Clarke Mosquito Control Contract Change Order (Trustee Stein)(Staff Contact: Brian Sheehan) SUMMARY: Staff recommends that the Village Board approve the change orders requesting a total increase of $16,470.00 for the Clarke Environmental Mosquito Management, Inc. contract in order to provide a contingency for up to three (3) additional adult control treatments, pending the Village Manager's determination that the change is in the best interest of the Village of Buffalo Grove. E. 0-2018-40 Ordinance Approving a Special Use for Outdoor Storage at 355 Hastings Drive (Trustee Stein) (Staff Contact: Chris Stilling) SUMMARY:The petitioner is proposing to operate a moving and storage company at 355 Hastings Drive. The proposed use is permitted in the Industrial District, however, the petitioner is seeking approval of a special use for the outside storage of 14 storage pods. The Planning &Zoning Commission unanimously recommended approval, subject to conditions in the attached Ordinance. F. 0-2018-41 Ordinance Approving a Variation to the Sign Code for 3 Replacement Signs at the Courtyards at the Woodlands (Trustee Stein)(Staff Contact: Chris Stilling) SUMMARY: The Courtyards at the Woodlands currently has seven existing wooden subdivision identification signs. The HOA is seeking approval to replace these seven existing identification signs with three identical larger single face illuminated subdivision identification signs.The Sign Code allows only one sign,therefore a variation is required. The Planning &Zoning Commission unanimously recommended approval, subject to conditions in the attached Ordinance. G. 0-2018-44 Ordinance Amending Chapter 5.20-Liquor Controls (President Sussman) (Staff Contact: Julie Dziewior) SUMMARY:A Class A liquor license is reserved for Themi's Pizza, LLC d/b/a Giordano's of Buffalo Grove at 270 McHenry Road.The Class E liquor license for Best In Town, Inc. d/b/a Giordano's of Buffalo Grove at 270 McHenry Road is hereby rescinded effective October 15, 2018. H. 0-2018-45 Ordinance Amending Section 6.04.020.G., Hearing Board (Trustee Johnson)(Staff Contact: Jenny Maltas) SUMMARY:When the Board of Health was restructured to the Health Commission this section of the code was not updated. The ordinance replaces a reference of the Board of Health and replaces it with the Health Commission. 0-2018-46 Ordinance Revising Section 2.34 of the Municipal Code (Trustee Ottenheimer)(Staff Contact: Mike Baker) SUMMARY: The revision to the ordinance further defines the membership with the Joint Emergency Management System (JEMS)and the duties of the Joint Emergency Management Coordinator. J. Authorization to Purchase Carpet and Installation Services (Trustee Johnson) (Staff Contact: Brett Robinson) SUMMARY: Staff recommends that carpet replacement work be procured through Sourcewell formerly known as the National Joint Powers Alliance program in accordance with the Illinois Governmental Joint Purchasing Act (30 ILCS 525/0.01 et seq.) in a total not to exceed amount of $76,745.75. The project will be funded through the capital improvement fund and is in the 2018 budget. K. 0-2018-47 Ordinance Amending Chapter 5.12 Coin-Operated Amusement Devices (Trustee Stein) (Staff Contact: Julie Dziewior) SUMMARY: The proposed Ordinance adds Subsection E. to Chapter 5.12.070 to allow a total of six(6)coin-operated amusement devices at an establishment that holds a Class C liquor license. In accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the audience will be limited to 10 minutes and should be limited to concerns or comments regarding issues that are relevant to Village business. All members of the public addressing the Village Board shall maintain proper decorum and refrain from making disrespectful remarks or comments relating to individuals. Speakers shall use every attempt to not be repetitive of points that have been made by others. The Village Board may refer any matter of public comment to the Village Manager, Village staff or an appropriate agency for review. 13.
