Review of the Lake Cook / Milwaukee Avenue Area
June 1, 2006, 7:30 p.m.

Welcome
Bill Brimm welcomed everyone for attending, introduced officials and staff, and explained why
municipalities conduct comprehensive plans and the fact that they are set forth in Illinois State
Statute.
Overview of Buffalo Grove
Ghida Neukirch provided an overview of Buffalo Grove, including highlights of census
information, a break-down of land uses in Buffalo Grove, and an overview of how the
comprehensive plan is used. Highlights of land uses in the area of Lake Cook Road and
Milwaukee Avenue were provided; as well as an overview of available land and developments
underway in the subject area:
• Northwest corner of Lake Cook Road & Milwaukee Avenue —approximately 7 acres of
available land by Hamilton Partners. Currently zoned B-3 for office.
Riverwalk North, approximately fifteen acre parcel on the east side of Milwaukee
Avenue, north of Lake Cook Road. Ninety-unit apartment building under construction. The
Preliminary Plan also calls for a hotel, office, parking garage, and full service restaurant.
• Weber Grill property —west side of Milwaukee Avenue. The restaurant closed a few
weeks ago based on their need to grow and the limited space at the subject site.
0 Great development potential further north on Milwaukee Avenue —on the west side,
north of Busch Parkway.
• Development underway in Wheeling with the Westin Conference Center, hotel and retail
area, south of Lake Cook Road.
Roundtable discussion
Attendees divided into four groups and each group reviewed the subject area and provided
feedback relating to specific properties or general comments regarding future planning and
development.
1) Future development should consider traffic impacts and safety.
2) Would still like to see residential development on the Hamilton Partners/Johnson strip at
the northwest corner of Lake Cook and Milwaukee, south of Linden.
3) Consider extending the road network to Johnson.
4) Future developments should include park site.
5) House on Weber property appears abandoned and should be reviewed.
6) When developing commercial adjacent to residential, strongly consider
landscaping/fencing standards.
7) Weber property should be subject to public hearing and neighbor notices.
8) Review notification process for all future meetings.
9) Property maintenance issues on both blocks south of 180 Milwaukee to on-ramp for
Lake Cook.
10) Since annexation: new sidewalks; trees trimmed; parking ordinance; public works
response (good); building permit process (more involved vs. unincorporated). Get permit
requirements ahead of time rather than during review process.
11) Any development should be planned to discourage cut through traffic from Milwaukee to
westbound Lake Cook.
12) 7.5 acres — Lake Cook/Linden should be single family residential detached due to
access and other issues. Note that animals currently live in this vacant area.
13) 7.5 acres — Lake Cook/Linden —area residents have no green space. Can this area be a
park?
14) Problems with flooding. Commercial development is not acceptable for this area/parcel
since traffic would need to travel through the residential streets. Maybe a combination of
homes and park.
15) 15. Weber Grill —owner may need to expand onto adjacent properties. Area property
owners are concerned and wish for the development to continue north.
16) Riverwalk North — more residential? senior housing?
17) Linden/Milwaukee — Residential? Commercial? Park?
18) Redevelop large areas such as Riverwalk North with a variety of uses —office,
entertainment, dining, apparel, services —similar to City Park. Also include shuttle bus service.
19) Market the area for a grocer such as Trader Joes, Dominicks, or Jewel.
20) Provide easy access to fast food.
21) No banks.
22) Consider a tunnel under Look cook Rd/overpass — Milwaukee
23) Provide a bike path connecting Buffalo Grove &Wheeling
24) Maintain open space
25) Consider easy access i.e., 2 points of access for each establishment — provide adequate
parking.
Next Steps
Minutes from this meeting and the two upcoming Public Feedback Meetings will be shared with
the Plan Commission and Village Board. The Village representatives thanked everyone for their
feedback and recommendations.
The Plan Commission is expected to complete the update to the Village's Comprehensive Plan
by the end of calendar year 2006. The Plan will then be presented to the Village Board for final
consideration.
