ORDINANCE REGARDING A COVID-19 VACCINATION POLICY
FOR THE VILLAGE OF BUFFALO GROVE
WHEREAS,the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution
of1970; and,
WHEREAS, the Illinois, Municipal Code, 65 ll-CS 5/1-2-1, provides that the corporate authoritiies
of each imunicipality may pass all ordinances and make all rules and regulations proper or necessary,to
carry into effect the powers granted to municipalities, with such fines or penalties as may be deemed
proper; and
WHEREAS, the Illinois Municipal Code, 65 ILCS 5/11-210-5, provides that the corporate
authorities of each municipality may do alll acts and make alll regulations,which may be necessary or
expedient for the promotion of health or the suppression of diseases; and
WHEREAS, the Village of Buffalo Grove understands that the availability of a COVID-19 vaccine
will provide a means to suppress the COVID-19 virus and protect the health, safety and welfare of the
residents and employees of the Village of Buffalo Grove; and
WHEREAS, should any section or provision of this Ordinance or the adopted COVI'D-19
Vaccination Policy be declared to be invalid, that decision shall not affect the validity of this Ordinance
or adopted COVID-19 Vaccinafion Policy as a whole or any, part thereof, other than the part so declared
to be invalid.
NOW,THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
BUFFALO GROVE:
Section 1. Addendum A—Applicability to Elected Officials, dated 02-116-2022, included as Exhibit A to,
this Ordinance, is hereby adopted" and made a part of the Mandatory COVID-19 Vaccination Policy and is
immediately effective.
Section 2.The requirements of the Mandatory COVID-19 Vaccination Policy and Addendum A shall also,
apply to all elected officWs.
Section 3. Any elected official requesting an exemption from this policy due to medical reasons Or a
sincerely held religious belief must complete and Submit the appropriate Accommodation Request
form(s) to Director of Human Resources& Risk Management.
Section 4. All elected officials must submit copies of their vaccination cards, including records of booster
va:ccination(s),or other documentation showing the date of their first dose to the Director of Human
Resources & Risk Management by March 7, 2022.
Section 5. This ordinance shall not be codified.

Addendum A- Applicability to Elected
Offidals
As part of this policy, elected officials shall be required to be fully vaccinated ais defined by this
ploilicy, except when a valid accommodation has been granted. Consideration of any or all of
the following risk factors will be included in dietermiining if fully vaccinated status is required:
1, Interaction with Village elected/appointed officials, employees and the public, including
but not limited to:
a, Work conducted in Village facilities;
b. Proximity and/or duration to individual Village employees or workgrouips while
attendliing in-person meetings or serving as an appointee or liaison to any
committee, board or commission of the Village;
c. Reqluilred interaction with healthcare workers in the employ of the Viillage;
and/or
d. Proximity to residents or customers whille attending in-person meetings or
serving as an appointee or liaison to any committee, board or commission of the
Village.
Procedure
The Village Manager shall make a recommendation to the Village Board for any elected official
to be fully vaccinated as defined by this policy, if the elected official is required to be fully
vaccinated, the Human Resources Director shall notify the elected official and establish
reasonable timelines for compliance.

The following elected officials are hereby required to be fully vaccinated under the
requirements of this policy:
1. Village President;
2. Village Trustee; and
3. Village Clerk.

If an elected official fails to comply with the requirements of this policy within deadlines
established by the Human Resources Director, the Village Board may censure the official as
applicable and take any other action as may be allowed by law.

The Village Manager shall review and recommend to the Village Board those elected officials
subject to this policy in accordance with then-current risk factors, applicable local, state and
federal regulations as well as CDC guidaince during the duration of the COVID,-19 pandemic. The
