R-2017-16 A Resolution Relating to Participation by Elected Officials in the Illinois Municipal Retirement Fund (Trustee Johnson)(Staff Contact: Arthur Malinowski) SUMMARY: The Illinois Municipal Retirement Fund (IMRF) Board of Trustees recently adopted a Resolution which requires recertification of IMRF eligibility every two years for all elected positions. This new IMRF rule requires all governing bodies of units of government with elected positions participating in IMRF to pass new resolutions re- affirming that the positions meet the IMRF hourly standard of 1000 hours annually. R-2017-17 Emmerich Park East Plat of Easement (Trustee Trilling)(Staff Contact: Darren Monico) SUMMARY: Coordination between the Village and Park District resulted in a new easement establishment for the Village's lift station located on Park District Property. This resolution accepts the Emmerich Park East Plat of Easement. H. R-2017-18 Resolution Appointing a Director and Alternate Director to the Solid Waste Agency of Northern Cook County (President Sussman)(Staff Contact: Dane Bragg) SUMMARY: Resolution appointing Beverly Sussman to the Board of Directors and Dane Bragg as Alternative Director of the Solid Waste Agency of Northern Cook County. 0-2017-19 An Ordinance Amending Chapter 10 of the Village of Buffalo Grove Municipal Code (Trustee Berman)(Staff Contact: Darren Monico) SUMMARY: The attached ordinance reflects Vernon Township request that the Village maintain the no parking restriction on Ash Street after a recent annexation. J. 0-2017-20 An Ordinance Concerning Prevailing Wages (Trustee Berman)(Staff Contact: Brett Robinson) SUMMARY: The ordinance establishes the effective prevailing wages for both Cook and Lake counties for the year beginning June 1, 2017 and ending May 31, 2018. It should be noted that the attached prevailing wage rates(July 2015)are the most recent version published by the State of Illinois and are still in effect until the Illinois Department of Labor (IDOL)determines new rates. Staff will update this information once it has been provided by IDOL. K. 0-2017-21 Ordinance Amending Title 1 of the Village of Buffalo Grove Municipal Code with Regard to Conflicts with Certain Home Rule County Ordinances (Trustee Berman) (Staff Contact: Chris Stilling) SUMMARY: Attached for the Board's consideration is an Ordinance amending Title 1 of the Village's Municipal Code regarding conflicts with certain Ordinances of Cook County related to minimum wage and time off. L. 0-2017-22 An Ordinance Amending Chapter 5.20- Liquor Controls (President Sussman)(Staff Contact: Julie Kamka) SUMMARY: The Class B liquor license issued to Buffalo Grove Restaurant, LLC d/b/a Buffalo Restaurant at 1180 Lake Cook Road is hereby rescinded. A Class B liquor license is reserved for Buffalo Restaurant and Ice Cream Parlor, Inc. at 1180 Lake Cook Road. A Class B liquor license is reserved for Booming, Inc. d/b/a Yen Yen of Buffalo Grove at 360 Half Day Road. The Class C liquor license issued to Gold Standard Liquors d/b/a Binny's Beverage Depot at 124 McHenry Road is hereby rescinded. The Class E liquor license issued to Coffee House Holdings, Inc. d/b/a Starbucks Coffee #17730 at 1205 W. Dundee Road is hereby rescinded. M. Change Order Sewer Lining Contract with Hoerr Construction (Trustee Stein)(Staff Contact: Darren Monico) SUMMARY: Staff recommends a reduction of$151,007.80 in the awarded contract amount to Hoerr Construction. This reduction represents a removal of 1,968 linear feet of sewer lining from the originally bid and awarded amount. N. Authorization to Bid Newsletter Printing Services (Trustee Johnson)(Staff Contact: Brett Robinson) SUMMARY: Staff will not be recommending an extension to the current agreement for 2018 and seeks authorization to bid Newsletter Printing Services. O. Turnout Gear Joint Purchase (Trustee Trilling)(Staff Contact: Brett Robinson) SUMMARY: Staff seeks authorization to purchase Fire Turnout gear on a joint bid contract, in an amount not to exceed $45,000.00. P. Intergovernmental Agreement Between the Village of Buffalo Grove and Arlington Heights (Trustee Trilling)(Staff Contact: Steven Casstevens) SUMMARY: The Intergovernmental Agreement would grant Arlington Heights' Police Department permission to transport and house prisoners at the Buffalo Grove Police Department during the construction (May 2017-May 2019)of the new Arlington Heights' jail facility. Q. Approval of Woodman's Food Market Inc. Development Improvement Agreement (Trustee Trilling)(Staff Contact: Darren Monico) SUMMARY: Woodman's Food Market Inc. is proposing a development at Busch Parkway and Milwaukee Avenue in the Village of Buffalo Grove. Staff recommends approval of the Development Improvement Agreement subject to the final engineering plans and the Village Attorney review. R. Approval of Prairie Landings Development Improvement Agreement (Trustee Trilling) (Staff Contact: Darren Monico) SUMMARY: JTW Prairie Landing, LLC.is proposing a 12 unit townhome Development at the corner of Route 22 and Prairie Road in the Village of Buffalo Grove. Staff recommends approval of the Development Improvement Agreement subject to the final engineering plans and the Village Attorney review. S. Certificate of Initial Acceptance and Approval: Thermflo Development (Trustee Trilling) (Staff Contact: Darren Monico) SUMMARY: Attached is the Certificate of Initial Acceptance for the Thermflo development located at 875 Busch Parkway. Staff recommends approval to begin the one year maintenance period. T. Acceptance of Outlot B from Pulte Homes (Trustee Trilling)(Staff Contact: Darren Monico) SUMMARY: Per the Easthaven Plat of Subdivision, the developer is to transfer ownership of Outlot B to the Village. U. Acceptance of Property from Park District (Trustee Trilling)(Staff Contact: Darren Monico) SUMMARY: The Park District is transferring ownership of Lot C to the Village in accordance with the Easthaven Plat of Subdivision, subject to Village Attorney review. 9. Questions From the Audience Questions from the audience are limited to items that are not on the regular agenda. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 13.
