A. R-2018-5 Resolution to Enter into an Agreement for the Firefighter Property Program
(Trustee Smith)(Staff Contact: Mike Baker)

SUMMARY: The Firefighter Property Program allows for agencies to secure excess
firefighting equipment from the federal government. To qualify for Firefighter Property
Program, an agreement must be approved by the Village Board.
B. R-2018-8 Northwest Community Hospital Paramedic Preceptor Agreement (Trustee
Smith)(Staff Contact: Mike Baker)
SUMMARY: The Buffalo Grove Fire Department has been a paramedic preceptor
provider with Northwest Community Hospital. Being a paramedic preceptor organization
allows paramedic students to ride along and gain valuable experience in medical
assessment and intervention. The preceptor program agreement is renewed annually
and requires Village Board approval.
C. R-2018-9 Resolution Adopting the Village's 2018 Zoning Map (Trustee Stein) (Staff
Contact: Chris Stilling)
SUMMARY: Pursuant to State Statute, the Village of Buffalo Grove is required to publish
its official zoning map by March 31, 2018. Since last year's update, the map has been
revised to reflect the annexation and rezoning for Link Crossing, Prairie Landing
Townhomes and the Hoffmann parcel.
D. 0-2018-12 Amendment to Ordinance 2008-007 and Variation for an Electronic Sign at
1701 Leider Lane (Trustee Ottenheimer) (Staff Contact: Chris Stilling)
SUMMARY: Leider Greenhouses is requesting an amendment to Ordinance 2008-007 to
allow the manual changeable copy portion of the ground sign to be replaced with an LED
digital display. The requested modifications will not change the location or size of the
existing sign.
E. 0-2018-13 Ordinance Amending Chapter 5.20, Liquor Controls (President Sussman)

SUMMARY: An Application for a Local Liquor License has been made by Spyder
Entertainment, Inc. d/b/a Traktir the 12 Chairs, for a Class A Liquor License at 796 S.
Buffalo Grove Road. The Village has received notification that the Class B Liquor
License issued to Booming, Inc. d/b/a Yen Yen Buffalo Grove at 360 Half Day Road has
been changed to Booming, Inc. d/b/a Yen Yen Chinese&Sushi Restaurant at 360 Half
Day Road. An Application for a Local Liquor License has been made by Liquor City, Inc.
for a Class C Liquor License at 765 S. Buffalo Grove Road.
F. 0-2018-14 Ordinance for Additional No Parking Near Ivy Hall School (Trustee Smith)

SUMMARY:Amending the Traffic Ordinance relating to additional no parking near Ivy
Hall School
G. 0-2018-15 Ordinance Relating to Recapture Release Easthaven Development (Trustee

SUMMARY:This Ordinance removes the Recapture Fee Ordinance off of the Easthaven
Development.
H. 0-2018-16 Ordinance Amending Chapter 2.62 Village Administrative Hearing System
(Trustee Smith)(Staff Contact: Steven Casstevens)
SUMMARY: The attached ordinance includes changing the word "minors"to"juvenile." In
addition, it includes updated fees for several village ordinance violations,with the
recommendation to change some violations to must appear and others from must appear
to allowing payment before hearing.
MPI Tree and Stump Removal Agreement (Trustee Stein) (Staff Contact: Brett
Robinson)
SUMMARY: Staff recommends the Village Board accept 3rd Party Bids for Tree Removal
Services using a joint procurement agency bid through the Municipal Partnering Initiative
in accordance with the Illinois Governmental Joint Purchasing Act(30 ILCS 525/0.01 et
seq.)and authorize the Village Manager to execute an agreement with Lucas Landscape
and Design in an amount not to exceed $59,065.00.

12. Questions From the Audience
Questions from the audience are limited to items that are not on the regular agenda. In
accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the
audience will be limited to 10 minutes and should be limited to concerns or comments regarding
issues that are relevant to Village business. All members of the public addressing the Village
Board shall maintain proper decorum and refrain from making disrespectful remarks or comments
relating to individuals. Speakers shall use every attempt to not be repetitive of points that have
been made by others. The Village Board may refer any matter of public comment to the Village
Manager, Village staff or an appropriate agency for review.
