Buffalo Grove Joint Commission on Aging
Meeting Summary - October 22, 1999
Members Present- Harriet Rubinstein, Bonnie Factor, Gina Sheade, Ernie Karge,
Steven Perlis, Karolyn Swanson, Martha Weiss-Park District Board Liaison, Dan
Schimmel-Park District Staff Liaison, Phil Versten-Village Staff Liaison.
Guests - Representative Laura Beth Gash, Leslie Lipschultz-Assistant to Representative
Gash, Terri Ebner-Senior Coordinator.
Approval of the Agenda - Motion made by Bonnie Factor and seconded by Karolyn
Swanson to approve the agenda. Motion carried.
Introduction of Guests - Upon arrival, Representative Gash and Ms. Lipschultz were
introduced to the Commission members.
Correspondence - Lake County is hosting a Legislative Open House on November 18 in
Libertyville. Dan also reviewed the letter sent to state representatives and senators
regarding the medical labels issue.
Old Business
Medical Labels - Several issues were listed including:
■ There is often time confusion on the reason that a drug is prescribed, the dosage
amounts, the time of day they should be taken, and the number of times per day it
should be taken.
■ Labels are too hard to read because the type is so small
■ Warning label fonts are too small
■ Often times warning labels cover important information on the prescription label.
■ Many solutions were discussed. Representative Gash suggested that a grass roots
type of process may be better than the legislative process. Get people on our side. "
Contacts that she suggested included the State Medical Association, AARP,
Pharmacists Associations, major pharmacy chains. Letters to the Editor and making
contacts with internet drug distributors were also mentioned. Ms. Lipschultz
mentioned that she will investigate the issue in the Legislative Research Report.
Attitude and Interest Survey— Dan reported that the attitude and interest survey showed
that the public did not appear to have support for building senior or teen facilities in town.
The preference appeared to be aquatic facilities and multi use areas. He mentioned that
this would be a challenge to overcome.
Transfer of Non Titled Properties—A revised draft was presented by Dan. We will add
directions for use on the back side and village and park district logos on the front.
New Business
DCCA Grant— Dan reported that through the efforts of our legislators, $120,000 was
allocated for senior facilities and services. There was discussion on what the money
could be used for. Representative Gash indicated that the revised deadline for use is
June of 2001. Harriet cautioned us to make sure any facility planned is expandable to
meet future needs.

Resignation — It was reported that Harriet Rubinstein had turned in her resignation as
she is moving to Nevada. Our best wishes to Harriet.
Appointments for Vacancies— Dan reported that the Park District Board would be
making decisions on a new chairperson and a replacement for Harriet on the
Commission. The Village also has a position to fill.
Park District Update
Aquatics Survey— Dan reported that the attitude and interest survey did not tell us
enough about what type of pool the community wanted. A supplemental survey was
mailed out to all pass holders and lesson participants regarding this issue. Preliminary
results will be presented at the Park Board Meeting on October 25. At that time the park
district will have to decide what should be included in a community center package and
whether we should go for a referendum to finance its construction.
Learning Center—The Golf Center will open for business on November 1.
Senior Newsletter—Terri presented the November/December Senior Newsletter. Many
compliments on the variery of programs offered. Some discussion was held on the
unique services and programs in the senior programming area.
Friends of the Park Award — Dan reported that the Friends of the Park Award was
presented by the Friends of the Park Foundation to Harriet for her dedication to the park
district. It was presented at the Annual Volunteer and Part Time Staff Picnic in July.
Village Update— Phil reported that the Village is hosting a Community Round Table on
October 28 at Village Hall. The event will feature involvement from various community
organizations regarding their services. Open to anyone in the community to come and
ask questions.
Library Update— Gina reported that the file was up to date. She is concerned about
getting new materials now that Harriet is no longer on the Commission.

Dear Ghida:
Thank you for your correspondence regarding the DCCA, Department of Aging Grant
Funds for a senior center.
The park district is in the final stages of research and planning for a possible referendum
on March 21, 2000. Senior space would become part of a future community center at
Busch Grove Community Park with a successful referendum. The DCCA grant would be
used toward the construction and/or funding and equipment of the senior space.
If the referendum is unsuccessful,the grant funds would be used to renovate Alcott
Center along with purchasing updated equipment and furnishings for the seniors. _
After March 21,2000,I will be able to provide you with more detailed information.
