SUMMARY: Staff recommends approval of a utility easement in Outlot A of the Roslyn
Woods Subdivision pending Attorney Review.
B. Authorization to Seek Competitive Bids for Various Projects (Trustee Johnson, Trustee

SUMMARY: Staff requests Authorization to Bid for the various Fiscal Year 2020 projects
as further detailed in the attached memo.
C. Authorization to Waive Bids and Seek Competitive Proposals Projects for FY 2020

SUMMARY: Staff requests authorization to waive bids for a limited number of fiscal year
2020 projects and seek competitive proposals or negotiate for services as further detailed
in the attached memo.
D. Waiver of Bids-Cardiac Monitor Purchase (Trustee Smith)(Staff Contact: Mike Baker)
SUMMARY: Staff recommends the Village Board waive bids and authorize Staff to
purchase one replacement cardiac monitor at a total not to exceed amount of$31,237.06
from Zoll Medical Corporation.This proposed purchase will complete the upgrade of all
cardiac monitors.
E. R-2019-40 Resolution for Construction on State Highways (Trustee Pike) (Staff

SUMMARY: IDOT requires the Village to approve this resolution every two years. This
resolution acts as the Village's Surety Bond for any work performed with the State's right-
of-ways for the calendar years 2020 and 2021.
F. 0-2019-59 Approve LPA IDOT Agreement Raupp Blvd Bridge (Trustee Stein)(Staff

SUMMARY: To complete the documentation and final billing for the Raupp Blvd Bridge
Replacement Project,the Illinois Department of Transportation requires the approval of
the updated Local Planning Agency Agreement.
G. 0-2019-60 Ordinance Reauthorizing the Special Use for a Child Day Care Home in the
R-5a Residential Zoning District, 200 Timber Hill Road (Trustee Smith)(Staff Contact:

SUMMARY:The Village approved Ordinance No. 2017-037 granting a special use to
operate a child day care home at 200 Timber Hill Road with subsequent re-
authorizations. Marina Furman is requesting reauthorization of the special use for another
two-year period.
H. 0-2019-61 Ordinance Reauthorizing the Special Use for a Child Day Care Home in the

SUMMARY:The Village approved Ordinance No. 2017-027 granting a special use to
operate a child day care home at 303 Gardenia Lane with subsequent re-authorizations.

operate a child day care home at 371 Springside Lane with subsequent re-authorizations.
Regina Liberman-Diamond is requesting reauthorization of the special use for another
two-year period concerning the child day care home at 371 Springside Lane.
L. 0-2019-65 Ordinance Reauthorizing the Special Use for a Child Day Care Home Zoned

SUMMARY: The Village approved Ordinance No. 2011-5 granting a special use to
operate a child day care home at 554 Patton Drive with subsequent re-authorizations.

to reflect the changes discussed at the August 5, 2019 Committee of the Whole meeting.

SUMMARY:The Village received a Raffle License Application submitted by St. Mary
Parish to conduct a Queen of Hearts raffle on the property owned by St. Mary Parish
located at 10 Buffalo Grove Road and 50 Buffalo Grove Road. In order to allow St. Mary
Parish to move forward with the Queen of Hearts raffle,the requested changes to our
current ordinance are necessary.

12. Questions From the Audience
Questions from the audience are limited to items that are not on the regular agenda. In
accordance with Section 2.02.070 of the Municipal Code, discussion on questions from the
audience will be limited to 10 minutes and should be limited to concerns or comments regarding
issues that are relevant to Village business. All members of the public addressing the Village
Board shall maintain proper decorum and refrain from making disrespectful remarks or comments
relating to individuals. Speakers shall use every attempt to not be repetitive of points that have
been made by others. The Village Board may refer any matter of public comment to the Village
Manager, Village staff or an appropriate agency for review.
13. Adjournment
The Village Board will make every effort to accommodate all items on the agenda by 10:30 p.m.
The Board, does, however, reserve the right to defer consideration of matters to another meeting
should the discussion run past 10:30 p.m.
