A. R-2019-9 Resolution Relating to the Semi-Annual Review of Closed Session Minutes

SUMMARY: The Corporate Authorities have determined that the following set of closed
session minutes no longer require confidential treatment and are available for public
inspection.
B. R-2019-10 Resolution Adopting the 2019 Zoning Map (Trustee Ottenheimer) (Staff
Contact: Chris Stilling)
SUMMARY: Pursuant to State Statute,the Village of Buffalo Grove is required to publish
its official zoning map by March 31, 2019.The map is unchanged from last year.
C. Development Improvement Agreement True North Energy (Trustee Smith)(Staff
Contact: Darren Monico)

SUMMARY: Staff recommends approval of the DIA for the proposed development
located at 185 Milwaukee Avenue, subject to review and approval by the Village Attorney.
D. Intergovernmental Agreement Cook County CABS System (Trustee Ottenheimer)(Staff
Contact: Steven Casstevens)
SUMMARY:The Police Department is recommending the execution of the updated IGA
with Cook County Sheriff,which will result in the department receiving a new LiveScan
machine at no cost, eliminating the need to purchase a new machine and the annual
maintenance fee of$3,500.00
E. 2019 Chatham Lift Station Design (Trustee Smith) (Staff Contact: Darren Monico)
SUMMARY: Staff seeks authorization to execute an agreement with Ciorba Group for
design engineering and services in an amount not to exceed $34,445.70, pending
approval of the Village Attorney.
F. Award of Bid Landscaping (Trustee Johnson)(Staff Contact: Michael Reynolds)
SUMMARY: Staff recommends the Village Board award the bid for Landscaping Services
to the lowest responsive and responsible bidder,Americana Landscape Group Inc, at an
amount not to exceed $195,452.00 pending final review and approval of the contract by
the Village Attorney.
G. Award of Bid Right of Way Mowing (Trustee Johnson) (Staff Contact: Michael Reynolds)
SUMMARY: Staff recommends the Village Board award the bid for Right of Way and
Median Mowing Services to the lowest responsive and responsible bidder, City Escape
Garden &Design, LLC, at an amount not to exceed $101,424pending final review and
approval of the contract by the Village Attorney.
H. Award of Bid Tree Planting (Trustee Johnson) (Staff Contact: Michael Reynolds)
SUMMARY: Staff recommends the Village Board award the bid for Tree Planting
Services to the lowest responsive and responsible bidder, Acres Group, and authorize
the Village Manager to execute a contract with Acres Group at an amount not to exceed
$143,150.00 pending final review and approval of the contract by the Village Attorney.
Award of Bid for 2019 Pavement Marking Project (Trustee Smith)(Staff Contact: Kyle
Johnson)
SUMMARY: Staff recommends approval of the contract to the lowest responsible and
responsive bidder Superior Road Striping Inc. in the amount of$41,886.08 pending
Village Attorney review.
J. Award of Bid for 2019 Pavement Patching Project (Trustee Smith)(Staff Contact: Kyle
Johnson)
The 2019 Pavement Patching Project was bid on February 28th, 2019 and the lowest
responsible and responsive bid was J.A. Johnson Paving Co. Staff recommends
approval of the contract to J.A. Johnson Paving Co. in the amount of$201,442.50
pending Village Attorney review.
K. Award of Contract Bike Path and Parking Lot Sealcoating Project (Trustee Smith)(Staff
Contact: Darren Monico)
Staff recommends the Village Board award the bid for Bike Path and Parking Lot
Sealcoating Project to, Denier Inc., and authorize the Village Manager to execute a
contract with Denier Inc., at an amount not to exceed$45,149.58 pending final review
and approval of the contract by the Village Attorney.

12. Questions From the Audience
Questions from the audience are limited to items that are not on the regular agenda. In
accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the
audience will be limited to 10 minutes and should be limited to concerns or comments regarding
issues that are relevant to Village business. All members of the public addressing the Village
Board shall maintain proper decorum and refrain from making disrespectful remarks or comments
relating to individuals. Speakers shall use every attempt to not be repetitive of points that have
been made by others. The Village Board may refer any matter of public comment to the Village
Manager, Village staff or an appropriate agency for review.
13. Adjournment
The Village Board will make every effort to accommodate all items on the agenda by 10:30 p.m.
The Board, does, however, reserve the right to defer consideration of matters to another meeting
should the discussion run past 10:30 p.m.
