Lot of-Re.corl, A parcel of and which is a numbered
lot created Ad delineated in a duly recorded plat of
subdivision, or a parcel of land which has been
conveyed by the identical description by deed of record
dated prior to November 69 1958, or which at the time
of the last division or separation from a larger tract
by conveyance of record met the then existing area and
frontage requirements as established by ordinances
then in force in the Village and which-after such
separation and division left remaining of such original

The following requirements are hereby adopted as minimitm
standards of design of a subdivision and improvements required to be
constructed or installed therein.
1. 11glalls A public street or streets shall be provided
to afford convenient access to all property within the
subdivision. No private street or thoroughfare shall
be permitted.
The proposed street system shall extend exist-
ing adjoining streets unless the extension thereof
would not be practical.
Where, in the opinion of the President and
Board of Trustees, it is desirable to provide for street
access to adjoining property, the proposed streets shall
be extended by the dedication to the boundary of such
property.
2. Alfiza Alleys shall be provided at the rear of all
lots or tracts Intended for business, commercial or
industrial use, and multiple family building sites,
but shall not be provided in residential blocks.

stteet, alley or thoroughfare, measured between the
lines of the property abutting upon the right-of-way
shall not be less than the following:

'The entire right-of-way shall be provided where any part
of the subdivision is on both sides of the right-of-vay.
When the subdivision is located on only one side of an
existing right-of-way which is less than the required
width, the subdivider shall dedicate additional right-
of-way to meet the requirement, but not exceeding one-
half of the total required width.
4. Street Gradeg_, Major streets shall not exceed seven

street, 250 feet, for a major residential street, and
100 feet for local residential streets.
Inter-section radius shall be no less than,
twenty (20) feet. All curves in streets mast be approved
by the Engineer for the Village.

offset at the, centerline of less than 1,25 feet must be
approved by the Village Engineer.

viously in alignment wlith existing streets already named
shall, bear the same name. No street, except as stated
above, shall. bear the name of an existing street irres-
pective of the use of a staffix Street, Avenue, Road, etc.

two tiers of lots and utility lines in rear lot ease-
ments, except where, fronting on major streets or pre-
vente by topographical conditions or size of property,,
in which case a single tier of lots may be approved.
9. Insofar as practical, side lot lines shall be
at right angles to str'eet lines or on ZLd to curved
street lines.

Lot sizes shall_ conform to the requirements in
the, Zoning Ordinance of the Village of Buffalo Grove.

Ordinance of the Village of Buffalo Grove.

The Village Board of Trustees may waive the requirement
for dedication if such dedication does not conform to
the Official Village Plan as adopted in this Ordinance.

be given to the preservation of natural features and
easements shall be located where they will not interfere
with large trees, water courses,, historical and similar
Community assets, which, if preserved,, would add to
the attractiveness of the subdivision and the value of
the property.
14. for Drainage. An adequate system of storm water
Tiaiiii-&- shall.—be constructed and installed, consisting
of ditches, storm sewers, and other necessary facilities
which meet the approval of the Village of Buffalo Grove.
No storm water from any source shall empty into the,
sanitary sewer system,
15. fan tary Sewers. Where located within the service area
of the sanitary sewer system, sanitary sewers shall be
constructed throughout the entire subdivision in such
a, manner to serve adequately all lots and tracts with
connection to such sewer, system.
All sanitary sewer mains shall be constructed of
vitrified clay pipe, or approved equal, with a minimum
diameter of eight (8) Inches. All sewer design,, plan
d an specifications shall be submitted to the Vi Jage
Buffalo Grove for approval.
Each lot platted for the subdivision shall be
served with a sanitary sewer stab which shall be con-
nected to the main sewer by means of no less than six
(6) inches.,
Manholes shall be constructed on the sanitary
sewer at a maximum distance of 1+00 feet between said
manholes; materials and method of constructing said
manholes are subject to approval by the Village of
Buffalo Grove.
Storm water shaU not be directed Into the
sanitary sewer system.
Where lots cannot be connected with a public
sewerage system, provisions must be made for sanitary,
sewerage facilities, approved by the Village of Buffalo
Grove.,
16. WaQM_fg1RJ1, When located within the service area of
the water supply system, water mains not less than six
(6) inches in diameter shall be constructed throughout
the entire subdivision in such a manner as to service
adequately all lots and tracts with connection to the
system, together with shutoff valves and fire hydrants.
No water main will be allowed to terminate at
any point on the system except feeder mains constructed
to serve adjacent areas in thesystem. in or feeder
mains serving the subdivision must be adequate in size
to furnish an adequate supply to the subdivision and
any area lying within the water supply system between
the boundary of the subdivision and the perimeter of
said water service area. The water main shall be tested
at 120 pounds for one hour. MAxim= loss 2 you
pressure. Design and material shall be subject to
approval by the Village. Fire hydrants shall be installed
throughout the entire water suppl system at i al ntervs
of gal exceeding six hundred (6005 feet. All fire
hydrants shall have a seven (7) inch barrel and shala be
provided with two (2) two and one-half (2J) inch hose
connections and one (1) steamer connection.
No hydrant connection will be permitted at the
termination of any water service main except on as feeder
line of eight (8) or more inches in diameter.
Valves shall be placed in vaults or oast iron
valve boxes. Valves shall be placed in the system at
intervals not to exceed 1300 linear feet and at all,
principal branches of the system.
Whore lots cannot eccnomically or for other
reasons be connected with a public water supply system,
provision must be made for a water supply suitable for
domestic use approved by the Village of Buffalo Grove.

required In the provisions of this Ordinance.
Such house services shall extend from the

lot. Water services shall be three-quarter (3/4) inch,,
Type K, copper or approved equal and shall be terminated
at a shutoff valve of approved type.

shall be improved with a durable hard surface roadway..
The pavement shall be equal, to or superior to a pave-
ment consisting of a base course of crushed stone or
ravel of a total thickness of not less than eight )
inches when thoroughly compacted. Materials and method
of constrawction shalll be in compliance with the
Specifications approved by the Division of Highways of
the State of Illinois for the type of pavement designated,
as Subclass -.5 in said Specifications, and shall be
sufficient, in the opinion of the Village of Buffalo
Grove to withstand the traffic that the roadways will.

Before any paving work is commenced, all street
grading shall be properl.y completed as shown on the
Grading 'Elan submitted on Final plat of Subdivision.
After grading of streets is completed and approved,
and before any base course of the roadway pavement is
laid, all of the underground work, such as water, sewer,
and gas mains, house service oonnections therewith,
and where possible all underground conduits for electric
and telephone lines, shall, be completely installed in
place and approved.
Before the surface course of the roadway pave-
ment is laid all depressions in said base course shall
be properly filled and brow htto required grade so as
to create a level. surface.

roadway consisting of not less than five ( ) inches of
stone or gravel when thoroughly compacted and two 2)
inches of asphalt surface of the .following widths:
a. Through business blocks - not less than
sixteen (l ) feet.
b. Through industrial blocks - not less than
sixteen l ) feet..
. CMXh_xn1_fQJELx A suitable curb and gutter shall be
constructed along the outside lines of all street
pavements. The type of curb and gutter shall be subject
to approval of the Village of Buffalo Grove.

21. jjAjjjjhj, Sidewalks may be required by the Board
of Trustees of the Village of Buffalo Grove, Illinois
if, in the opinion of said Board , sidewalks are
necessary for the public safety of residents of the
subdivision.
Sidewalks, whether required or optional, shall
be constructed in accordance with the following;
a. Fesio ent a inimum width. . ..4 feet.
Minimum thickness. .. .4 inches.
All sidewalks shall be constructed of
Portland cement concrete with a 28-day
compressive strength of 3000 pounds.
Minimum slump, three (3) inches.

all commercial and industrial district walks
shall be constructed in accordance with. design,
grade and specifications approved by the Village
of Buffalo Grove.
22. t e t The subdivision shall be provided with
street signs of a type approved by the Village of
Buffalo Grove, and shall be erected at locations and
in the manner proscribed by the Village of Buffalo
Grove.
23. ee is asements shall be provided on the
recorded plat where necessary to provide for adequate
street lighting, said locations for street lights to
be designated by the Village of Buffalo Grove.
In the event the electric utility does not
furnish street lights, the subdivider shall furnish
and install street lighting system acceptable to the
Village of Buffalo Grove.

When the subdivider can show that a provision of the
standards of Design or Required Improvements as set forth In Section
6 would cause unnecessary hardship if strictly enforced, and whero
because of topographical or other conditions peculiar to the site
or surrounding condition in the opinion of the Board of Trustees a
departure may be made without destroying the intent of such provisions,
the President and Board of Trustees of the Village may-approve a
variance.

Section .
That the steps and proceedings hereinafter set forth
are hereby adopted as the procedure to be follawed for approval of
a subdivision of lands,
1. Yenta.' ive Plot and pia then any owner of land within
t .e corporate limits of the Village of Buffalo Grove,
or any owner of lands contiguous to the Village of
Buffalo Grove, or within the area encompassed by. the
Land Plan, desires to subdivide lands, the owner shall

submit to the Village Board of Trustees a tentative
plat, with two prints or copies thereof drawn to a
scale of not less than one hundred (100 feet to the
inch$ -with supporting sheets which shell constitute
a part thereof sho�wing the proposed plan of subdivision.
Su,ch plats shall sheave and give the following informa-
tion insofar as possible.
a. The boundaries of the, proposed subdivision
and the distances between corners, and the
total area in acres contained therein.
b. The name of the proposed subdivision,, and
the name of the engineer who prepared the plat.
0. The location of the existing corporate
boundary lines at or near the proposed sub-
division.
d. The character of lands immediately adjoining
the proposed subdivision,, showing the, sub-
division thereof, if subdivided and the
locations and dimensions of pubhc streets,
alleys, public utility easements, street
pavements, storm and sanitary sewer mainst
water supply mains, if any ad3oining the
proposed subdIvision.
0. The then Zoning Classification.
f. The location within the proposed subdivision
of any existing public streets, alleys, public
utility, easements, street pavements, sanitary
sewer mains, water courses, bridges culverts
and similar facilities if any, and 'the, location
of any existing buildings.
g. The names, locations, widths and other dimen-
sions of proposed streets alleys, easements,
parks, p;aygrounds and ether open spaces pro-
posed to be dedicated for public use.
h. The blocks and lots into which the, project is
proposed to be subdivided, with dimensions
thereof.
i. Contours at vertical intervals of not more
than twee (2) feet.
J. A general. description of the type, kind,
character and extent or required improvements
proposed to be constructed or installed.
k. Summary of all restrictions including the
restrictive covenants to be imposed, as to the
use of the property within the subdivision, if
any.,
1. Such other information or data the Village Boa,rd
or Plan Commission may require for, full and
complete consideration of the proposed plan.

2. Action on the Tentative Plat. The Board of Trustees
a all receive the tentative plat and refer same to
the Plan Commission for examination and recommendation
as to approval or disapproval. The Commission shall
�request the owner to make changes in the tentative
plat, as recommended by the Village Engineer, as a
condition of approval.
The Commission shall examine and consider the
tentative plat, together with such other data as it
may deem applicable and within a reasonable time
either approve or disapprove it and so report to the
Board ofTrustees in a letter of transmittal accompany-
ing said plat.
In case of approval, both copies of said plat
shall be stamped, "Tentatively, Approved," signed by
the Chairman of the Plan Commission and dated, with
the date of approval by the Commission. One copy of
the approved tentative plat shall then be returned
to the Owner and the other retained by the Commission.
The Commission's approval or disapproval is
subject to formal action by the Village Board of
Trustees on the final plat and such tentative approval
does not constitute acceptance of the subdivision.
Einal_Pl t - Re ireaents After approval of the
tentative plat, the owner shall prepare a final plat
for the record. This plat shall be in strict conformity
with the approved tentative plat; it shall be drawn
an tracing cloth, shall. be accompanied by two prints,
and shall. be drawn to a scale of not less than one
inch (111) to one hundred feet (1001 ). The plat shall
meet the following requirements:
a. Name: The name of the proposed subdivision shall
be shown.
b. Date: The date of preparation and proper north
sign shall be shown.
C. Survey: A correct survey of the property pro-
posed to be platted shall be shown. Government
section lines and corners, half section lines,
the location and dimensions of all streets
(with their names) , alleys and other lands to
be dedicated to public uses, and the lines and
dimensions of abutting roads and streets (with
their names) and alleys shall be shown.
d. Description of Property: A legal description of
the property, including reference to section,
township and range shall. be shown.
eo Street Names: All streets shall be named in
conformity to the, Village street naming plan
and in conformity with the requirements of this
Ordinance,

f. Lot Lines: All. lot lines shal3 be shown,
lots and blocks being numbered by consecutive
numbers; building lines and easements shall
be shown, with their measurements.
g. Dimensions: All necessary dimensions, both
linear, and angular, shall be shown.
h. Monuments: The description and location of
all survey monuments placed in the subdivision
shall be shown.
i. Certificates: Acknowledgment - The plat shall.
contain (1) a certificate by the surveyor that
he has surveyed the land, (2,) an acknowledgment
of ownership by the owner,, as provided by law.
J. Approval by, signature of Village, County and
State officials concerned with specification
of utility installations,
k. Proper form, for approval by the Village Board
of Trustees with space for proper signatures.
1. Proper form for approval by the Village Plan
Commission with space for signatures. Plan
Commission approval of plat shall, not be deemed
to effect or constitute acceptance of the plat
on any dedication of lands or other space shown
thereon. Final. acceptance shall be the responsi-
bility of the President and Board of Trustees of
the Village of Buffalo Grove.
Supporting Documents to be submitted with the a' t

shall be submitted to the Plan Commission with the final
plat.
a. Grading plan and profile showing existing center-
line elevations of all streets and alleys and
centerline elevation of all proposed streets and
alleys to be constructed in the, subdivision.
Elevations shall be referred to a permanent bench
mark. Profiles shall, be drawn to a horizontal
scale of fifty feet ( 1 ) to one inch (111) and a
vertical scale of five feet (51 ) to one inch (111).
b. A detailed statement by the subdivider setting
forth the nature, kind, character and extent of
all improvements that will. be constructed in the,
subdivision,, together with complete plans, pro-
files and specifications clearly describing the
same, with agreement to construct the same in
accordance therewith at his own expense, within
the time limit fixed by the Village Board.
a. A certificate by a regi,stered professional civil
engineer stating that all improvements described

plans, profiles and specifications meet the
minimum requirements of this Ordinance.
d. proof that all taxes, general and. special, are
paid for prior year,s.

of plan Commission.
Final PLa
- Submission Thefinal, plat shall be ub-
itted to t plan Commission within four months
after the date of approval of the tentative plat. When
the plan Commission has approved the plat, it shall
cause a certificate of approval, dated and signed by
the Chairman, to be stamped or marked on the plat. The
Plan Commission shall then transmit the plat and all..

rags ees together with its written report setting forth its
fiddfAgg M conclusion and recommendations. The Plan
Commission shalw2 return such plat, doeu ents and.
recommendations to the Village Board. of Trustees within
a period not to exceed two ( months from the date of
the first regular meeting following receipt of said
final plat.
The Board of Trustees, if It approves the plat,
shall cause its certificate of approval to be stamped
or marked on the plat, dated and signed by the President
and attested by the Village Clergy: under the corporate
seal of the Village of Buffalo Grove.
Said plat of subdivision skull bear the seal of
a registered Illinois surveyor.
After such approval, one approved copy or print
of the final. plat and one copy of all supporting docu-
ments submitted therewith shall remain on file with the

Where there is presented to the Village Board for
approval as plat of subdivision or resubdivision of a small tract of
land, if the Village Board, after consideration thereof is of the
opinion the intent and purpose of this Ordinance are not violated
by such plat, the Board may waive the application—and approve such
plat without further procedure.
Section 10. EnfnIRIMenj
It shall be the duty of the Building Commissioner to
enforce the provisions of this Ordinance.
Section 11. PInla"Ilty
Any person persons corporation or company who shall.
violate any provision ol this GrAinance shall be subject to as fine of
not less than Twenty Five Dollars ($25.00) nor more than Two Hundred
Dollars ($200.00) for each violation, each day of such a violation.

If any part, section, sentence or clause of this
OTdinance shall be adjudged void and of no effect, such decision shall
not affect the validity of the remaining portion of this Ordinance.
The provisions of this Ordinance shall be deemed to be separable.
Section 13.
This Ordinance shall be in fall force and effect from
and 'after its approval, passage and posting as required by law.
