Dick Pearlman asked why the letter appeared in the paper before this meeting and was the intended purpose to upset the seniors. In 2 %z years the senior � organization has grown to 360 members. He asked where the money is going to come from to construct the senior center. Michael Ryllzo stated that the funds for the golf learning center are coming from an installment contract,not using taxpayer dollars. The revenue proceeds generated by the driving range and the golf lessons will pay off the debt of the construction of the facility and is self sustaining. Larry Reiner stated that neither the fimess center nor the golf dome have very little to do with tax dollars. It's not taking dollars out of anyone's pockets. The senior centers don't create money, the dome creates revenue, and the fitness center creates revenue. Senior citizen centers have to have tax dollars to pay for keeping them open. A revenue generating facility is not the same as a program servicing facility. John Green gave a short history of the foundation.The foundation was founded about 3 %z years ago. The foundation came out of the need for community development and identification of that need and recognition that it would need to be done through sources other than tax dollars. The foundation was created with seven individuals who made the commitment to try and idenrify other funding sources and then to work with the park district on projects and programs. 1 � � ,.� w �/ �� Gayle Pervos stated that in 1994 a survey was done through the foundation and at each meeting there was a large group of very vocal seniors stating that they didn't care what was on the survey, they wanted nothing. Larry Reiner also mentioned that statements were made that no more facilities were needed and the seniors didn't want any more ta:c dollars. If we try to pass a referendum just for seniors now, it would be defeated. Fran Eagan stated that there must be some type of plan, and isn't this the purpose of this meetin�. Dick Pearlman asked if use of store fronts have been investigated. �1ike Rylko stated that over the years research has been done with Simon on Town Center space. He met with Harry Seigel, when Siegel's Hardware Store closed, to try and lease it but the fee was just too high. We have used space in the Town Center for programming. The question is how much space do the seniors need. John Green asked if there were other groups or organizations that the district has to turn away because there isn't sufficient space. Mike Rylko stated that there were a lot of programs that had waiting lists such as swimming lessons and basketball pro�rams. Phil Versten also said that the village youth center is booked solid and they turn people away. Larry Reiner asked to focus on senior needs and identify space and prob ammina needs. There is a lot of activity in the east wing where the seniors are and not confined to eight ar ten parties a year. Seniors also have bingo,bridge, and pinochle not just major functions throuah the year. y Karolyn Swanson stated that if we're going to determine that the older adult population is growing in Buffalo Grove and the need is there to provide space for more activities, there has to be a plan, have a focus, determination of need to;et the dollars. Senior center fundin�comes from the federal aovernment and filters do�vn to the community. To share the faciliry we must have the need for the children's programs,need for the programs for the people in the middle age years, need for the village programs. Does the villaQe ever have organizations/businesses requesting meeting space. DeAnn Glover stated that it is usually just service organizations , requesting space. The seniors need to come up�vith some idea of what numbers are. It has to be focused down, determine the need, try and�et the money. Phil Versten�stated that the Arlington Heights center cost�4.6 million to build. General Obligation Bonds financed it and only$150,000 was through a a ant. Superintendent Schimmel stated that the Joint Commission on A�ing along with the Senior Advisory Council would need to be involved with data collection ooing back to old records, determining what the needs would be,the number of inembers over the years, and what we're peaking to and project out based on what the census says the senior population would be in 5 and 10 years. Gina Sheade stated that the population bein�discussed now isn't the population that�vill be utilizing the facility. We need to tap the middle a�e group to see�vhat their interests are. We need to gather their thoughts and opinions on utilization of the facility. We also need to gather more specific types of needs such as fulUpart-time health facility, interest or need for counseling to help seniors identify resources,resource center, social. 2 � � Niilton Berzock stated that there must be a separate group to develop concepts and then sell them and see if the seniors will go along. The middle age group also needs to be involved in the study. John Green stated that the planning starts with focus groups putting together a wish list of programs and then prioritizing that list. Larry Reiner stated that all of the groups meeting today are now working together toward getting the space. We need to figure out the need, use, space it will take to provide the programs,build the kind of space not only for today's concepts but tomorrow's too. Out of those people attending today, some will be needed to serve on the focus groups to get ideas on paper,to work with the staff, to get numbers. After that, a smaller group will be needed to agree to work with the parents of kids who are preschoolers,teenagers,middle age groups to blend these needs with those of the older population and then compile the lists and seek funding for it. Bob Ackerman asked if the starting point for the foundation would be the information gathered as to current functions, wish lists, group sizes,number of activities per month,average numbers of people and then come back to the meeting with that information. Larry Reiner stated that the village has different funding structures than the park district. The district has had caps on it since 1991 and there is no more roll over authority but the village still has that authority. There could be portions of it,but our needs have to be very clear, that we could go to the village and ask for financial assistance for the senior portion. He also made it very clear that the Park District Board is committed to working with the Advisory Council and the Joint Commission on Aging. Bob Ackerman summarized the meeting. The Senior Advisory Council and the Joint Commission on Aging need to come back to the foundation with a wish list. The foundation needs from the park district data on the number of people in programs, space, growth rate.
