MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE BOARD OF
THE VILLAGE OF BUFFALO GROVE,HELD IN THE COUNCIL CHAMBERS,
50 RAUPP BOULEVARD,BUFFALO GROVE,ILLINOIS ON
MONDAY,APRIL 27, 1998
CALL TO ORDER
President Mathias called the meeting to order at 7:35 P.M.
ROLL CALL
Roll call indicated the following present: President Mathias,Trustees Marienthal,Rubin,Braiman,Hendricks, and
Glover. Trustee Reid arrived at 9:15 P.M.
Also present were: William Balling,Village Manager; William Raysa,Village Attorney; Lee Szymborski,
Assistant Village manager; Gregory Boysen,Director of Public Works; Richard Kuenkler,Village Engineer;
Robert Pfeil,Village Planner;Police Chief McCann;Police Sergeant Husak; and Deputy Fire Chief Sashko.
COMMITTEE OF THE WHOLE FORMAT
President Mathias clarified the format for the Committee of the Whole meeting, and noted that it is a workshop
meeting for the Board, and is not a time for public input. He stated that there will be time for public input when
the items are on the agenda for a Regular Board Meeting.
Mr. Balling reviewed the reasons that this workshop meeting has been scheduled.
800 Mz RADIO SYSTEM
Mr. Balling reviewed this item for the Board, and Deputy Chief Sashko reported on his findings to date. Mr.
Balling stated that staff is working on this issue and will probably bring it before the Board at the May 4, 1998
meeting.
ITEMS FOR DISCUSSION
The Board reviewed staff recommendations and discussed the following items:
A. Draft Resolution- abating night-time train whistles; Mr. Szymborski's memo to Mr. Balling of
April 23, 1998.
B. Armstrong Drive Traffic; Mr. Kuenkler's memo to Mr. Szymborski of April 23, 1998.
C. Issues related to warranted and unwarranted traffic signs; Mr. Kuenkler's memo to Mr. Szymborski of
April 23, 1998.
1. University&Harvard 3-way stop
2. Checker Drive
3. Crossings Subdivision
D. Morning cut-through traffic on Butternut Drive; Mr. Kuenkler's memo to Mr. Szymborski of
April 23, 1998.
E. Arlington Heights Road and Checker Drive- status of no right turn; Mr. Kuenkler's memo to Mr.
Szymborski of April 23, 1998.
F. Update on Buffalo Grove Road and Weiland Road corridor studies; Mr. Kuenkler's memo to Mr.
Szymborski of April 23, 1998.
G. Pavement marking practices,including center lane striping and pedestrian walkways; Mr. Kuenkler's
memo to Mr. Szymborski of April 23, 1998, and Mr. Boysen's memo to Mr. Balling of April 22, 1998.
H. Consideration of primary seat belt ordinance concepts; fact sheet on Seat Belts from the Buffalo Grove
Police Department.
ADJOURNMENT
Moved by Braiman, seconded by Glover, to adjourn the meeting. Upon voice vote,the motion was unanimously
declared carried. The meeting was adjourned at 9:46 P.M.
