Calendar Year 2015 Village -Wide Contractual Street Maintenance Program Motor Fuel Tax Resolution(Andrew Stein) Attached is the required Illinois Department of Transportation Motor Fuel Tax (MFT) Resolution requesting MFT funds to be authorized, in part, for the proposed calendar 2015 Village -wide Contractual Street Maintenance Project, which includes a list of the proposed project areas consisting of 2.44 center lane miles. B. Ordinance Amending Chapter 5.20, Liquor Controls - Prairie Krafts, Inc., 1310 Busch Parkway - Class K(Jeffrey Braiman) A Class K liquor license is reserved for Prairie Krafts, Inc. d/b/a Prairie Krafts Brewing Company for 1310 Busch Parkway. This reservation is subject to the applicant completing Village requirements for said license on or before June 8, 2015. The Village Manager shall have the authority to extend the June 8, 2015 date for good cause shown. If not so extended, this reservation shall cease. C. Ordinance Amending Chapter 5.20, Liquor Controls - Buchanan Energy, 10 W. Dundee Road - Class D1(Jeffrey Braiman) A Class D1 liquor license is reserved for Buchanan Energy (N), LLC for 10 W. Dundee Road. This reservation is subject to the applicant completing Village requirements for said license on or before April 30, 2015. The Village Manager shall have the authority to extend the April 30, 2015 date for good cause shown. If not so extended, this reservation shall cease. D. Communications Policy Revision(Mike Terson) The Village Board most recently approved the Communications Policy in December of 2013. Staff reviewed minor changes to the policy at the March 2, 2015 Committee of the Whole meeting. Attached is a marked up version that clearly shows the changes to the policy as well as a clean version for acceptance. E. Adopt the Village's 2015 Zoning Map(Andrew Stein) Pursuant to State Statute, the Village of Buffalo Grove is required to publish its official zoning map by March 31, 2015. Attached is the latest zoning map for the Planning & Zoning Commission's review. Since last year's update, the map has been revised to reflect the rezoning from B-1 to B-2 for the property located at 55 Dundee Road. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 13. Executive Session 14. Upon roll call, Trustees voted as follows: c AYES: 6 — Berman, Trilling, Sussman, Terson, Stein, Ottenheimer NAYS: 0 — None E Motion declared carried. �a VILLAGE PRESIDENT'S REPORT Q President Braiman read a proclamation recognizing the week of February 22-28, 2015 as Scholastic Journalism Week and congratulated the Illinois Journalism Education Association for its work on behalf of scholastic journalists and their advisers. President Braiman then presented the proclamation to Stan Zoller. President Braiman read a proclamation congratulating William G. Raysa on his acceptance of The Illinois Local Government Lawyers Association's Award for Longevity of Service as well as his decades of selfless service to the residents of Buffalo Grove. President Braiman then presented the proclamation to Mr. Raysa as he was congratulated by the audience and the Board. NWMC 2015 LEGISLATIVE PROGRAM Moved by Berman, seconded by Sussman, to pass Resolution #2015-5, Northwest Municipal Conference 2015 Legislative Program. VILLAGE MANAGER'S REPORT Mr. Bragg introduced and welcomed the following new Village employees: Nicole Woods, Village Planner; Kevin McMaster, Communications Manager; and Nickelos Smith, Building Maintenance Manager. Also, Deputy Fire Chief Mike Baker was appointed as Interim Fire Chief. Mr. Stilling reviewed a Powerpoint presentation of the Economic Development portion of the Strategic Plan, details of which may be found in his memo to the Board of February 17, 2015. Mr. Stilling then answered questions from the Board. It was noted that the fact that this plan includes expected results is a positive sign. TRUSTEE REPORTS Trustee Terson extended congratulations to the Buffalo Grove High School Coed Cheerleaders for their State Championship award in the 1HSA Cheerleading Competition. The Village Clerk reminded residents that Tuesday, March 10, 2015 is the last day to register to vote in the April 7, 2015 Municipal Election. Mr. Robinson confirmed that the vendor has accepted the rider. RESOLUTION #2015-7 — GOLF COURSE MAINTENANCE Moved by Ottenheimer, seconded by Stein, to pass Resolution #2015-7, authorization execution of a contract with Reliable Property Services for Golf Course Maintenance. Mr. Bragg introduced the proposed resolution. Mr. Tollefson reviewed the proposed resolution, details of which are contained in the Village Board Meeting Agenda Item Overview that he prepared, as well as his memo to Mr. Bragg of January 27, 2015. Mr. Tollefson confirmed that he recommends entering into this agreement, and he does not believe that the golf course operations as a whole will be harmed in any way by this agreement. The contractor is committed to interviewing all current Village golf operations employees. Trustees Ottenheimer and Stein amended the motion to reject all proposals and waive bids. Adam Moodhe, 151 Mary Lu Lane, asked several questions with regard to this proposal. The award will be presented by the current Rotary President Dr. Quentin Sleigh and previous Rotary Immediate Past President Dr. Pam Kibbons. During her 15 year career with the police department, Officer Baron has consistently been one of the police departments' top performers. Her work ethic and dedication has earned the respect of her fellow officers. Officer Baron is the police department's canine officer. Danielle is highly motivated to meet the demands of this special assignment, and through her hard work she has earned the recognition as one of the best canine officers in the state. During 2014, Officer Baron and her canine partner Saxon, were involved in over 190 activities including; search warrant service, narcotic -vehicle sniffs, suspect tracking, and building and area searches. Officer Baron exemplifies the qualities of an excellent police officer and her commitment to her profession is outstanding. The fundamental purpose of the Village's print and electronic publications, including the village newsletter, web site, electronic newsletter, cable access channel, news releases, signage, bill inserts, and others, is to communicate public information pertaining to municipal services, policies, and activities, and to enhance engagement between the Village and the community's stakeholders. The Village of Buffalo Grove has an overriding interest in and expectation to determine the Village's message as distributed in the various communication outlets at its disposal. Access Policy BGTV is a Government Access Channel, as outlined in the Federal Cable Communications Act of 1984, created for the dissemination of government - related information to the viewing public. Access to the channel is limited to local, regional, state and federal taxing bodies only. Other requesting parties will be referred to the local public access channel. B. BGTV Bulletin Board Procedures 1. All Village departments may submit public service messages to be displayed on BGTV during non -programming hours. All messages must be submitted in writing, and must be submitted at least five working days prior to the requested start date. Messages submitted by a Village department must be approved by the Village Manager or designee. 2. Messages are inputted by the Village staff and appear on the TV screen a "page" at a time. Messages should be concise, and should contain basic information concerning what, when, where, and how. Messages should be limited to approximately eight brief lines. If necessary, staff will edit the message to improve readability, to make it fit on one page, or to insure the message is grammatically correct. 3. All submitted messages must be accompanied by the name and phone number of a contact person, and whether or not that information is to appear in the message. Submissions should include desired start and end dates. 4. No classified ads or commercial messages will be allowed. 5. Submission of a public service message request does not in any way guarantee its appearance on BGTV. Suitability for this channel and compliance with this Policy will be determined by the Village Manager or designee. The date of input and the length of run of any message will be determined by staff availability and channel capacity. 6. In the case that channel capacity is at a peak, messages will be carried a maximum of three days each, and on a first -come, first -served basis, with the following priorities: a. It shall be the applicant's responsibility to pay videography and production costs incurred, including, but not limited to, all admittance fees, artwork and graphics, union or other professional association fees, clearance fees, royalties and permission fees. 2. All video tapes and slides that are Village Public Records shall be maintained and disposed of pursuant to the Local Records Act (50 ILCS 205/1 et. seq.). 4. Video equipment in Village Hall Council Chambers/Control Room may only be used by trained personnel, with the permission of Village Manager or designee. E. Examples of Buffalo Grove taxing bodies are Buffalo Grove School Districts, Buffalo Grove Park District, Wheeling and Vernon Township government. BGTV Bulletin Board Procedures 1. All Village departments may submit public service messages to be displayed on BGTV during non -programming hours. All messages must be submitted in writing, and must be submitted at least five working days prior to the requested start date. Messages submitted by a Village department must be approved by the Village Manager or designee. 2. Messages are inputted by the Village staff and appear on the TV screen a "page" at a time. Messages should be concise, and should contain basic information concerning what, when, where, and how. Messages should be limited to approximately eight brief lines. If necessary, staff will edit the message to improve readability, to make it fit on one page, or to insure the message is grammatically correct. 3. Announcements ordered by the Village Manager; d. Announcements submitted by Village Department Directors; e. Announcements submitted by Village Commissions, Committees or Boards. C. Event Coverage Procedure 1. To request taped coverage of an event for replay on BGTV, the applicant must contact the Office of the Village Manager. Because the Village does not employ production staff, nor own production materials, the Village will contact the preferred videographer. It shall be the applicant's responsibility to pay videography and production costs incurred, including, but not limited to, all admittance fees, artwork and graphics, union or other professional association fees, clearance fees, royalties and permission fees. 2. A request to cover a special event originating from any Village department must be approved by the Village Manager or designee. 3. May consist of taped or bulletin board programming, shown at any time, as emergency dictates. Broadcast of Meetings of Village of Buffalo Grove Commissions, Committees and Boards. Taped coverage of meetings of Village Commissions, Committees and Boards may be aired periodically based on staff and equipment availability. Includes programs and series produced or obtained by the Village of Buffalo Grove. Programs will be directly related to Village issues or Village government sponsored programs and services. Other Government Related Programming. Other government related programming from outside sources may be telecast on BGTV. Such programming will be screened for compliance with this Policy, and is subject to approval by the Village Manager or designee for scheduling on BGTV. Recommendation of Action pp ll Staff recommends approval It is recommended that the following replacement vehicles be acquired through the Suburban Purchasing Cooperative program in accordance with the Illinois Governmental Joint Purchasing Act (30 ILCS 525/0.01 et seq. ) Staff requests authorization to purchase two (2) 2016 Ford Escape SE, these units are scheduled replacements for Fiscal Year 2015. These units procured through a joint purchase in conjunction with the Suburban Purchasing Cooperative/Northwest Municipal Conference contract #122 with an award to Currie Motors in an amount not to exceed $59,704. Both units are fully funded in the capital reserve. The units scheduled for replacement: 291. A 2006 Ford Explorer, 63,555 currently shows on the odometer. This unit is due to be replaced as it is no longer in a condition that makes it wise to continue its service with the Fire Department. The unit will be sold for asset recovery. 297. A 2008 Chevrolet Impala, 89,471 currently shows on the odometer. The Fire Department Staff has requested that this unit be retained to serve in Fire Department pool use; there are no conditions that would cause Fleet to object to this request. This unit's 2014 expense was .70 per mile at 10,776 miles utilized. The projected pool use would be less. The vehicle will be reviewed for retention by the Director of Public Works, based on pool vehicle needs across the fleet.
