined manner over the active service life of benefiting
employees. This funding policy outlines the method the Village will utilize to determine it's actuarially
determined contribution to the Buffalo Grove Police and Firefighters' Pension Funds to fund the long-term
costs of benefits to the plan participants and annuitants.
Staff believes that this funding policy meets the guidelines for state and local governments set by the
Pension Funding Task Force convened by the Center for State and Local Government Excellence.
Both pension fund boards have reviewed the policy and concurred with the representations in the
document.

.
The Governmental Accounting Standards Board (GASB) has issued new standards (GASB 67/68) that
have become effective as of June 2014. These new standards will cause some confusion over pension
calculations. The confusion will center over how the calculations will be used.
From a budget standpoint, the calculation determines the appropriate annual contribution to the
pension fund. This would include the employee and employer contributions, interest income,
annuitant payments and professional service expenses. This calculation would include the actuarial
determined property tax levy amount.
From the perspective of the comprehensive annual audit, a calculation of unfunded liability will now
be on the balance sheet. In the past, the annual required contribution (ARC) was calculated and was
only reported in the notes to the financial statements. There was nothing reported on the balance
sheet unless the ARC was negative. A negative ARC is the result of under -funding the actuarial
recommendation. The ARC was a cumulative amount that reported entities over, or under -funding,
of an actuarially determined contribution amount. Now the unfunded liability will be reported in the
Governmental Wide Financial Statements.
From the perspective of bond ratings, the ratings agencies use their own calculations to determine
the pension obligations to determine a government's credit worthiness. The bond rating calculations
of the unfunded pension obligations will be typically much higher than an actuary's determination
In response to the accounting changes and the likely ensuing confusion over what will be reported in
financial statements, it is in the best interest of the Village to adopt pension funding policies. The
policies explain the purpose and methodologies behind the annual required contribution. The major
tenets of the policy address:
1. How the contribution is determined.

2. Funding discipline and the need to ensure sufficient assets are available for all current and
future retirees.
3. Intergenerational equity and the desire to match current employees' costs with the
generation that receives the benefit.
4. Contribution as a stable percentage of payroll to promote consistency in funding.
5. Accountability and transparency to allow clear reporting of the status of pension funding.
The purpose of the policy is to set a course for funding that is meaningful and not subject to annual
economic or non -economic fluctuations that could place pressure on either the upward or downward
revision of actuarial assumptions. These polices will be reviewed at least on a five year cycle.
Attached is the pension funding policy that will apply to both the Police and Firefighters' Pension
Funds.

A RESOLUTION ADOPTING A PENSION FUNDING POLICY
FOR THE POLICE AND FIREFIGHTERS' PENSION FUND
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of
1970; and
WHEREAS, the Government Accounting Standards Board (GASB) has issued new standards (GASB
67/68) for pension reporting; and
WHEREAS, the Village has annually met its employer pension obligations; and
WHEREAS, this policy reflects the Village's current practices and assumptions for determining its
annual contribution, known as the Actuarially Required Contribution (ARC); and
WHEREAS, the GASB standard does not require the Village to change its current funding practices;
rather, it requires the Village Board to approve a policy documenting current practices.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows:
Section 1. The President and Board of Trustees of the Village of Buffalo Grove adopt a Resolution
adopting a Pension Funding Policy for the Police and Firefighters' Pension Fund.
Section 2. This policy will be reviewed, at minimum, every five years. The Village does reserve the
right to make changes to this policy any time if it is deemed appropriate.

This policy applies to the calculation of the Village of Buffalo Grove's annual required contribution
(ARC) to the Buffalo Grove Police and Firefighters' Pension Funds, a police and fire pension trust fund
organized under Article III and Article IV of the Illinois Pension Code.
2.0 Background
The financial objective of a defined benefit pension plan is to fund the long-term cost of benefits
provided to plan participants. In order to assure that the plan is financially sustainable, the plan
should accumulate adequate resources in a systematic and disciplined manner over the active
service life of benefiting employees. This funding policy outlines the method the Village will utilize to
determine its actuarially determined contribution to the Buffalo Grove Police and Firefighters'
Pension Funds to fund the long-term costs of benefits to the plan participants and annuitants.
The Village believes that this funding policy meets the guidelines for state and local governments set
by the Pension Funding Task Force convened by the Center for State and Local Government
Excellence. The guidelines set by this task force outline the following objectives for pension funding
policy:
• Actuarially Determined Contributions. A pension funding plan should be based upon an
actuarially determined annual required contribution (ARC) that incorporates both the cost of
benefits in the current year and the amortization of the plan's unfunded actuarial accrued
liability.
• Funding Discipline. A commitment to make timely, actuarially determined contributions to
the retirement system is needed to ensure that sufficient assets are available for all current
and future retirees.
• Intergenerational equity. Annual contributions should be reasonably related to the expected
and actual cost of each year of service so that the cost of employee benefits is paid by the
generation of taxpayers who receives services from those employees.
• Contributions as a stable percentage of payroll. Contributions should be managed so that
employer costs remain consistent as a percentage of payroll over time.
• Accountability and transparency. Clear reporting of pension funding should include an
assessment of whether, how, and when the plan sponsor will ensure sufficient assets are
available for all current and future retirees.

3.0 Policy
3.1 Village Annual Required Contribution (ARC)
The Village will determine its ARC to the Buffalo Grove Police and Firefighters' Pension Funds
using the following principles:
a) The ARC will be calculated by an enrolled actuary.
b) The ARC will include the normal cost for current service and amortization to collect or
refund any under- or over -funded amount.
c) The normal cost will be calculated using the entry age normal level of percentage of
payroll actuarial cost method using the following assumptions:
i. The investment rate of return will be 7.00% per year.
ii. The salary increase assumption will be 5.00% per year.
iii. Non -economic assumptions, such as rates of separation, disability,
retirement, mortality, etc., shall be determined by Village
management in consultation with the actuary to reflect current
experience.
d) The difference between the accrued liability and actuarial value of assets will be
amortized to achieve 100% funding in the year 2040 (a 30 year closed period that
began in 2011) based on a level percentage of payroll.
e) Actuarial assets will be determined using market valuation.
The Village will make its actuarially determined contribution to the Buffalo Grove Police and
Firefighters' Pension Funds as property tax distributions are received from Cook and Lake
Counties. The majority of those contributions will be in March and July for Cook County and
June and September for Lake County.
3.2 Transparency and Reporting
Funding of the Buffalo Grove Police and Firefighters' Pension Fund should be transparent to
vested parties including plan participants, annuitants, the Buffalo Grove Police and
Firefighters' Pension Board of Trustees, the Village Board, and Buffalo Grove residents. In
order to achieve this transparency, the following information shall be distributed:
a) A copy of the annual actuarial valuation for the Buffalo Grove Police and Firefighters'
Pension Funds shall be made available to the Village Board and the Buffalo Grove
Police and Firefighters' Pension Fund Board of Trustees.
b) The Village's Comprehensive Annual Financial Report shall be published on its
website.
c) Each year, the Village Board shall approve the Village's annual contribution to the
Buffalo Grove Police and Firefighters' Pension Funds.
d) The Village's annual operating budget shall include the Village's contribution to the
Buffalo Grove Police and Firefighters' Pension Funds as well as a budget for the
Buffalo Grove Police and Firefighters' Pension Funds. The budget for the Buffalo
Grove Police and Firefighters' Pension Funds are controlled by the Buffalo Grove

Police and Firefighters' Pension Board of Trustees, in accordance with state law. The
budget document shall be published on the Village website.
3.3 Review of Funding Policy
Funding a defined pension plan requires a long-term horizon. Assumptions and inputs into
the policy should focus on long-term trends, not year-to-year shifts in the economic or non-
economic environments. Generally, assumptions or inputs should be evaluated and changed
if long-term economic or non -economic inputs have fundamentally changed or are no longer
reasonable. As such, the Village will review this policy at least every five years to determine if
the changes to this policy are needed to ensure adequate resources are being accumulated
in the Buffalo Grove Police and Firefighters' Pension Funds. The Village reserves the right to
make changes to this policy any time if it is deemed appropriate.

Background
Cooper Middle School is seeking approval to replace their existing sign with a new sign located closer
to the intersection of Arlington Heights Road and Plum Grove Circle. Pursuant to the Sign Ordinance,
the following variations are required:
1. Variation to exceed sixteen (16) square feet in area;
2. Variation to exceed five (5) feet in height;
3. Variation to not place the sign flat against the building, and,
4. Variation to allow the sign to be located within the required building setback area.
Planninu & Zonin2 Commission (PZC) Recommendation
The PZC voted 8-0 recommending approval of the sign variation request subject to the following
conditions:
1. The sign is to be installed in accordance with the plans attached as part of the Ordinance
granting a variation.
2. The sign shall not be illuminated between the hours of 10:00 p.m. and 6:00a.m.
3. The sign shall be setback a minimum of fifteen (15) feet from the west property line and thirty
(30) feet from south property line.
Three (3) objectors appeared at the meeting and spoke in opposition of the sign expressing concerns
about the size of the sign and potential sight obstructions. Based upon the concerns raised at the
hearing, the PZC recommended condition #3. The petitioner has agreed to the added conditions.
Subsequent to the PZC meeting, staff received one (1) additional email objecting to the size of the
sign. That email is included in the Board packet.
ACTION REQUESTED
Staff recommends that the Village Board approve an Ordinance granting the requested variations to
allow the relocation and installation of a new ground sign at Cooper Middle School, 1050 Plum Grove
Circle.

Zoning Regulations
Pursuant to the Village's Sign Code, the maximum height of freestanding sign shall not exceed 5' and
the maximum area shall not exceed 16 square feet. It should be noted that a recent ruling by the
Illinois Supreme Court found that Municipalities may apply both zoning and signage regulations upon
public schools. Up until this recent ruling, the Village did not regulate signage for Public Schools.
Summary of Findings
Based on the above inventory, the average height and area of a ground sign on school property is
approximately 6'6" and 27 square feet in area. For comparative purposes, the proposed Cooper
Middle School sign is 8'6" in height and 32 square feet in area.

GRANTING VARIATIONS FROM CERTAIN SECTIONS
OF THE BUFFALO GROVE SIGN CODE
Cooper Middle School, 1050 Plum Grove Circle, Buffalo Grove
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, the real property ("Property") hereinafter legally described is zoned in the
R-5 Residential District and is commonly known as Cooper Middle School, 1050 Plum Grove
Circle, Buffalo Grove, Illinois; and,
WHEREAS, request is being made by Michael Sauer, on behalf of Community
Consolidated School District 21/James Fenimore Cooper Middle School, for variations to
Section 14.16.010 of the Village Sign Code (Title 14 of the Buffalo Grove Municipal Code) to
exceed sixteen (16) square feet in area, to exceed five (5) feet in height, to not place the sign flat
against the building, and to allow the sign to be located within the required building setback area
for the purpose of relocating and replacing the ground sign that is currently located along
Arlington Heights Road to an area further south on the parcel to improve visibility, and;
WHEREAS, the Planning & Zoning Commission held a public hearing at which it
received testimony on the requested variations; and
WHEREAS, the Planning & Zoning Commission made certain findings of fact, made a
positive recommendation for the variations, and prepared minutes of the public hearing; and
WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby
determine and find that the requested sign variations are in harmony with the general purpose
and intent of the Sign Code (Title 14 of the Buffalo Grove Municipal Code) , and that (1) the
requirements of the Sign Code would cause undue and unnecessary hardship to the sign user due
to the following unique or unusual conditions pertaining to the property in that the current
location of the ground sign set so far to the north of the entrance to the school off of Plum Grove
Circle, has caused the current ground sign to be ineffectual in identifying the entrance to passing
motorists looking for the site; and the chain link fencing that is installed along Arlington Heights
Road effectively blocks the visibility of a smaller sign, (2) the granting of the requested
variances will not be materially detrimental to the property owners in the vicinity, (3) the unusual
conditions applying to the specific property do not apply generally to other properties in the
Village, and (4) the granting of the variances will not be contrary to the general objectives of the
Sign Code of moderating the size, number and obtrusive placement of signs and the reduction of
clutter.

hereto as Exhibit C, the Planning & Zoning Commission held a public hearing regarding
the proposed variations on Wednesday, June 17, 2015 at the Village Hall, 50 Raupp
Blvd., Buffalo Grove, IL 60089 at 7:30P.M.
The applicant, Michael Sauer, on behalf of Community Consolidated School District
21/James Fenimore Cooper Middle School, testified at the hearing and presented
documentary evidence.

Michael Sauer (architect for school district) said that this summer various schools in the
district were being replaced. The ones in Wheeling were done, but Cooper was in Buffalo
Grove. The existing signage was currently far back and near a tree. The new sign would
be further out made of face brick masonry. He reviewed the placement of the sign and
showed this on the street view. The purpose of the new sign was to update the look and
would also give drivers a better visibility to see the sign and make the turn if needed. On
Arlington Heights Road, the existing sign was set too far in, but the school didn't want to
move it too close to the street either. They were looking to balance this. He described the
dimensions and design of the new sign.

Commissioner Goldspiel thought that this was a good idea as people from all over were
coming and needed to see where the school was. He asked if this would be one or two
sided; Mr. Sauer said that this would be two-sided. Commissioner Goldspiel also asked
for a greater description of the sign. This was described in detail. Commissioner
Goldspiel asked how the lighting would work. Mr. Sauer said that the lighting would be
on a concrete post and slightly recessed to wall wash. He confirmed that this would
match the Cooper color and would light the sign without glare to drivers. There was
further discussion regarding the specifications.
Commissioner Lesser asked what the hours of illumination would be, and if it would be
possible to be on a timer. Mr. Sauer said that this was initially discussed as being lit from
dusk to dawn (or based on light). He would have to confirm with school district if this
could be discussed to turn off after a late night. Mr. Sauer said that the school wanted
drivers to see this in the winter and late hours.
Commissioner Cesario said that from the south to the north, there was fencing along
Arlington Heights Road, so he could see why this was frequently missed. He appreciated
the school looking to put it in a better location. He asked if the new location was still on
the southwest corner, but Mr. Sauer said that he was willing to discuss the final location.
Commissioner Cesario asked if approval could be given without a finalized location, and
Staff confirmed that it could with the parameters set. Mr. Sheehan said public comment
had been received.
Commissioner Moodhe asked how many lights would be installed. Mr. Sauer said that
there would be lighting on both sides, but he was not sure how many. He confirmed that
the sign was solid from top to bottom and would draw power directly from the school.
Originally, having the lights solar powered was looked into but turned out not to be
aesthetic. Commissioner Moodhe asked if the Village Engineer thought that the line of
sight changed. Mr. Sheehan said that this change would improve the line of sight.
Commissioner Khan asked why the sign was placed where it was. He understood how
this was easily missed, so he was glad to see it moved. However, the light was a concern
because of the residential homes across the street, so he was in favor of having a time for
it to turn off. Even though it was not pointed at the houses, he felt that this would be a
distraction. When Buffalo Grove High School put the sign at Dundee and Arlington
Heights Road — it was overwhelming, but residents got used to it. Mr. Sauer said that the
location of the sign was mostly to try and assist with directions.
Commissioner Goldspiel asked what part of the property belonged to the school district
versus the park district. Mr. Sauer said that if a line was drawn from the main north edge
of Cooper to Arlington Heights Road, this was the edge of the property. This sign was
right against the northwest corner of the school's property. Commissioner Goldspiel
asked to confirm that the old sign would be taken down; Mr. Sauer said it would.

Bobby Babbott said that when talking to the neighbors, it wasn't originally spelled out
what was going to be done. Residents were not expecting to see a large monument sign.
She was concerned about line of sight when trying to pull out onto the street. She asked
why a street sign could not be erected by the pumping station instead of a large
monument sign.
Mr. Sheehan said that the concerns received were with the position of the sign in relation
to the fence on Arlington Heights Road. The Village Engineer did not feel that the
original proposed condition would create a line of sight problem; and the current
condition made this even better.
A resident that lived just east of Cooper Middle School said that westbound on Plum
Grove Road there was a large embankment. If a car stopped at the white line, they would
have to advance further forward to see oncoming traffic. He felt seeing the sign would be
difficult for the same reason. He also said that snow plows piled the snow high along this
street as well. The speed limit was 35 mph through there, and he was concerned about
drivers needing to see this with enough time to turn. He also suggested a street sign but
said that with GPS and Google maps, the school could be found. He did not feel the
monument sign helped enough with finding the school. He also felt changing the letters
might help. He was okay with the lighting of the sign but had problems with the location.
Mr. Sauer said that a monument sign for the school was not meant to be directional. He
agreed that having a sign ahead of the intersection was a good idea.
Commissioner Goldspiel asked who was responsible for signs along the streets. Mr.
Sheehan said he would check into that as it depended on who owned the portion of the
roadway.
Commissioner Cohn asked if the public notice was in the packet. Mr. Sheehan confirmed
that the public notice was the standard notification. Commissioner Cohn asked if this was
detailed enough. Mr. Stilling said that the intent of the notice was to allow residents to
make inquiries if needed. He also noted that the location of the sign was based on sign
specifications. Commissioner Cohn asked what other response was given. Mr. Stilling
said that phone calls received seemed to be just general inquiries.
Commissioner Lesser asked if the hours of illumination could be settled. Mr. Sauer did
not feel that this would need to be lit past 1 Opm. Morning illumination might be able to
start around lam.
Daniel Rebbelt said that the line of sight issues were seeing the sign and seeing traffic
when coming out of Plum Grove Circle. He also agreed with putting up a street sign.
Commissioner Moodhe asked how close the present sign was to Arlington Heights Road.
Mr. Sheehan did not know. Mr. Sauer felt it was about five feet off the fence line, the
fence was five feet from the sidewalk, and there were a couple additional feet from the
fence for a total of about 15 feet. There was some discussion regarding this.

Commissioner Goldspiel said that traveling north on Arlington Heights Road when it was
changed to four -lanes, it moved east, and in doing so, there was a tall embankment along
the sidewalk. It was requested that a fence be put up between the sidewalk and
embankment. He understood the view block, and so he supported the idea of having
advisory signs. If it was possible to re -engineer that in the future, he would support it.
Mr. Sauer said that he and the school were willing to talk about anything that could be
done to work this out and determine a final location.
There being no further comments or questions from anyone else present, Chairman Smith
closed the public hearing at 9:32pm.

Commissioner Goldspiel stated that he was in support of the motion. He said that the line
of sight issues had been resolved, and the appearance of the sign would be an
improvement from what was there now. He felt it would be an asset to the community,
and he hoped someone would get in touch with the appropriate authorities regarding a
street sign to alert people of the upcoming school. Mr. Stilling said that he would look
into this.
Commissioner Khan added regarding the jurisdiction of Arlington Heights and Dundee
Roads that this was Cook County. He said that the county might need to approve a street
sign, but the Village would likely have to pay for it.

HI Brian,
Thanks again for all of the information you shared with me about the sign variance for Cooper Middle
School. Below is the email that I sent to the entire board and I truly hope they will vote to make the sign
no more than six feet high.
I am writing to share my strong objection to Cooper Middle School's request for a sign code variance in
order to put up a new sign that is over 8 feet tall. As I am sure you are aware, the school is surrounded
on all four sides by homes, and therefore the school should have signage that fits into the environment,
not a large oversized sign that looks like it belongs in a commercial setting.
I live across the street from Cooper, and while I do have a fence, when I sit in my yard I can still clearly
see the trees and such at Cooper. I have spent tens of thousands of dollars to build a backyard oasis for
my enjoyment and to increase my property value. If they are allowed to put up a sign that is eight feet
tall it will ruin a large part of my view and make my backyard look more like a commercial space,
thereby decreasing my property value. While I understand that they want to put up a sign that is easier
for people to see, I don't feel it needs to be 8 feet high. They could accomplish the same thing with a
sign that is 5 or 6 feet high and that would then be a height that would not be an eyesore in this
residential area.
I hope you will take my concerns into serious consideration and will not allow Cooper to install such a
tall sign. Thank you for your time and consideration.

Staff recommends approval.
AEC is a quality service provider handling both the sales and maintenance of emergency equipment. As
noted in the attached letter, AEC is the sole source provider of the requested Holmatro extrication
equipment in the Illinois area.
Fire Staff have trained to use these specific tools. In order to prevent the potential for confusion and
unfamiliarity for Firefighters during high stress situations it is recommended by the Fire Department that
these specific tools be acquired by the Village for rescue operations. Beyond the safety hazard concern,
the service or maintenance of different types of equipment would make it difficult and more costly to
repair.
Funds for the purchase of fire emergency extrication equipment have been budgeted for within the 2015
Village budget.
Staff recommends a waiver of bids and authorization to purchase fire emergency extrication equipment,
at a price not to exceed $24,024.00 from AEC in Springfield, IL as detailed in the attached proposal.

Following the winter of 2014-2015 staff observed visible depressions in the roof panels on the salt dome.
In May, the roof was inspected by the dome manufacturer and has been determined to be structurally
unsafe for use. The report from the manufacturer is attached. Staff is seeking authorization to bid for a
replacement structure.

Re: Salt Dome Inspection
Mr. Beitzel,
Dome Corp. performed an inspection of your existing salt dome on May 181h, 2015. The dome is a low profile 80'
dia. dome with 6' concrete walls that was built in the 1980's. Based upon our investigation we offer the following
findings:
1) Overall the dome superstructure is in very poor shape.
2) There are numerous areas were panels are damaged and there are several sags in the structure as well
3) There is water damage throughout the panels.
4) The overall integrity of the dome structure is severely compromised.
5) The roofing on the dome is in repair or replacement.
6) The concrete ring wall looks to be in decent shape.
Recommendations:
The dome superstructure should be replaced. In its current condition, the structural integrity of the dome has been
compromised and the safety and viability of the dome structure should be addressed as soon as possible. With the
numerous sags and the age of the building a full or partial collapse is a definite possibility in the near future.
Refurbishing would be a more costly option than demolishing the dome superstructure and replacing it. The
concrete ring wall can be reutilized, if desired. In regards to replacement there are a couple of options.
1) Supply and install new 80' dia. dome kit on existing wall. A budget for this work is $190,000.
2) Supply and install new 82' dia. dome with 10' concrete walls: (Capacity of 3700 tons of salt)
Budget Price: $285,000.
3) A rough budget for the demolition portion of work is roughly $30-40,000 depending on scope of work
