2000-09-28 - Committee on Aging - Minutes � � Buffalo Grove Toint Commission on Aging Meeting Summary for September 28,2000 Buffalo Grove Learning Center Members Present—Chairman Bonnie Factor,Ernie Karge,Karolyn Swanson, Steve Perlis,Gina Sheade,Park District Commissioner Larry Reiner,Village Staff Liaison Phil Versten,and Pazk District Staff Liaison Dan Schimmel. Guests Present-None The meeting was called to order by Bonnie at 7:05 P.M. There were no additions to the agenda and it was approved by general consensus. The Meeting Summary of June 15,2000 was reviewed and approved by general consensus. Old Business Results of the Survev of Area Townshi�s.Park Districts and Villaees Dan introduced the materials in the survey. Commission members noted suggestions in the report that the park district should consider expanding programming in personal safety,home maintenance,fitness, and health-wellness programs. Though the park district does not offer programs in home maintenance,Dan did inform the commission that many of the programs listed above are already offered. Because the intern only works at the district for about 14 weeks,she may not have been fully aware of the scope of programs offered by the park district. In addition, Dan informed the Commission that the park district has done about as much as it can to serve seniors with the available facilities. He further commented that though the park district does not typically complain about senior programs being"overcrowded,"that senior programming and arts programming are the two fastest growing program groups at the district. Finally,he stated that senior programming would expand dramatically if facilities were available. � Pazk District Commission Larry Reiner then began discussing different methods to fund the building of a senior facility. This included referendum and/or using the village's home rule authority to fund a center. Noting that the park district has failed in its attempts to pass referendums for community centers, he commented that, if the village is going to commit funds to this type of project,"the partnership must viewed as being mutually beneficial." He suggested that the Joint Commission take an active role in encouraging the village and park district continue conversations regarding this issue. A motion was made by Karolyn Swanson and seconded by Steven Perlis. This motion directed Bonnie Factor to send a letter to the Village Board of Trustees and the Park District Board of Commissioners,to initiate talks to build a partnership which will result in a senior center and community center that will meet the needs of our residents. Motion passed unanimously. There were suggestions that the park district survey other park districts to find out what types of programs are successful. Dan Goal Review and Prioritization � � Increase Senior Involvement in the Community—Phil mentioned the Village Manager Elliot Hartstein's efforts to increase volunteerism throughout the community. It was suggested that this information be posted at the center. Establish Advocacy Process for Seniors—Dan mentioned that this goal was somewhat dependent on the successful passage of the referendum(office space for legal and public health type services). However,the advocacy process could be enhanced through the service providers meetings. Maintain Bridge to the Police Department—Recognizing that the police have done a great job continuing its fine relationship with seniors,the Joint Commission wants to help maintain and build services. It is committed to keeping the police informed of Joint commission activities,to encouraging police department involvement in Joint Commission meetings,and to assisting the police department in its SALT,FLAG and Community Police initiatives. Communicate Existing Public Services o.fJ`'ered for Seniors by Agencies, Townships, etc. Combining the Advocacy goal with this goal,the Joint Commission hopes to host a"Service Providers Meeting"in April. The meeting will hope to inform service providers of services for seniors and to encourage networking between service providers. We discussed having FLAG presented as a key component of the meeting. Bonnie suggested that our October meeting be spent preparing for the Service Providers Meeting. Phil and Dan are to bring mailing lists,agendas,and other pertinent materials from previous meerings of this type. There being no other business to discuss,the meeting adjourned at 8:35 P.M. Our next meeting is scheduled for October 19,2000 at the Alcott Center in Room 7. � ��l�� � �G��Z�fG�- � '����'I �' � �If ��� ��� To: Joint Commission on Aging From: Dan Schimmel, Superintendent of Recreation Re: Clarification of Conclusions Presented in Intern Survey Date: October 13, 2000 During our last Joint Commission on Aging Meeting, we had the opportunity to review the materials presented by Park District Intern Pam Hayden along with her conclusions. It has unfortunately come to my attention that she did not involve Terri Ebner in this project, even after receiving direction to do just that. Though the data may be accurate, her conclusions were not as she had never obtained accurate information about park district programs. While I am working to correct the data portion of the report, I wanted to inform you of the variety and scope of park district senior programs so as to keep you properly informed. Terri Ebner helped prepare these materials and should continue to be commended for the job she has done expanding the offerings for seniors. As I stated,our growth is only hampered by the lack of facilities. As you are aware, the Buffalo Grove Park District offers senior citizens a wide variety of programs that consist of recreational, health, self-improvement and personal safety opportunities. As mentioned earlier, the survey that Pam Hayden provided this committee is not very complete in this regard. To give you an idea of our offerings, Terri has made a listing of our programs offered in the last four leisure guides. She has divided these activities into recreational activities, health related instructional programs and personal safety. These programs are in addition to the card games that are played every � day, bingo and other weekly activities.
