Chairman Ottenheimer read the Notice of Public Hearing as published in the Buffalo Grove Daily Herald, explained the procedure to be followed for the public hearing, and swore in all persons who wished to give testimony. Commissioners present: Chairman Ottenheimer Mr. Samuels Ms. Dunn Mr. Panitch Mr. Smith Ms. Kenski-Sroka Commissioners absent: Mr. Trilling Mr. Feldgreber Ms. Bocek Also present: Mr. Keith Jacobs, Jacobs Homes Mr. John Green, Groundwork, Ltd. Mr. Bruce Kahn, Village Trustee Mr. Robert Pfeil, Village Planner Mr. Greg Summers, Associate Village Planner The following exhibits were presented by the petitioner at the public hearing: Exhibit 1: 35 foot unit and alternate unit Floor Plan, dated February 1, 2002 Exhibit 2: Preliminary Site Plan, revised February 1, 2002 Exhibit 3: 3-unit Prototype, showing color palette dated December 19, 2001 Exhibit 4: 4-unit Prototype, showing color palette dated February 1, 2002 Exhibit 5: Material Samples, dated February 1, 2002 Mr. John Green stated that on February 4, 2002 IDOT approved the emergency access on the mountable median so that the Fire Department will have left turn access into the right out only entrance to this project. Mr. Green stated one of the elements spoken of during the public hearing were the building exteriors and the feel and flavor of those. During the course of that discussion there were some suggestions about things that might be further considered. One in particular was the opportunity to create less flat elements to parts of the buildings. He noted he had indicated he would be interested in having two story bay elements on some of the units, particularly the A units which represent 44 percent of the units. During discussion, even the sides of B units were thought to be good for the bay element. This would require a variation as the Village of Buffalo Grove permits only one story bays in yards and this would create a two-story bay in yards. In discussions with the staff following that meeting it was felt that even though they could come back and just present the elevations and potentially take it to the trustees for the variation, it was probably better to file for the variation, publish and go through the whole thing as part of the process. Mr. Green stated that as the sales and marketing began to follow up on potential buyers, they discovered there is a real interest in the master bedroom down feature. Therefore, they have included an additional master bedroom down plan in the packet. This changes elements of the first and second floor but it does not change the exterior. Mr. Green noted they are now showing a two story bay element on every one of the A type units. In addition they have requested consideration for windows to be incorporated in the sides of the B unit where they have added the bay and where those buildings are 20 feet apart. That applies to two cases between buildings 1 and 2 and buildings 11 and 12. One of the other requests was to darken one of the color palettes so that they could have a greater differentiation in the two color schemes. Mr. Green stated the request for windows on the two B units where the spacing is 20 feet is not a need, rather a desire. Where they have done that, it is across from an A unit and that A unit does not have windows. Therefore they have not created a situation where there would be a building looking into another building. Mr. Green stated they have also made a couple of other subtle modifications that were requested. The first is that although the chimneys are now done in the stone, they have also revised the composition of the 3 and 4 unit buildings so that you are only looking at 2/3 of the units having chimneys. Mr. Green stated that due to the two story bays, they have now been able to create more breaks in the roof. Mr. Green noted that several of the buildings have the grading going down about 2-2 '/z feet from front to back. They have reflected that in one of the buildings they show so you can see how that works in relation to the whole building. Commissioner Samuels asked if people really want a floor plan that shows entry to the master bedroom from the breakfast room. Mr. Green noted that particular plan creates a more open floor plan and it does seem to be viable and desirable. Mr. Green noted the request made by Mr. Summers to increase the size of one rear gable to make its intersection with the main roof consistent with the other gables and they have agreed to that request. He also questioned the utilization of siting in some of the bay elements. That is particularly applicable to the B unit on the side. He noted he has discussed the fact that he did not want to make that bay too busy. Once he gets over 8 feet he must put a joint which he feels look terrible after a while. That is why they put the siding in that element and since it was an aside, he was not that concerned. Another suggestion was to add the same band board at the grade foundation as there is on the other element and they have no objection. Commissioner Kenski-Sroka noted a misspelling of her name on the first page. All Commissioners were in favor of the amended motion and the motion passed unanimously with Chairman Ottenheimer abstaining. COMMITTEE AND LIAISON REPORTS Chairman Ottenheimer noted that Commissioner Bocek had attended the Village Board meeting on February 19, 2002 and there was nothing of concern or referred to the Plan Commission. JACOBS HOMES, NOAH'S LANDING TOWNHOMES, VARIATIONS OF ZONING ORDINANCE CONCERNING SETBACKS FOR TWO-STORY BAY WINDOWS AND SIDE-TO-SIDE BUILDING SEPARATIONS Moved by Commissioner Samuels, seconded by Commissioner Dunn to recommend approval to the Village Board of the petition for two-story bay windows for the proposed two-story townhomes with the following variations: ZONING ORDINANCE — Section 17.20.030.H. (to allow two-story bay windows to project up to one (1) foot into certain required yard areas as depicted on the site plan submitted for the public hearing;) Section 17.28.050.E.4.3(iv) (to allow the distance between adjacent buildings with windows in side walls to be less than 234 feet as depicted on the site plan submitted for the public hearing;) so that the petitioner can build its proposed 53 two-story townhomes pursuant to the petition and the testimony at the public hearing and exhibits introduced there. Commissioner Samuels stated the petitioner has done a nice job in changing the elevations so that there is now more interest and articulation in these plans. The color mix is very agreeable and the two story bays make sense, which is a good reason to grant the variances in this petition. Mr. Green asked if the Commissioner Samuels wants to adjust his motion to include the gable roof adjustment and the band board adjustment that were recommended by staff in their memo. Commissioner Samuels stated he thought that was part of the testimony given. Commissioner Kenski-Sroka seconded Commissioner Samuels comments and stated she is very pleased with the way the project turned out. Chairman Ottenheimer called for a vote on the motion and the vote was as follows: AYES: Samuels, Dunn, Panitch, Smith, Kenski-Sroka, Ottenheimer NAPES: None ABSENT: Trilling, Feldgreber, Bocek ABSTAIN: None The motion passed 6 to 0.
