A. 850 Asbury Drive Development Improvement Agreement (Trustee Stein) SUMMARY: Staff recommends approval of the 850 Asbury Drive Development Improvement Agreement, subject to Village Attorney approval. The Village Board approved the development's preliminary plan at the last Village Board meeting. B. Authorization to Open a Bank Account for Motor Fuel Tax Fund (Trustee Johnson) SUMMARY: Staff requests the authorization to open a bank account for the sole purpose of holding Motor Fuel Tax revenues distributed from the Illinois Department of Transportation (IDOT). Motor Fuel Tax has and will continue to be maintained in its own fund on the Village's General Ledger. C. Award of Bid Metra Parking Lot Improvements (Trustee Berman) SUMMARY: Staff recommends that the Village Board authorize the Village Manager to award the bid and execute the contract for the Metra Parking Lot Improvements, pending approval by DCEO, to the lowest bidder Chadwick Contracting in an amount not to exceed $83,737.25. D. Award of Bid Sewer Televising 2016 (Trustee Stein) SUMMARY: Staff recommends the Village Board award the bid for 2016 Sanitary and Storm Sewer Televising to the low bidder, HydroVision at an amount not to exceed $100,000. E. Authorization to Seek Proposals for Audio Visual Improvements in Council Chambers (Trustee Weidenfeld) SUMMARY: Staff seeks authorization to competitively procure Audio Visual ("AV") improvements for the Village Hall Council Chambers as further detailed in the attached memo. F. R-2016-9 Resolution Providing for the Destruction of Certain Verbatim Recordings of Closed Session Minutes (Janet Sirabian) SUMMARY: Per State law, destruction of verbatim recordings of closed session minutes can take place after the elected body has approved meeting minutes that meet the requirements of subsection 2.06(a)of the Open Meetings Act. All verbatim recordings listed in Exhibit A meet this criteria. G. R-2016-6 Resolution of the Village of Buffalo Grove, Illinois Reallocating 2016 Volume Cap to the Village of Buffalo Grove, Illinois (Trustee Berman) SUMMARY: The resolution transfers the Village's annual allocation of funds for private activity bonds to the Lake County Partners joint pool. The Village of Buffalo Gove hosts this pool for Lake County communities. H. R-2016-7 A Resolution Adopting the Village's 2016 Zoning Map (Trustee Berman) SUMMARY: Pursuant to State Statute, the Village of Buffalo Grove is required to publish its official zoning map by March 31, 2016. Since last year's update, the map has been revised to reflect the annexation and rezoning for the Easton Station Townhomes. 0-2016-11 An Ordinance Approving a Variation for an Additional Digital Ordering Screen for Starbucks at 1665 N. Buffalo Grove Road (Trustee Berman) SUMMARY: The petitioner is requesting a variance to allow the installation of a second menu board sign to be used as a digital ordering screen. The Planning &Zoning Commission recommended unanimous approval of the variations. J. 0-2016-12 An Ordinance Approving a Variation for an Additional Digital Ordering Screen for Starbucks at 1205 W Dundee Road (Trustee Berman) SUMMARY: The petitioner is requesting a variance to allow the installation of a second menu board sign to be used as a digital ordering screen. The Planning&Zoning Commission unanimously recommended approval of the variations. K. 0-2016-13 An Ordinance Approving a Special Use for an Amusement Establishment at 1501 W Dundee Rd, in the B3 Zoning District (Trustee Weidenfeld) SUMMARY: The Petitioners are proposing to operate an amusement establishment known as No Escape for the property located at 1501 W. Dundee Road, Suite 103, in the Plaza Verde West Shopping Center. The Planning &Zoning Commission recommended unanimous approval of the special use subject to two(2)conditions and staff concurs with the recommendation. L. 0-2016-14 An Ordinance Approving a Text Amendment to Allow Motor Vehicle Sales in the I Industrial District (Trustee Berman) SUMMARY: Staff is proposing an amendment to the Zoning Ordinance to allow motor vehicle sales in the I Industrial District as a special use. The Planning &Zoning Commission unanimously recommended the amendment. M. 0-2016-15 An Ordinance Approving a Special Use for Motor Vehicle Sales in the I District for the Property Located at 545 Depot Place (Trustee Berman) SUMMARY: The petitioner is requesting a special use for motor vehicle Sales in the I District for the property located at 545 Depot Place. The Planning &Zoning Commission unanimously approved the special use subject to five(5)conditions. Staff concurs with this recommendation. 9. Ordinances and Resolutions A. R-2016-8 A Resolution Declaring Official Intent Regarding Certain Capital Expenditures to be Reimbursed from Proceeds of an Obligation (Trustee Johnson) B. 0-2016-16 An Ordinance Amending Title 16 of the Village of Buffalo Grove Municipal Code (Trustee Berman) C. 0-2016-17 An Ordinance Amending Titles 2, 13, 15 and 18 of the Village of Buffalo Grove Municipal Code (Trustee Berman) D. 0-2016-18 An Ordinance Approving a Text Amendment to Village Code Concerning E- Cigarettes and Tobacco Shops (Trustee Weidenfeld) 10. Unfinished Business 11. New Business 12. Questions From the Audience Questions from the audience are limited to items that are not on the regular agenda. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 13.
