70110.1 Newsletter Redesign Proposal

The current size and design of the Village News is geared more toward graphic presentation rather than
information delivery. A redesign of the newsletter will provide residents with a more organized, clear-
cut format—thereby improving the content of the newsletter.
This recommendation is in keeping with the Village Public Information Plan. By assuring that the
newsletter redesign coordinates with the website we are also in keeping with our goals to provide
residents with a positive cumulative impression.
I have attached a mock up of the proposed revision for your review. Please keep in mind that the page
number information has been cut off—it would be there when printed professionally.
Currently we pay AIM $4,700 for 19,000 four page, tabloid style newsletters printed on a glossy type of
paper. This year, we have often gone over the four-page limit—thereby incurring costs of$1 1,000
(June, August, November, issues from last year) to have an eight-page newsletter printed (includes the
extra collating costs).
I propose containing these increasing costs by doing the following:
• Issue a formalized bid for printing the newsletter and award an annual printing contract.
• Change the format from an 8-page tabloid to a I 2-page magazine style
• Change the paper from a gloss to a matte
• Eliminate "bleeds" in the design (printing to the edge of the paper)
Two printers have provided me with "back of the envelope" costs for printing the newsletter based on
the mock- up attached. One local printer has come back with a cost of$6,300 and another has come
back drastically lower at $3,1 73. Again, to get a more firm price I strongly urge that we go to bid and get
our printer under contract for this very large annual expenditure.
Please note that this change would affect the Buffalo Grove Days special newsletter edition as well —we
would move that into a magazine type format for that issue.

Service Center
Based upon comments from the Village Board at the time of the presentation and adoption of the FY 2006-
2007 through FY 2010-2011 Capital Improvement Plan regarding proposed project PBF50/01, Public
Service Center Expansion, was undertaken in order to provide perspective. Planning for the long range
evaluation of Public Service Center space requirements dates from 1986 based upon work efforts
undertaken by O'Donnell Wicklund Pigozzi and Associates. From that studies recommendation,as well as
from subsequent recommendations of a 1999 study to be noted, certain elements have been executed as
follows:
• PBF01 PSC Lower Level Remodeling FY 1992-1993
• PBF02 PSC Upper Level Remodeling FY 1992-1993
• PBF07 PSC Underground Tank Replacement FY 1994-1995
• PBF14 PSC Parking Lot Expansion FY 1996-1997
• PBF21 PSC Salt Dome FY 1997-1998
• PBF22 PSC Mezzanine Storage FY 1999-2000
• PBF27 PSC Ventilation FY 1999-2000
• PBF34 PSC Yard Wall/Building FY 2003-2004
In addition,prior to the above, a major expansion to the Public Service Center was completed in 1989 that
was an output of the OWP study but preceded the Village's annual development and approval of Capital
Improvement plans and therefore,was not identified as such.
These periodic projects have been planned and executed to provide for necessary improvements to a
building that was originally constructed in 1976 and based upon expanding service area and population,
had not remained efficient to meet service expectations.
The project now proposed has been placed into the Capital Improvement Plan to solicit and encourage both
discussion and further direction from the Village Board. The current concepts on PSC facilities planning
are based upon space needs analysis that date from 1999 that were based on assumptions that may not be
valid in 2006. However,based upon growth of the Village since that time, combined with a strong desire
to retain operations on this campus, an open discussion on the proper sizing and service efficiency of the
Public Service Center is important due to cost,timing and service delivery factors.
1986 Study
While this study may be viewed as dated it was the basis for the facilities efforts that began with the 1989
expansion noted above. The conclusions drawn from that study are as follows,and were expressed as long
term concerns:
• Based upon the evident growth profile of the Village, orderly expansion of facilities would be
necessary over time to accommodate increased maintenance functions.
• Due to size,the functional utilization of spaces was viewed as awkward.
• There were safety and environmental concerns due to noise, odors and vehicle movement
constraints as a result of to space limitations.
In support of the study conclusions, the Village did commit substantial funds to execute elements of the
work suggested as evident above. However, additional work is still believed critical to meet service
expectations as well as to use space efficiently within the campus. That approach is still an underlying
assumption although there may be service options available to disburse certain elements of the Public
Works operations within the Village limits. However, the belief that the most efficient approach toward
internal and external delivery of Public Works services is best directed from one efficient and well
organized facility.
1999 Study
The Village retained the firm of Legat Architects in 1998 to conduct an updated space utilization analysis
which was completed and submitted in August 1999. The underlying objectives of the study were to
develop a basic program of information gathering in order to establish planning criteria and options for
improved space utilization of the Public Service Center. From those objectives,goals to improve efficiency
(site circulation & congestion), enhance effectiveness of service delivery and accommodate need for
additional space (storage & parking) were sought. The study's conclusion was that the overall space
available within the then existing PSC would be inadequate for any and all long range uses and therefore,
different configurations should be considered.
Based upon input from staff and overlaying that input upon the practical application of efficient space
utilization and within the campus assumption, several options were suggested. While there were different
thoughts and objectives inherent in each approach, all impacted the use and location of the fuel islands as
well as how the Buffalo Grove Days festival would be accommodated on the site (planning retained the
assumption that Buffalo Grove Days must remain centered within the campus).
While not going into recommendations of the study, there was one option that incorporated an addition to
the south edge of the existing building for what was described as a compact and functional unit that could
work efficiently with existing uses and improve interior vehicle circulation while allowing for a very
effective organization of the vehicle maintenance section, key operational deficiencies in both studies.
Further, the fuel islands could remain on the south side of the PSC (versus other options that suggested
moving the island along Church Road)and could allow for Buffalo Grove Days to continue on the site. It
was also suggested that some parking be shifted to the north side of the PSC in a head-in configuration,
which could be well accommodated with available land. Overall, this option could provide up to 12,000
square feet of interior space. Also, the consultant was of the opinion that this option would be the most
compatible building form when viewed from Lake Cook Road.
At this point, a number of cost estimates have been suggested based on any given option including the
impact of various common approach improvements as well as the cost of fuel island relocation. However,
since 1999 elements of the study have been implemented, such as the northeast building corner addition as
well as expanded outside storage bins for commodities. Those improvements totaled nearly$583 thousand
and the effectiveness and cost impact on any broader project option such as were identified in 1998/1999
may warrant further review.
What is now suggested is that discussion occur anew on the facilities planning assumptions for the PSC and
based upon that dialogue, and any directives that may given to staff, that consideration be given to
undertake,at most,an updated space needs analysis of the PSC based upon the operational services that are
undertaken from that building based on the realities of 2006. That effort could lead to a suggested optimal
solution(s) to any deficiencies identified further supported by a statement of probable cost. Further, a
refreshed approach toward the Capital Improvement Plan of the Village would occur, one that is based on
the fair and balanced input of both staff and Village Board. It is believed that such an approach may lead to
necessary consensus relative to this conceptual project. At this point, there may be too many unknowns
that may be based upon dated concepts and assumptions which demand a fresh approach due to the
potential magnitude of the program contemplated.

Potential Community Center/ Library
HISTORY& PURPOSE
Tamiye Meehan, Executive Director of the Indian Trails Public Library contacted the Village in the
last quarter of 2005 and expressed an interest in a location for a Buffalo Grove library. The
Village staff reviewed several properties, including but not limited to the northeast corner of Buffalo
Grove Road and Deerfield Parkway (current site for the Villas residential development), as well as
the Public Services Center. The Public Services Center could be relocated to the industrial area in
Buffalo Grove, or a portion of the PW operation could be conducted from the Fire Station 25 site off
Dundee Road. Based on the past Park District interest in development of a community center,
consideration was given to a joint venture between the Park District and Library for development of
a joint building on the Park District owned land at Busch Grove, adjacent to BG the Fitness Center.
The ITPL desired a site within their territory, although north of Lake Cook Road; this site met their
guidelines. Due to a number of factors, a community center/library would not be likely without the
Village's financial support.
PARK DISTRICT NEEDS
Potential 65,000 s.f. two story building. The following information was provided by the BG Park
District; this information was part of their March, 2000 referendum package. The proposed facility
and space needs were discussed with representatives of the Indian Trails Public Library and it was
indicated that they could utilize several areas within the two story community center; these rooms
are noted as "shared". The building would include the following:
1) Shared Multi use program space - estimated 9,200 s.f.
a) Eight multiple use classrooms (four pair of classrooms with divider curtains) —5,280 s.f.
b) Large multi use room for large meetings, parties, and performing arts rehearsals - 3,000 s.f.
c) Training kitchen adjacent to the large multi use room to support functions—915 s.f.

LIBRARY NEEDS
According to Tamiye Meehan, ITPL, without the support of the Vernon Area library, they would be
seeking a 20,000 s.f. to 25,000 s.f. facility; with the Vernon Area Library, they could utilize a 30,000
s.f. to 40,000 s.f. facility.
The smaller scale library would include approximately 100,000 volume - primarily the "browsing
collection" or hot topic books. The Wheeling location library is 45,000 s.f. with 250,000 volume. In
Buffalo Grove, they would also be seeking a wireless location whereby they would offer a large
computer station area and instant messaging opportunities.

Attached please find a spreadsheet, prepared on 12/19/2005, for the Park District from their
Architect Dewberry; also attached is a document prepared by Williams Architects in December,
2005 which provides estimated budget costs based on current market data and similar facilities.
The costs per square foot in the Williams document provides for building construction costs only
and do not include site costs, general contractor or construction manager fees,
architect/engineering, or other owner miscellaneous expenses.

* This cost includes construction furnishing, signage, fee and expenses, and direct costs. Since
the Park District owns the land at Busch Grove Community Park, there would be no land
acquisition costs.
FINANCING STRATEGY
• The Indian Trails Library indicated that they would not need to go to referendum for operation
of a facility.
• The Park District indicated that they would seek a referendum for Operations and Maintenance
costs only. This action would be a good indication from Buffalo Grove constitutes to determine if
they desire a community center/library facility.
• If the Village Board supported this initiative, the Village could serve as the sponsoring agency
and issue a General Obligation (GO) Bond. Bond counsel would assist in structuring an
agreement with the Park District whereby their property tax structure and debt service would be
reviewed and a payment agreement established to conform to their taxing capacity and ability to
make payments. The Library would make lease payments to the Village. The Park District would
likewise make regular payments to the Village until the Village's infrastructure and capital costs
have been met; thereafter, continued lease payments from the library or libraries would be made to

the Park District. The Vernon Area Library would be invited to participate in this joint venture and
lease payments would be structured based on the amount of leasing space that is being utilized by
each agency. The Buffalo Grove Library would be managed by an employee of the Indian Trails
Public Library.
If there is support by the elected officials, we could plan for a November, 2006 referendum for the
park district for their O&M costs.

Executive Session — Land Acquisition
POSSIBLE VILLAGE PURCHASE OF REAL ESTATE
On March 11, 2004 the Village issued a letter to Jim Cowhey, President of Land & Lakes (L&L) and
presented two options relating to the Village's purchase of the landfill and landfill buffer, a total of
approximately 42 acres. The first option, a 15 year lease/purchase agreement, was not desired by
Land & Lakes. The following second option was more favorably considered:
The Village would acquire outright the fee ownership in the landfill and landfill buffer. L&L would
provide the Village in that sale a 60' public access and sign easement on the frontage property. They
would also annex to Buffalo Grove, with zoning to be conferred in the B-3 and B-4 Retail Districts. The
Village would waive the Fire Impact Fee for the property and provide a southern watermain at the
Village's expense.

L&L indicated that the purchase price was less than anticipated. At this time, the Board's
consideration is requested regarding offering the 2004 purchase price or a modified offer.
FOLLOWING IS A RECAP OF THE PROPOSED ZONING AND INCENTIVES
ZONING —WEST PROPERTY, 18 ACRES
The annexation and zoning would take place at the Village Board level. Any preliminary
plans/development proposals would be referred to the Plan Commission for full review. The front 18
acres would be zoned B-3, excluding residential, to accommodate the following:
• Outlot A—20,000 s.f. retail (this site would also be promoted to car dealers;a rezoning would be required).
• Outlot B —8,000 s.f. retail
• Outlot C —6,000 s.f. retail
• Outlot D —6,000 s.f. retail
• Hotel — 100 rooms
• Shopping development- 60,000 s.f. retail second floor office approximately 33,000 s.f.
The plan depicts a total of approximately 100,000 s.f. retail.
ZONING —WEST PROPERTY, 42 ACRES
A better understanding of their proposed business plan is necessary to establish zoning. Please note
that the Boundary Agreement with Lincolnshire depicts this site for"commercial /open space".
The annexation and zoning would take place at the Village Board level. Any preliminary
plans/development proposals would be referred to the Plan Commission for full review. The property
would be zoned B-3. The property owner or petitioner would be required to appear before the Village
Board and request a Referral to the Plan Commission for the approval of any preliminary plan or
development proposal. The B-3 District allows as a special use a public park, playground or club; and
public or privately owned and operated recreation area, fairgrounds, or other similar amusement
centers. Storage of outdoor equipment or items would require Industrial zoning.
Transfer Station: The Annexation Agreement would also identify that the current transfer operation at
the site would be grandfathered provided that the scope of work is not modified, and transfer or sale
of the operation is not conducted. The transfer station would be reviewed for the east side of
Milwaukee Avenue, preferably, although the west side landfill buffer area would likewise be
considered.
Potential Uses: The Village has had communication with CJ Fiore regarding relocation of the Fiore
Nursery; there is a possibility of relocating this business to the Land & Lakes property. In addition,
Robert Schwake Stone Company, a masonry and cast stone contractor located in Des Plaines, has
expressed an interest in relocation to the Buffalo Grove area. They may be potential to relocate this
use to the subject site. L&L and the Village have had discussions regarding utilization of this property
for green space, a nursery, or other low impact, similar user.
ZONING — EAST PROPERTY, 4.7 ACRES
Land & Lakes would also file a Petition for Annexation with the Village for the eastern property.
Based on the Boundary and Planning Agreement with Lincolnshire, this action would preclude
Lincolnshire and Riverwoods from annexing this site or the neighboring property.
Land & Lakes has expressed an interest in an open-air transfer station on this site. The Village Board
would consider a Referral to the Plan Commission (PC) for consideration of this development. A
preliminary plan, traffic study, stormwater management/engineering, landscape plan, and other areas
would be reviewed. The transfer station is proposed to provide for landscape, construction,
demolition and debris services; the operation would be required to meet the approval of the IEPA and
LC Solid Waste Plan.
The Village would need to modify the Zoning Ordinance to provide for a special use in the Industrial
District for a composting facility/transfer station. This zoning is consistent with the Boundary
Agreement with Lincolnshire.
Land & Lakes expressed an interest in the Village Board acting on the eastern and western properties
at the same meeting. It was indicated that the eastern property could be referred to the Plan
Commission, whereby workshops and a public hearing would be coordinated. The Village Board
would then consider all actions — annexation, zoning, and plan approval - for all L&L sites at one
meeting.
PROPOSED FEE WAIVERS
• The Village would acquire an easement and install the southern water main and sanitary sewer. A
12" water main line and 10" sanitary sewer would be constructed to the property line. A second
watermain line would be required at L&L's cost. Estimated cost for southern utility access: $200,000.
• 50% cost sharing - review & inspection fee. Based on estimated cost of all public and private
improvements, exclusive of buildings. Total estimated $200,000; 50% cost sharing = $100,000.
Total Incentive Package: $300,000
LAND & LAKES SHALL BE RESPONSIBLE FOR THE FOLLOWING:
1) 50% cost sharing - review & inspection fee. Based on estimated cost of all public and private
improvements, exclusive of buildings. Total estimated $200,000; 50% cost sharing =
$100,000.
2) Fire impact fee, $.75 per gross square foot of building area constructed. $75,000
3) Pavement evaluation fee -testing of concrete, $.15 per square yard.
4) Second watermain connection required; easement provided at Milwaukee/Busch Road.
5) Construction water charge - based on construction value.
6) Water connection - based on size of connection.
7) Water system improvement - $95 per 100 gallons of gpd; figure based from MSD Permit.
8) County tap-on — calculated based on quantity utilized. For non-residential developments, Lake
County charges $1,400 per 250 gallons per day (gpd).
9) Sanitary sewer tap-in fee - max of$3000.
10)Recapture for sanitary sewer- approximately $22,000 based on 18 acres of development.
11)Construction of any storm sewers necessary to service the property.
12)Construction of all roads - roads shall be private.
13) Permitting and construction of a traffic signal to service the property; the Village shall use its best
effort to assist with the approval process through the Illinois Department of Transportation.
14) Illinois State Statute required real estate tax payments made by the Village to the Lincolnshire-
Riverwoods Fire Protection District concerning the Property. The payment is based on the
property's valuation and the most recent District levy. The extension, per $100 equalized and
assessed value, is collected for a five year period but on a declining scale: 100% the first,
80% the second, 60% the third, 40% the fourth and 20% the fifth.
The following represents a portion of the expenses that would be incurred by L&L; significant costs
not included are traffic signal installation, road construction, second watermain construction, real
estate tax payments to the Fire District:
