R-2017-9 Resolution to Continue Participation in the State of Illinois Joint Purchasing Program (Trustee Johnson) (Staff Contact: Brett Robinson) SUMMARY: The State of Illinois requires the Village of Buffalo Grove pass a Resolution of Participation to continue to purchase from State led joint purchasing contracts. B. R-2017-10 Adopt the Village's 2017 Zoning Map (Trustee Berman)(Staff Contact: Chris Stilling) SUMMARY: Pursuant to State Statute, the Village of Buffalo Grove is required to publish its official zoning map by March 31, 2017. Since last year's update, the map has been revised to reflect the annexation and rezoning for the MJK Development on Milwaukee Avenue and the rezoning for the Woodman's project. C. 0-2017-5 Ordinance Amending Section 2.08.040, Duties of the Buffalo Grove Municipal Code (Trustee Berman)(Staff Contact: Arthur Malinowski) SUMMARY: The item amends the section in regard to litigation or potential litigation involving the Village of Buffalo Grove, including, but not limited to workers compensation claims.The ordinance gives the Village Manager settlement authority that was previously done through IRMA. D. 0-2017-6 Ordinance Amending Fiscal 2016 Budget of the Village of Buffalo Grove (Trustee Johnson) (Staff Contact: Scott Anderson) SUMMARY: The Ordinance formally adopts the Village's FY 2016 Budget Amendments. The Budget amendments proposed modify the budget document to provide a more transparent document by amending the original revenue and expenditure amounts budgeted at the fund level. E. 0-2017-7 An Ordinance Amending Chapter 5.20, Liquor Controls, Hours of Operation for the Class "A" Liquor Licenses (President Sussman) (Staff Contact: Julie Kamka) SUMMARY: The draft Ordinance will amend Section 5.20.120 - Hours of operation, for the Class A liquor licenses, to allow service of alcohol to begin on Sundays at 6:00 a.m. rather than 9:00 a.m. to address beverage service at the golf courses. F. 0-2017-8 An Ordinance Amending Chapter 5.20, Liquor Controls, Reserving a Class a and a Class D Liquor License for BRI Incorporated D/B/A the Wild Buffalo, 48 Raupp Boulevard (President Sussman) (Staff Contact: Julie Kamka) SUMMARY: A Class A liquor license and a Class D liquor license is reserved for BRI Incorporated d/b/a The Wild Buffalo at 48 Raupp Boulevard. This reservation is subject to the applicant completing Village requirements for said licenses on or before May 19, 2017. The Village Manager shall have the authority to extend the May 19, 2017 date for good cause shown. If not so extended, this reservation shall cease. G. 0-2017-9 Amendment to Special Use Ordinance 2016-13 for No Escape Located at 1501 W Dundee Road (Trustee Weidenfeld)(Staff Contact: Brian Sheehan) SUMMARY: In 2016, the Village Board approved Ordinance 2016-13 granting a Special Use for an amusement establishment called No Escape at 1501 W Dundee Road. The petitioners business has outgrown their existing space and they are looking to expand into an additional 1,340 square feet. As a result, an amendment to their Special Use is required. H. R-2017-11 Resolution Approving Agreements Granting Waterline Easement and Temporary Construction Easement to Northwest Water Commission (Trustee Stein) (Staff Contact: Michael Reynolds) SUMMARY: Staff recommends approval of the three permanent Easements and the one temporary construction easement with the Northwest Water Commission. These easements are necessary to facilitate the installation of a 16"transmission water main by the Northwest Water Commission. R-2017-12 A Resolution in Support of the Greenest Region Compact 2 (Trustee Weidenfeld)(Staff Contact: Brett Robinson) SUMMARY: The Greenest Region Compact 2(GRC2) presents consensus goals for environmental sustainability to be addressed by local municipalities, yet it will have coordinated, positive impacts on a much larger scale.Approval gives the Village access to additional grant opportunities. J. Joint Purchase of Cellular Service from Verizon (Trustee Weidenfeld) (Staff Contact: Brett Robinson) SUMMARY: Staff requests authorization to purchase cellular services and equipment off of the SOIL contract CMS793372P in accordance with the Illinois Governmental Joint Purchasing Act(30 ILCS 525/0.01 et seq.) K. Request to Waive Bids and to Authorization to Negotiate for PW Vehicle Purchase (Trustee Stein) (Staff Contact: Michael Reynolds) SUMMARY: Staff recommends that the Village Board waive bids and authorize staff to negotiate pricing and purchase a replacement aerial lift truck for Public Works at price not to exceed $70,000. L. Authorization to Execute Contract Extensions with Multiple Vendors (Trustee Ottenheimer)(Staff Contact: Brett Robinson) SUMMARY: Staff recommends that the Village President and Board of Trustees authorize staff to execute the following Contract extensions as listed below: A third and final contract option with Aldridge Electric,for street light maintenance services. A third and final contract option with Hillside Auto Body,for towing services. A fourth year contract option with Fire Safety Consultants, Inc.for third party plan review services. M. Award of Bid Landscaping (Trustee Stein)(Staff Contact: Brett Robinson) SUMMARY: Staff recommends the Village Board award a contract for Landscaping Services to the lowest responsive and responsible bidder Reliable Property Services in an amount not to exceed $149,377.00, pending final review and approval of the contract documents by the Village Attorney. N. Metro Self Storage Development Improvement Agreement (Trustee Stein)(Staff Contact: Darren Monico) SUMMARY: Staff recommends approval of the Development Improvement Agreement for the Metro Self Storage Building proposed at 847 Deerfield Parkway. O. Proclamation Recognizing Earth Hour 2017 (Trustee Weidenfeld)(Staff Contact: Brett Robinson) SUMMARY: Earth Hour started in 2007 in Sydney, Australia when 2.2 million individuals and more than 2,000 businesses turned their lights off for one hour to take a stand against climate change. With almost five million supporters and a global network in over 100 countries/territories, Earth Hour is now one of the world's largest and most respected movements. 9. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 13. Executive Session A.
