GHA 2016 Road Reconstruction Project Survey (Andrew Stein) SUMMARY: Staff seeks authorization to execute the attached agreement with Gewalt Hamilton Associates, Inc. for surveying services in an amount not to exceed $32,700.00. B. Authorization to Execute and Agreement with Gewalt Hamilton Associates, Inc. for the 2016 Water Main Survey (Andrew Stein) SUMMARY: Staff seeks authorization to execute the attached agreement with Gewalt Hamilton Associates, Inc. for surveying services in an amount not to exceed $39,800.00 C. Joint Purchasing Contract (Joanne Johnson) SUMMARY: Staff requests that the Village Manager be authorized to execute the attached HGAC Interlocal Contract for Cooperative Purchasing pending final review and approval by the Village Attorney. D. Authorization to Release RFPs and Execute a Contract(S) for Natural Gas/Electric Supply and Service for Select Village Owned Facilities (Joanne Johnson) SUMMARY: Staff recommends that the Village Board authorize the Village Manager to execute a contract with the lowest responsive and responsible proposer, pending final review of the contract documents by the Village Attorney. E. Authorization to Negotiate for Amusement Rides and Activities for Buffalo Grove Days (Andrew Stein, Steve Trilling) SUMMARY: Staff seeks authorization to negotiate for a new contract with a provider of amusement rides and entertainment for future Buffalo Grove Days events as the current contract will end after this year. F. R-2015-24 Resolution Approving Revisions to the Procurement Policy (Joanne Johnson) SUMMARY: Staff requests the Village Board adopt a resolution approving the changes to the Procurement Policy as presented to the Village Board at the Committee of the Whole Meeting on July 20, 2015. G. R-2015-25 First Amendment to the Lake Cook Road Agreement (Steve Trilling) SUMMARY: Due to an increase in the project design cost for the Lake Cook Road Widening Project, Civiltech Engineering, Inc. has asked for additional funding from the Cook County Department of Transportation and Highways (CCDTH). This amendment does not result in a cost increase to the Village. H. 0-2015-37 Ordinance Amending Title 15 of the Village of Buffalo Grove Municipal Code (Lester Ottenheimer III) SUMMARY: The Lake Michigan Water Allocation Rules and Regulations made several changes to Section 3730.307 Conservation Practices and Other Permit Conditions requiring that the Village amend our codes to ensure they are consistent with their new regulations. 0-2015-38 Ordinance Granting a Sign Variation - St Mary School (David Weidenfeld) SUMMARY: The Planning &Zoning Commission voted 7-0 to recommend approval to the Village Board of the Sign Variation request for St. Mary School. J. 0-2015-39 An Ordinance Granting Sign Variation - Select Restaurants, Inc. D/B/A County Line Tavern (David Weidenfeld) SUMMARY: The Planning &Zoning Commission voted 7-0 to recommend approval to the Village Board of the Sign Variation to Select Restaurants, Inc. d/b/a County Line Tavern, subject to conditions. K. 0-2015-40 An Ordinance Amending Chapter 5.44 Massage Establishment (Steve Trilling) SUMMARY: Attached is a revised ordinance that cleans up language of the Buffalo Grove Municipal Code pertaining to Massage Establishments. L. 0-2015-41 Ordinance Granting a Special Use fora Martial Arts Training Facility at 1549- 1551 Barclay Blvd (David Weidenfeld) SUMMARY: The Planning &Zoning Commission voted 7-0 to recommend approval to the Village Board of a special use to Spetsnaz USA to operate a martial arts training facility at 1553 Barclay Boulevard subject to 2 conditions. M. 0-2015-42 Ordinance Amending Chapter 9.04, Alarm Systems, of the Buffalo Grove Municipal Code (Joanne Johnson) SUMMARY: Modifications to Chapter 9.04, Alarm Systems are recommended to reduce the amount of false alarms initiated by the accidental activation of emergency call buttons in elevators. The attached ordinance clarifies the current false alarm language to include elevator alarms. N. 0-2015-43 Ordinance Granting Approval of an Amendment to Ordinance 2014-52 for the Torah Academy (David Weidenfeld) SUMMARY: The Planning &Zoning Commission voted 7-0 recommending approval of the amendment to Special Use Ordinance 2014-52 granting a special use for a child care facility and a preschool/elementary school for the property located at 720 Armstrong Drive, subject to 3 conditions. O. 0-2015-44 Ordinance Amending Chapter 5.20 Liquor Controls, Select Restaurants, Inc. D/B/A Countyline Tavern, 800 Lake Cook Road (Beverly Sussman) SUMMARY: The Class A liquor license for Select Restaurants, Inc. d/b/a Winberie's Restaurant and Bar at 800 Lake Cook Road is being changed to Select Restaurants, Inc. d/b/a Countyline Tavern. 9. Questions From the Audience Questions from the audience are limited to items that are not on the regular agenda. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 13. Executive Session 14.
